strict iv?ard to accuracy by those
who arc more or less charged with
the care ol the interests of southern
agriculture. In view of the ureal
complain! that has s often followed
the preparation of Hie reports in
Washington. I here has been a ?to\vinvr

there ha - recently been established

eharyed with I he same work that is

for the purpose, which, of
course, is necessitated by the laryci
^irea to be covered.
"'-As 1 take it, it will be many
years before the price of cotton will
ever hover ayain in the neighborhood
of the actual cost of production, for
the situation has changed in the past
decade, and the world's demand foi
<x?:n;ide cotton is ever increasing, ami
-.as far as a study of the markets be.vyond
the seas at present is concern
<ed the time does not seem to he ir
\prospect when the increase in demand
will be less than it is today. In fad
the cotton mnnufacturiny industry
abroad is developing at such a ran
^ that the crude product must be had
and it is an undisputed fact that ii

i holds the* absolute monopoly. When! 1
! I In- population <>r the world ceases to J
increase, then perhaps the demund
for crude cotton will decrease. It is
of supreme importance, therefore,
tliat reliable facts in regard to the "
south's cotton crop shall he given to
the world, and given as far and as
accurately as possible from southern d
sources."

j .Indue I'ritchard will sign a modified
decree, agreed to by the slate and the
j railroads, under which t?he corporation
| coniinissiou will be enabled to complete
tin.* third step on its rate-making
function by publication of the 'Jcent
rate order for four consecutive
weeks in a Richmond newspaper. Not
later than October 1 the new rate will
go into effect pending final adjudication
of the entire question involved
by the supreme court of the L nited
States.
Thus the commonwealth will have
accomplished that for which it has
consistently fought without disorder,!
without defying a federal ruling and
without employment, of "big stick"

In the circuit court of the United
States for the eastern district of Virginia,
there were tiled today two y
papers in the case of each contesting *

member ol' the corporation conimis- ^

forth the general plea of the defen- r
dant commission in all of the cases. *
It reads as follows:
"This defendant by protestation,
not confessing or acknowledging all
or any other matters and things in
the said plaiutill's bill to he true in
such manner and form as the same
therein set forth, demurs thereto and

and prayed for.
"Second. I hat this defendant has
no personal or individual interest in
the matters and things referred to in
said bill. _
Ihird. I hat the said plaintiff has 1
adequate remedy at law. 1
"I'ourth. That the matters and
things complained of in said bill are
res judicata.
I'it th. That this court has no jurisdiction
to hear and determine this
cause for the reason that this is a ft
suit against the State of Virginia.
"Sixth. That this court has no jur- _
