John .-Oapers was today appointed com. 7 issioner of internal revenue of the ited States. T.he appointment -is 11 a temporary one, to last until hect - December, when Mr. Pearl W fight o Louisiana will take charge. 'Thd appointement is a clear indi cation of Mr. Capers' high standing with the administration, in spite of the fact that lie was-not i'eappoint e. district attorney for South Caro lna; in fact, it comes straight from the ''inner pireles'' that the digni fled bearing of Capt. Capers on the occasion of his turndown as district attorney and the spirit in which he took it caused a reaction in the 'ad 11inistration in favor of him. "The more we have looked into Mr. Capers' record and his charac er,'' said an official. today,' ''the more favorably has lie impressed us. He did not in any way seek this position and the appointment comes to him as a surprise. It was neces sary to have a man who was thor oughly familiar with legal matters in the administration of the govern ment as well as a man of high char acter and we believe Mr. Capers to be both. He is a good lawyer, a man of energy and of unquestioned integrity of cbaracter.' Capt. Capers is practicing law in Washington and some time ago an nounced to The State correspondent that he had retired from polities for good. He says now that he is will ing to take this position only for the reason .that -it is temporary. It must be borne in mind that the real man who appoints Capt. Cap ers to this office is George Bruce Cortelyou, secretary of the treas ury. That Mr. Cortelyon is a candi date for the presidency has never been authenticnlly denied and that Capt. Capers could be of considera ble service, and will be, towards lin ing ill) delegates for Mr. Cortelyou, has never been disbelieved by the', aforesaid candidate. Yet there is nct ;t evidence to show that this appoint iment has any such political signifi cance. Capt. Capers will keep his law of fice open in Washington, but for con venience, he will remove his place of business to a building closer to the, treasury, . where the commissioner's flice is located. He says that he expects to give his full time to the duties of the office of commissioner. He knew nothing about his appoint ment till he saw it in the afternooij papers. The salary of the office is $6,000 a year. The New Idea Woman's Magazine.
