PAY ALINS' PASSAGES,

ashington, March 8.-It was av
'90vely stated today tha the r
n 4'on of the Attorney Gene
he held that it is unlaw
the recently enacted immi
raon law for a 4tate to pay th
ssage of intending immigrants o
assist immigration, except by ad
itiseinent, will not apply to th
and to Hawaii. In -that country th
.ision has already caused considex
e agitation, as under the auspice
Territorial Immigration Societl
igrants are being brought to th
d from Europe and, the Azore
;ake the place of Japanese labor
on the sugar plantations. Thi
been sanctioned by the Unite,
tes government, and a ship-load o
migi'ants recently brought. from th
ores Islands have proved very sat
actory.
A conference was held today at th
epartment of cdnierce and labor o1
) opinion recen'tly submitited to th
esident by Attorney General Bonn
rte on the South Carolina immigra
"n' case. It appears clear in th
,ew of the 'officials of the depart
Int of commerce and labor that th
11torney General's opinion sustain
e opinion of the department, tha
Le immigrants landed at Charlestor
. C., last November are legally ii
his country.
It is not so clear, however, that un
r law, other immigrants whose pas
e to this country is paid either b:
tes or by individuals, acting fo
tes, may be landed in America be
c July 1 next, when the provisiol
the new immigration law goes int
fect. Those who participated iii th
liference today were Seeretar.
raus, Solicitor Earle, and Messrr
prker and Larned, of the depart
ent of commerce and labor, and As
istant Attorney General Cooley, o
he department of justice.
)It was not until today that the ful
) xt of Atorney General Bonaparte'
inion was available. The depart
ent of commerce and labor desire
obtain a definite interpretation o
e law, because several Southeri
ates have delegated to agents th
prk of securing immigrants who wil
-atte within their borders. It ap
,ears problematical whether unde
he -present law the states have th
igh't to induce immigration, excep
y advertising. It is quite certaii
hat after July 1 they will not havi
he right, but among the lawyers whi
ave examined Attorney' Genera
aparte's opinion there iN a divis
of opinion as to whether immi
tits cannot be brought to thi
untry now by the assistance o:

oysters opened and shipped in bubketa

- terstate commeree, as they are dead.
" 'An oyster is dead an hour before
it is 'opened," said Dr. Wiley, "and
- is not good. It loses its flavor.'
- In response to inquiries from Rep
D resentative Haskins as to the advis,
r ability of freezing oysters to preserve
- them for ohipment, Dr. Wiley said:
e "Oh, they ought not to be frozen.
3 That ruins them and as soon as they
- thaw they are dangerous."
s He then urged that oysters should
P, be shipped alive and in the shell and
3 said that the greatest outrage of the
s oyster trade is to soak oysters with
- fresh water and swell them up, miak
s ing them look fat. Dr. Wiley said
: the oysters seit out in tin cans are all

"They are either preserved with

. Gelatin was denounced by Dr. Wi
ley, who said of it:
''It is made out of hides, of the
. scrapins from hides. These hides
go into the tanners vats and these
s hides that smell to heaven are treat
t ed and trimmed and these trimmings
are used to 'make gelatine. The ma
rie hospital service found tetanu
germs in gelatine.
Dr. Wiley said that the gelatine
factories are the dirtiest in the world.
In reply to a question from Repre
sentative Hilaughen, as to the uses of
gelatine. Dr. Wiley said:
''It is used for putting into ice
creai and candies a.nd for making
capsules that you put your medicine
in.
- Wandering Needles.
- Inl one of the medical journals a
F surgeon recorded some years ago a
strange instance of the wanderings of
a needle in a lady. The patient call
5 ed upon him, stating that the greate,r
- portion of an ordinary sewing needle
had broken in the first joint of her
left thumb. The surgeon could plain.
ly feel the .needle point, but after in
3 effectual attempts at the extraction
of the foreign body he recommended
that nothing further should be done
lest the attempt.s to remove it might
result in greater injury to the joint.
About a year afterward, however, the
patient called upon him to inform him
that a day or two prev?ously she had
felt a pricki.ng sensation of the right
forefinger, and, having broken tihe
skit, she without difieulty extraetbd
the portion of the lost needle friom
the point of the finger. This the
needle traveled from the left thumi)
along the airm. across the chest to the
right arm and down the latter to the
finger, where it was extracted.

Cowbirds Unnatura& Parents.
The cowbird is the only, bird that
we, have in this country which is un
natural iln its p)arenital duties. It
never builds a nest for itself, but lays
its eggs iln other birds' nests, thus
forcing the rightful ownier to assume
parent al duties. It is sagacious enough
to choose the nests of birds smaller
thtan itself, so that its young, when it
is hatched, being inevitably the larg
est of the brood, must necessarily re
eeive the lion 's sha-e of the atten
tion of its foster parents. Thme birds
thus affliet,ed resort to var-ious means
to rid themselves of this unwelcome
adldition to their litter. The most
intgeniious met hod is that CrecjuentIly
used b)y the lit tie fellow wablerC, who
will often build a substructure on
top of her original niest, thus burying
the eggs of thme cowh)ird and ofteni
somec of her own wit h it. Nests have
fr-equently beeni found with two of
these substructures in cases where
the wabhler has twieb been visited by
the cowhird.

Slaughter of the Birds.
Some one adlvances the idea' that
man may beC driven) fronm the face of
the eairth by the enero-achments of the
insect tribe.
He might have said that thuis
fantastie notion came to him as the
results of his observations, of the
ruthless slaughter of birds. Woman's
vanity is not. w)iolly responsible for
the prevalent senseless bird mu;der.
A man who asked a. small boy" to
ihoot a few birds for him for fish
bait the other day was shocked when
the youigster brought him four dead
mocking birds. But why not? A bird
is only a bird to that .boy, something
to practice marksmanship ipon. Na
ture study in the schools would help
a little. The farmer's boy ought to
know his friends.-Mrs Sake D. Mee
