A reject applicant may reapply for membership after a lapse of three months. it he so desires. ARTICLE III Officers Section . The officers of this oragnization shall be composed of active members only and shall consist of a President, two Vice-Presidents, a Board of nine Governors, a Secre tary and a Treasurer. who shall be elected for a term of one year, at the regular annual meeting. the 3rd. Thursday in March of each year. All officers shall be elected by a majority vote. If from any cause there he a fail ure to elect, the former officers shall hold over their respective offices un til their successors shall have been chosen. Section 2. The President shall be chairman of the Board of Governors and the Vice-Presidents shall be mem bers thereof. . Section 3. The Presid6nt shall pre side at all business meetings of the organization and at all meetings of the Board of Governors. He shall sig all drafts upon the Treasurer, which* the organization or Board of Governors may order to be paid, and shall decide all points of order, sub ject to appeal to the members of the organization who may be present. He shall appoint all Committees not otherwise provided for in these by laws. In the absence of the Presi dent from any of his duties, one of the Vice-Presi.dents shall assume these duties. ARTICLE V Duty Of Secretary Section 1. It shall be the duty of the Secr'etary to keep a correct re cord of all proceedings of this organi zation and of the Board of Governors. He shall furnish any Committee with. a copy of the resolutions under which it vwas appointed and shall give notice t>f all meetings- of the organization or Board. He shall notify applicants for mem *bership of threir election or rejection, and, in case of rejection. shall return the fees. He shall have his books and records ready for inspection at any time by the Board of Governors' conduct all correspondence and per form such duties as usually apper tain to his office. For such service he shall receive in compensation such a sum as may be fixed by the Board. ARTICLE VI Duty Of Treasurer *Section 1. The Treasurer shall col lect and take charge of funds of the organization, disburse them only by written order of the President. counl tersigned by Secretary and shall give such bond as the Board may deem necessary.. 'ARTICLE VIIH 'Duty of Board of Governors Section 1. It shall be the duty of the Board of Governors to exercise a gen eral supervision over the affairs of the organization. It shall appoint an nually, from regular members of the organization. twelve standing commit tees of not less than five members each, as follows: Manufactures. Commerce. Transportation. Public Improvements. Conventions. Public Entertainment. Advertising. Statistics and Information. Legislation. Rules. Education. Finance. Section 2. The Board shall make such rules and regulations as it may deem best for the proper working of the organization, the conduct of its members and the care of its property, etc. Section 3. The Board shall fix the monthly dues, levy assessments for current expenses, fix such fines for in fractions of rules as may be found necessary. and transaet all business not in violation of the charter under which this organization exists, or in conflict with these by-laws.. Section 4. Upon the request of a standing committee of ten members, the President or the Board of Govern ors shall call an extra meeting of the organization and audit and approve all claims against the organization for* pamenmt. Vacancies by death or res ignation shall be filled by the Board of Gove1rrs for the unexpired terms. tule .Any member who is in ar rears- for dues or finies- for three months and refuses or fails to pay the same, -thereby forfeits his mem bership. Rule 4. Any member wishing to withdraw from this organization shall be at liberty to do so by giving notice in writing to the President, and, if such member is clear on the books, he shall be entitled to a. certificate showing that he was a member in good -4anding at date of withdrawal; Pro vided he entirely forfeits his interest in stock to the orgranization. Any former member holding a withdrawal certificate may become entitled to the privileges of the organization upon such conditions as may be fixed by the Board of Governors. Rule 5. Any motion adding to, or altering or repealing any general rule shall be made in writing c an -hail li2 over one month; and, if two. thirds of the members then persent- approve of such alteration, addition or repeal, it shall be adopted as part of these rules. Rule 7. Members shall pay for all breakages or damages to the property of the Chamber of Commerce. caused by its improper use by such members or their guests. Rule S. All complaints. grievances or suggestions for the good of the Chamber of Commerce, shall be made in writing to the President. Rule 9. All dues are payable monthly in advance. Ally member failing to pay dues or fines by the fifteenth (15th) of the month in which same are due, shall be notified by the Treasurer. If such payment is not made by the last day of the month, the delinquent shall be de barred the privileges of the Chamber f Commeree. Rule 10. Resident on-members shall not be introduced into the rooms of the organization. Rule 11. The rooms of the organ zation shiall be kept open every day. except Sunday, from 9 o'clock a. m. mtil midnight. Rule 1.2. No intoxicating' liquors, no card playing. no gambling and no betting shall be allowed in the urns of the organization. STANDING COMMITTEES. Manufactures. It shall perform like duties with reference to the telephone aiid teleg,raph interest of the City. Public Improvements. This Committee's particular duty shall be to look after paving the streets, such other matters as would improve and beautify the City and to attend to improvenient of cotuntry ro,ads. Conventions. The duties (f this Committee shall be to keep posted iii regard to coiven tions, re-unions, etc.. and to use all endeavors to have such conventions. etc., select Newberry as the place for future assemblage. Public Entertainment. This Committee is charged with special attention to hospitality within the City of Newberry. Its duties shall be extend the courtesies of the Association, of the city. of its people so far as it can be done. to all stran. gers visiting the City, and especially to those who come for the purpose of selecting sites or making investments. rt shall have supervission of the en tertainments given by the Chamber of Commerce. Advertising. This Committee shall have special charge of the diffusion of intelligence to the general public on all matters relating to the manufacturing, real estate. commercial and financial in terests of the City of Newberry. Statistics and Information. This Committee shall collect facts and information pertinent to the ob jects of the organization. It shall confer with the President as to the best method of utilizing. such intelli gence with reference to all matters to be referred to in his annual report, and to perform such .other duties as may be required. Legislation. The committee on Legislation shall consider such matters of Legislation as may be of -interest or importance to Newberry and vicinity. It shall act with any committee of' the'City Council, that may be appointed if so desired by committee, with regard to legislation affecting interest of the City of Newberry. Pailes. This Committee shall propose from time to time such changes in the by laws or order of business as they may dee.m expedient or necessary. Education. The duty of this Committee shall be to further the educational inter ests of Newberry in any way possi ble, to co-operate with our various institutions in setting forth our su perior educational advantages and in duce people to educate at Newberry. I Finance. The name of this Comnmittee sug 'eests its duties. Any matter concern ing finance may be referred to it, from time to time, by the Board. PARLIAMENTARY RULES. 1. Any member desiring to speak upon any subject shall rise and ad dress the Chair and shall confine him self strictly to the subject urider dis ussion. No member shall be allowed Ito speak more than twice upon the same sub,ject without permission of the Chair. 2. All motions shall be made in writing, if required by the Chair or two members, andl no debate shall be permittedl except up~on a motion made and seconded and stated from the Chair; but a member shall not be prevented from prefacing any moo 'tion he may be about to make. 3. The Chair shall decide all ques tions of order, and may call any transgressing member to order so of ten as he may infringe upon the rules of the organization; but any member so called to order may ex plain himself and may appeal to the organization, if seconded, and in such an appeal, a majority of the mem bers present shall decide. 4. Washington, March 7.-A man who lives in Barnwell county and who has been spending the last week in New York, arrived in Washington today. and said that during the time he was In New York there was little else talk ed about in hotel lobbies and other public places but Tillman. 'I neveri saw anVthing like it in my life.'' he said. "no matter where I went it seemid that Tillman was the only thing and only man talked about. New York is a large city. and there are many men of prominence there. but during the time I spent in that place I am sure I heard more of Tillman than anything else-so much in fact. I that sometimes I thought I must be in some South Carolina town. His recent actions in the senate have set the public eye on him as nothino else could have done, and I believe-he is more talked about today than any other man of the United States-the present occupant of the White House not excepted. "In one of the largest hotels of New York I came up to a group of men gathered from all sections of the United States, and the concensus of opinion seemed to be that if Tillman hailed from any.-other section than the- south there would be the strong est possibility of his receiving the next democratic nomination for pres ident. There were none in the crowd who disputed that he had shown him self .to be one of the brainiest men in the senate and that he now occupi6s a high place in the public eye. It was agreed also by the crowd in the lobby that if Tillman could remove his citizenship to New York, or per haps some western state, he would stand as good a chance as any other democrat to be the next occupant of the White House."
