THE WOBK OF THE RECENT LEGISLATURE IJST OF NEW LAWS OF SOUTH CAROLINA. The Great Bulk of This Legislature Refers to Local Matters and Spe cial Situations-School Districts and So Forth. The work of the general assembly of 1906 is indicated in the acts that have been ordered ratified. The acts represent the affirmative legislation. There is no such official record of the '4gative side, -that is the - host of bills killed. It will be seen in looking over the list of ratified acts that but few are of general import, and that the great bulk of legislation of today refers. te local matters and special situa ti*ns. TVhe following is the list of ratified Acts, all of which have been submit tid to Governor Heyward for his offi cial approval: et to require the authorities of all institutions of learning supported or.controlled in whole or in part by tie state to report to the general as sembly the names of all students en rled at such institutions, and wheth erKthey are pay, beneficiary or schol arship students, and to require the aditors of all the counties to keep a record,-and file of all affidavits of in ablity to pay tuition made before them as now required by law. To authorize the State Treasurer to pay Dr. J. M. Carlton three hun-' ied and fifty-five dollars and forty cots for treating smallpox in Abbe vlle county and Dr. J. N. Nesbit for sixteen dollars for treating smallpox in Cherokee county. Act to amend Section 376 of Vol une 1, of the Code of Laws of 1902 is so far as same relates to appoint ment of township board of equaliza tion. Act to incorporate the Newberry, Whitmire and Augusta Railroad com pany. Act to prevent county supervisors and county commissioners from sell ing to county during term of office. Act for the further piotection of partridges and quail. "Act to require railroad companies to furnish information of live'stock shipments while in transit, and as* to arrival' and delivery of the same.. Act to fix the salaries of the cir cuit solicitors of the- state. Act to purchase the premises known as the Guard. House, in the City of Charleston for the use and purposes of the South Carolina Mili-' tary Academy. To charter the Central Railway company of South Carolina. . ~.punish the wilful and malicious taking or removing, or taking or re moving with intent to steal, or with intent to injure, of the brasses, bear ings, waste or packing from out of any journal box or boxes of any loco motive engine, tender, carriage, coach, ear, caboose or truck used or operated upon any railroad, whether the same be operated by steam or elee tricity. ' Act to prevent merchants engaged in buying and selling merchandise,: while indebted, from selling their en-: tire stock 01 merchandise, in bulk, or selling the major , portion thereof. otherwise than in the ordinary course of trade. .Act to provide for the election of a cotton weigher at Pickens Court -House, and to prescribe his duties and fix his compensation. To amend Section 2,169, Volume 1, Code of Laws, 1902. so as to extend* the authority of the railroad commis sioners to require dfepots at other t.han juridictional points. To require railroads and other corn ~mon carifiers, operating in t.his state: to provide toilet closets at stations for the use and convenience of pas sengers. To amend Section 2,688, Article II. Chapter LXXXIII, Code of Laws of: South Carolina, 1902, Volume 1, by: adding a section to be known as See-: tion 2,6SSa, with reference to public guardian. To authorize the appointment of deputy sheriffs or officers of th'e peace having jurisdiction within and beyond* the limits of the United States Navy Yard near the City of Charleston. . To amend an Act entitled "An Ae; to impose a capitation tax upon all dogs," approved the 25th day of February, A. D. 1904. Act to provide for the times of holding the circuit court in the '7th judicial circuit and to arrange the '3 same. Act to fix the amount of the corn- t -ensation to be paid to the county 3 officers of Spartanburg ,and Green-a ville counties. C Act to amend Sections 190.. 191. 192 .a 19 of the Criminal Code. so as to make the same applicable to electric railways. Act to amend Section 2 of an Act entitled "An act to fix the weight of and regulate the trade in corn meal," approved February 23, 1903, by in-. cluding grist. Joint resolution granting to the United States of America the title of this state to, and the jurisdiction of the state over, certain lands on Sul livan's Island, in Charleston county, for military purposes. Act to amend an Act entitled "An Act incorporating Little Moutain section of Lexington county iio Newberry county. and to alter lhe county line of Newberry county, so as to include portions of Lexirgton county," approved February 19, 3901. so as to add the words "principal and" in the second section thereof. Act to set apart and establish Christmas holidays for the state in stitutions of higher learning in the: state of South Carolina. Act to authorize the supervisor of Greenville county to pay to H. J. Southern, county treasurer, the sum. of $100, on account of salary for the year 1905. Act to provide funds for paying the present indebtedness of Fairfield county, so as to put said county on a cash basis. Act to require the Southern rail way company and the Seaboard rail-; way company to fill in and grade to a level the space between the Union depot, at Denmark, and the crossing of said railways. Act to amend Section 376, of Vol me 1, Code of Laws, 1902. Act,to amend an Act entitled '"An Act to provide for a graded public chool in the town of Bamberg, in School District No. 14, in the county of Barnwell, and to authorize the levy and collection of a special school tax therein," approved December 24, 1883. Act to amend Section 177, of the Code of Laws of 1902, in regard to the number of hours which the boards of registration shall keep their offices open on days required by law. Act to authorize the supervisor of Greenville county to pay to W. P. Hicks. county auditor, the sum of 100 on account of salary for the ear 1905. Act to amend Section 12 of an' A ct entitled ''An Act to regulate the practice of medicine in South Caro lina, to provide for a state board of medical examiners, and to define their duties aria powers,'' approved Feb rary 27' 1904. by directing that Ii-, ense fees paid by applicants be turn ed into the general funds of the state. Act to authorize and empower the trustees of the Simpsonville graded school district 5 D, in Greenville county, to order an election and issue coupon bonds of said school district for school purposes. Act to amend a joint resolution en titled "A joint resolution to author ize the state board of health of South Carolina to neg'otiate'with the United States government to operate the state quarantine stations under cer tain conditions,'' by striking out the two provisos thereto. Act to. remo.ve all question as to the title of Crow Island. in the coun t of 'Georgetown, so far as any eIaim on behalf of the state is eon-' e-erned. Act to authorize the school trustees >f school district No. 20, of Lexing ton county, ,to establish and provide for two white schools in said district. Act to authorize Pickens county to borrow funds for the sinking fund emmissioners to apply on outstand ing debts and interest.. 4 Act to authorize the trustees of Cowpens' school district, being. school lstrict No. 50, of Spartanburg Coun ty, to issue bonds for the purpose of' erecting school buildings and equip pgsame. and purchasing a lot or Act to repeal the charter of Moul-1 trieville. on Sullivan 's Island. and all Acts amendatory thereto, and all - Acts relating~ to the government thereof. To establish a new school district in Dorchester county to be known as School District No. SR. and to provide for levying a special tax therein. To amend an Act entitled "An Act to empower School District No. 40, of Lancaster county, consisting of parts of said county and Kershaw county. to issue $12,000 coupon bonds for school purposes. To authorize and empower the county commissioners of Colleton county to approve the claim of A. G. W. Hill, and the county treasurer of Colleton county to pay the same. To amend an Act entitled "An Act to create a new school district within the Township of Barnwell, in Barn well county, to be known as the Barn well graded school- district, and to authorize the levy and collection of local tax therein.' To authorize the appointment of a commission to examine and report the financial affairs of the county of Lau rens. To authorize and direct W. 0. Guy, eounty treasurer of Chester county, to transfer four "bond account" to "current fund." all special school taxes lqvied and collected in School District No. 1, Court House Town ;hip, for fiscal year 1904, except the levy of one and one-fourth mills for interest on bonds.
