GENERAL NEWS NOTES. Items of More or Less Interest Con densed Throughout the World. The Japanese have coneentrated 43o,ooo men and i,6oo guns in front of the Russian army in Manchuria. Two negro men were killed by in haling gas while cleaning out a well at -Wadesboro, N. C. Monday. 'Three men were killed by lightning at Boone, N. C., Monday and another got his arm broken. Travellers arriving from Cameroons report that the cannibal tribe Nioms recently killed and ate two thousand negroes and eight German colonists. Citizens of New Orleans have rais ed $70,000 to fight the yellow fever in- that city. $250,ooo will be needed and it will be raised in that cty. Maj. Evan P. Howell, fonner edi tor of the Atlanta Constitution, and a much loved man died at his home in Atlanta, Ga., Sunday. Fifteen freight cars were destroyed in a wreck on the Boston and Maine railroad Monday at Warren, Vt., but there was no one hurt. Two negroes, Tom Wilson, slayer of his brother, and Will Robertson, wife murderer, were hanged at Hel ena, Ark., Monday. The strike momement in Moscow is spreading, and workingmen are de voting every energy to make the strike general. There have been no disturbances so far. Bulgurian revolutionists attacked four villages in Turkey recently and burned them. Two hundred inhabi tants were butchered and all the young boys and girls were carried off. Two negro women were burned to death in a fire that destroyed a two story tenement house in Dallas, Texas, Monday. Several other occu pants had narrow escapes. The Chinese at Yokohama, Japan have decided not to deal in Ameri can goods, and not to ship goods on American steamers, and to further punish any Chinese dealing in Ameri can goods through othiers. I:, a head-on collision on the elec trc railroad between two trains in Norfolk, Va., on Tuesday, a motor man was killed and several persons were injured. 'The two trains were badly damaged. q ~ Ab Doughtery, colored, was seam years within twenty-four hours aftev killing Mose Williams, also colored, at Ashevi-lle, N. C., Tuesday. The crime was committed Monday 'and the negro peaded guilty of marrslaughter tihe next day. The excursion boat Sunshine sunk Monday afternoon at Broad Ripple park, ten miles from Indianapolis. The eteamer had 180 persons on hoard but all of [hem were rescued by a launch. Fve persons were more or les:s seriously injured in the panic which ensued. A biler exploded in tehe lumber mills of T. J. Salts and company, M'orday. at Del Rio, Tenn.. in wThich three men were ins:antly killed and another fatally injured, while several othe-s were slightly injured. There were fifteen men in the boiler room when~ the explosion occurred, the ma jority of whom were lumbermen and who had 'been driven in by a fierce stiormi which was raging. A mob of 6oo mounted citizens of Wace, Texas. surroundled the court *hous:e and jail at that place Tuesday, and after making prisoners of the jailo.r and all deputy sheriffs, broke opt.n the jail, took Sank Majors, coio:red, out, and after hearing his conriession, hanged him fromi a bridge. Majors had recently been convicted of criminal assault, but had been graxnd a new trial. A fire started on an' old wooden fertyboat at Hobroken Monday night anvd :uside of three-quarters of an hour the flamies had swept away the Delev,are. Th-- oss of the property is estima-ted oomooon There were no lives ANDERSON AND CRIME Jail is Empty for Several Weeks at a Time-Dispensary System Not the Cause. Anderson Mail. One of the favorite assertions of the anti-dispensary advocates is, that crime has been increasing since the dispensary has been established. We doubt if it can be proven that this is true as to the s-tate at large, and we know it is not true as to An Jeison county. On the contrary crime has been decreasing in this county. During the past two or three years our coun ty jail has stood empty for weeks at a :me, something not known sinc' the civil war. Circuit judges who come to Anderson from other coun ties to preside over our courts are surprised at the small number of cases on the dockets, and nearly all of them have complimenced and con-; gratulated the pecple of the county from the -bench. Our grand juries have called attention time and again to t.he spirit of law and order pre vailing in the county. We believe it is a fact that will be substantiated by the records that Anderson county has less crime ac cording to population than any coun in the state. We do not pretend to say that the dispensary is responsible for this de crease in crime. On the contrary we believe the dispensary had little if anything to do with it. The real explanation is to be found in the progress and prosperty of the coun ty and ti.e fact that all our people can find steady and profitable em ployment all the year round. We have few if any idlers in the county, and people who work do not violate the laws. But whatever the cause it is a fact that crime is not increasing in An derson county. It is 'decreasing and I been decreasing for years. Those wt set themselves up to be reform ers should stick to dhe facts and the record. In their zeal to achieve cheir ends, which ends may be entirely ommendable, they should not make wrong and harmful statements about their own county. Though, the majority rules, the inority insists on telling the ma ority how to do it.
