SENSATION IN WALTERBORO. A Number of People, Well Known in the County, Presented by the Grand Jury for Pension Frauds. News and Cou:r:er. Walterbor. July 19.-T he grand iury handed in a special presentment in the case against obtaining Confed erate pensions. This case has been and is attracting considerable atten tion on account of the promine .ce of the parties connected with it. and it is hoped they .: b -.ble to ex plain away certain very ircriminating evidence. It is alleged that for several years pensions have been drawn for par ties not in existence by means of fraudulent applications. Pensions bieen crawn ior seven persons. some for four or five y,ars. aggregating perhaps five hundred dollars. Clerk of Court H. D. Padgett dis covered the alleged forgeries and fraudulent claims when distributing pensions this summer, and immediate ly reported it to the county board, who in turn reported it to the state board. The matter was handed to the grand jury which made the fol lowing presentment: "State of South Carolina, County of Colleton.-The grand jury of and for the said county and state aforesaid respectfully make this special present ment. They have received of the county pension board of Colleton county a communication. accompa nied by documentary evidence, which taken in connection with oral tes'ci mony of witnesses duly sworn, con vinces the grand jury that frauds of a serious nature have for a series of vears been connected with the distri bution of pension funds in this coun ty. In consideration whereof they present Charles W. Ulmer, J. G. Varn, Philip M. Varn and Henry J. Dubois, alias A. J. Dubose, of conspiracy and other high crimes against the state of South Carolina, as indicated by the said eveidence, and they ask that said evidence be turned over to the solici tor and he be requested to prepare such bill or bills of indictment as he may deem proper thereon and hand them out for our further consider ation besides this documentary evi dence above referred to, we refer the solicitor to the following named wit nesses: H. D. Padgett, C. G. Hender son, B. G. Benton, Dr. W. B. Acker man, Walter McTeer, G. W. Way. H. E. Bryan, J. M. Ackerman and E. R. McTeer. S. R. Perry, foreman grand jury. As a result of this presentment So licitor Jervey has made out indict ments as follows: Chas. W. Ulmer and P. M. Varn, obtaining money under false pretenses. Chas.. WV. U! mer, Henry J. Dubois, Philip M. Varn, G. J. Van and A. B. Vain, conspiracy. Chas. WV. Ulmer, forgery. Bail has been fixed at $500; for Chas. WV. Ulmer, and $200 each for the other diefendants. There is al most as much intensity and expecta tion at the farewell meeting of a great convention like this as there is at the opening session. But there is a sense ft in:imate fellowship that was lacking four days ago. These thous ands have worked and prayed and worshipped and debated and studied together. as they had not at first; they have grown into one intimate, great family, and they will never again all be 'together in this way or. earth. They feel that they must receive a blessing before they part and they are in eager readiness. "The program at Massey was a fitting climax to all that had gone be fore. A young college president, Dr. James A. B. Scherer. of Newberry college, Sou:h Carolina. virile and keei, in the fire and consecration of young manhood, sounded the call of "The Duty of Young America to Young Japan." He drew a picture, forceful, burning. flaming, of Japan's leap, as "the foreordained leader of the Far-East," from the medievalism of half a century ago into the civili zation of today. Out of his own ex perience in teaching the young men of Japan, he revealed, through a striking experience that he had had with his pupils in getting them to write of "The noblest deed I ever knew," the perverted and heathenish conception? of morality that the children of that land have inherited. "If this is Ja pan's morality," the speaker challeng ed, "in God's name what of her im morality? Does she not need us? Sunrise land! May God fulfil the destiny of that name." A young man was taking the civil service examinations and was exas perated at the irrelevance of some of the questions. One question was, "How many British troops was sent to this country during the American Revolution?" The young man nibbed his pen for a moment in annoyance and then wrote the answer, "I don't know, but a darned sight more than went back." In Mad Chase.
