From Togo Down, Naval Men De clare that the Marvelous Result Was Impossible by Mere Human Power and Was Due to the Superhuman Influence. A dispatch from Tokio says the car dinal causes of Rojestvensky's defeat have been the subject of general dis cussion here. One Japanese expert gives the following analysis: First. An imperfect reconnoissance and incomplete, faulty and misleading intelligence. Second. An imperfect battle for mation, which indicated that Rojest vensky did not expect to meet Togo off Tsushima. Third. The weather. the direction of the wind and the sunlight were un favorable to the Russians, Togo hav ing the sun behind him and firing with the wind, while the Russians had the sunlight in their eyes and fired against the wind.' Fourth. The Russians wasted their ammunition and eventually ran short. It is believed that the surrender of Nebogatoff was necessary because his ammunition had been expended. Fifth. The marked inferiority of the Russian gunnery. Some experts criticize Rojestvensky for essaying the Tsushima channel. Others uphold him. saying that his Ionly chance lay in going through that Ichannel. The impression prevails that Rojestvensky was totally una ware of the presence of Togo's entire fleet off Tsis,hima. Many believed that it was necessary for Togo to take a station at a pivotal point, from which point it would be possible to intercept the Russians entering either Tsushi ma, Tsugaru or Soya channels. Calcu lations placed the pivotal point on the western coasts, near the western en trance of Tsugaru channel. Togo's real whereabouts were known to many Japanese, but the secret was successfully guarded-another exam ple of the willingness and ability of the Japanese tc prserve military se crets. Leaving aside the questions of preparedness and superior conditions, the superiority of the Japanese per sonnel, fresh fro-,i fifteen months' suc cessful campaigning under all possi ble conditions, must be taken into consideration. Many ascribe the vic tory entirely to the superior mark manship of the Japanese. Tlogo, real izing that it would probably be nec essary to fight in the open sea, gave his crews long training in firing dur ing rough weather with a 'heavy wind blowing and the ships rolling. When the hostile fleets met, the superiority of the Japanese immediately became evident. The sinking of the battle ships and armored cruisers by shell fire testifies to the deadly accuracy of the Japanese guns, and destroys the theory that it is impossible to sink stich ships by shell fire. The attitude of Japanese naval men towards victory is curious. Togo's message to the Emperor saying that the victory was the result of the Em peror's superhuman influence strikes the keynote of the navy's attitude. The officers openly say tihat the mar velous result obtained was impossible by mere human achievement alone. HAS NOT WEAKENED. Instead of yielding to the strong demnands which the radicals hoped A.dmiral Rojestvensky's defeat would force the govrnment to grant, the emperor issued a ukase Sunday conferring greatly increased powers 'on Gov. Gen. Trepoff, making him as sistant minister of the interior in place of Maj. Gen. Rydzefsky, who is made a senator; also chief of the de partment of police and commander of the corps of the gendarmerie Gep. The document is of the deepest im portance in the present state of Rus sia and indicates that the government, a while steadily proceeding in its plans for the fulfillment of the imperial promises contained in the rescript of March 3, is determined not to be swerved from its purpose by the pres sure of military and naval disasters but in its own time and as speedily as possible to give the nation the leg islative body on which the Bouligin commision has been working.. In it may perhaps also be read the intima tion that the war will continue and that the question of peace will not be submitted to a zemsky sobor. .According to The Russ, the result of the labors of the Bouligin commis sion which has now been printed and submitted to the commissioners does not embody a definite plan for the or ganization and functions of a new governmental body but rather a col tection and classification of the neces sary data for the formation of an as sembly, giving alternative views of the various points in dispute and leaving the final decision in the hands of the ministers. The material gathered by the com mission has been grouped under six heads-first, a historical survey of the forms assumed by popular representa tion in Russia from the fifth to the sixth eentury; second, consideration of the effect of the summoning of a popular assembly on the country un der present circumstances; third, the extent to which suffrage shall be granted, whether on universal educa tional, or property qualifications, and whether classes and occupations should be represented; fourth, the extent of the assembly's right to in terpollate ministers; fifth, the extent of the assembly's rights over the bud-. get; and lastly, what provinces of government slLould be removed to the competency of the assembly. Thus nothing regarding the "imper ial douma" has been predetermined, Minister Bouligin, reserving the right to give his opinion to his coministers. Conveyance for Confederates. Gaeenville, S. Ky., May 27, 1905 Dear General: We have arranged conveyances for such of the Confed erates as may not feel able to walk during the parade of the Confederate Veterans at the Reunion on the i6th of June. 1 will be glad if you will an nounce this by appropriate order, and give me such inforznation as to the number as you can. We will provide nice conveyances for them and the persons of each state will ride with the division of that state. I have had some suggestions that some would, like this thing- to be done. I, there fore, write to ask that you make it public.
