Regularly as the clocks of the house and s,nate at Washington be gin to tick for the assembling of congress some statesman boldly .challenges the good sense of our for bears in the fixing of certain dates for important occurrences. Most in evidence at this session was a bill introduced by Representative Leoni *das Felix Livingston, of Georgia, veteran as a farmer and as state and national lawmaker, now rounding out his fourteenth year in the house. Mr. Livingston's bill provides for -*elections in September in stead of No vember and for the assembling of congress in the same month. His argument for the earlier meetings of congrcss is that when the body as sembles the first week in December little or nothing is accomplished be fore the holidays, which involve an interrupti6n of nearly two weeks. In relation to the earlier election the Georgia statesman seems to think that too long a period elapses be .tween the nominating conventions and the elections. Interest wanes, and before the first Tuesday after the first Monday of November the people have tired of the whole scheme of election. The proposal for an earlier elec tion will not meet with the approval .of the people at large. ' They would prefer later conventions. The elec tion of November originally was due to the progress of events which .made that time repe for an expression of popular opinion at the polls, but the date has ever since been recog nized as one which would be most convenient for all classes of suffrag ists, and most especially the farmers, on account of the fall work, even in e most northerly state-Baltimore Americar, Aepremthe Livingston of Geor gia is entirely correct'in his idea as to the utility of some lof the changes sug gested and embodied in his bill, but for some reason or other the people atL large are not desirous of making the proposed changes, and it requires no prophet to say the bill will not go through. It is to be hoped that some time there will be a body as sembled in congress capable of straightening out the tangled affairs by making the necessary constitu tional amendments in a way which will meet the approval o.f all. Vaccination Proceeding. The town council, inl an ordinance passed on Wednesday night, endors ed the action of the board of health enforcing compulsory vaccination, and the work is proceed-ing with dis patch. The physicians believe that one more week will see the comple tion of the work. As was stated in *the last issue of The Herald and News, th1e town was divided amor'g the physicians, and they all report good progress in their respective dis tricts. There are no aew cases of small pox, and the two children previously reported are both speedily recover ing. Mr. Duncan Retires. Mr. T. S. Duncan has resigned from the position of cashier of the National bank of Newberry on ac count of his feeble health and in creasing age. Mr. Duncan has been cashier of the bank since 1871. and will be very much missed. He has been connected with the bank since its -organization, and richly deserves the rest which should make pleasant his declining years. Death of Mr. J. S. Graves. Mr. 3. S. Graves. father of Rev. 3. H. Graves. pastor of the West End and Mollohon Methodist churches, died in Greenville county, on Tues day, in his 58th year. Mr. Graves was a member of the Abbevifle Bap tist church. He was a veteran of the civil war, having joined the army of the Confederacy at an early age. Rev. J. H.
