M. -Bouknight, of Irmo, is in the city. Misses Lulie Hunt and Maye Lang ford visited Miss Isolene Wyche, at Prosperity, this week. Miss Kate Suber, who has been spending the holidays with relativ.es in Newberry, has returned to Coyn bia. Mr. Oscar P'eterson went to Co tumbia yesterday. ~Mr. J. B. Hunter was in Saluda yesterday. Mr. Ernest McIlvean went to Sum ter yesterday. Miss Lillian Fitzmaurice, of Colum bia, who has been spending the holi days with the Misses Huiet of this city, will return to her home on Wed nesday. Mr. E. H. Summer has returned to Anderson, after spending the holidays at home. Miss Etherfieda Steele, of Rock Hill, who has been the guest of the *Misses Carwile, returned to her home Sunday. Extensive improvements are being made in the C.. N. & L. road bed near the depot and for some little distance in both directions from it. The Clemson college students re turned to their work today. The neat military uniforms added much to the holiday appearance of the Christ mas crowds, and the boys will be missed. Frank Davidson, in "Old Farmer Hopkins," will appear in the Newber ry opera house on the night of Jan uary ii. Davidson has been in this section of the south before, and is known as a strong and clever actor. The company will be accompanied by a brass band. New Year day was bright and beau tiful but the day after was "Blue" Monday. Tt rained and drizzled near l all day. and the few momentary glimpses of the sun only made the con:rast more dreary. Mr. D. M. Langford. wh6 has for a long time been agent for the South ern railway at Prosperity. S. C., has bought out the in:erest of Mr. J. C. Schumpert in the firm of Quattlebaum & Schumpert, live stock and vehicle dealers. Business will be continued at the "old stand" as Quattlebaum & Langford, where they hope to see all of their old customers, and a lot of new ones. Mr. Langford needs no introduction to the people of this conty, having been born and raised at Prosperity. We predict for theI new firm continued suc'cess, which they deserve. Emancipation day was observed and) celebrated by the negroes of Newber ry and Newberry county by special exercises and addresses at the Beth lehem Baptist church. There were speakers from a distance. It had been the intention to have a parade, but the inclement weather made the undertaking impossible. Amity Lodge. No. 87, held a meet ing last night at which the mastef's degree was conferred. After the meeting an elaborate banquet wvas served.. The regular monthly meeti:1g of the board of control of the Newberry coun:y dispensary was held yester lay, and the regular business was transacted. Mr. J. Y. \leFall h)egins his dluties bk-keeper at the Commercial SMALLPOX IN NEWBERRY. Two Mild Cases Reported-Board of Health Has Passed Compulsory ,b Vaccination Rule. A meeting of the board of health of the town of Newberry was held on Saturday in connection with the phy sicians of the town. It was decided by the board to make vaccination compulsory, the decision to go into effect at once. At present there are two cases of smallpox here, both in the family of Mr. J. Partlow Neel. Some little time ago Mrs. Neel went to Georgetown :o see her brother. Prof. W. C. Bynum, of the George town graded school, who was sick with a disease which was said to be chickenpox. Some time after her subsequent return to Newberrv her two children broke out with a skin eruption, which the physicians have w' prononneed to be smal!pox. Therein ;T is statcd that all perscns must be vaccinated immediately: that those desiring to be vaccinated by any phy sician other than the .public vaccina :or must do so before,the public vac cinator makes his call; and that the expense of all vaccinations will be met by the town. The board of health assigned the different portions of the town to the different physicians. but with the un derstanding that if the physi:ians themselves desired to make any change they could do so. Cromer, of the Whtmire section. was married to PORT ARTHUR FALLEN. Japanese in Full Possession-Report Claimed to be Authoritative and Generally Believe. To Be True. Special to The Herald and News. Charleston, S. C., January 2.-The associated press has sent out a dis patch claiming to be authoritative that the Japanese have captured Port Ar thur. The report further states that the port has been surrendered on honor able terms by the Russians. The report is believed to be true. He is a self-made man, of good bus iness qualities, straight-forward in his contracts, 'and a man of much energy.
