-0.t U V~ E. H. AULL, EDITOR. FRIDAY, APRIL 8, i9o4. The Jurors. Judge Ernest Gary's charge to the Richland county grand jury this week has elicited much favorable comment. It is stated that "Judge Gary had been approached by a number of jurors who offered various excuses for trying to get out of jury duty. This suggest ed. to Judge Gary the necessity for calling to their attention the respon sibilities entrusted to jurors and the necessity of having good men serve on the juries." Judge Gary, in the outset, stated his regret "to notice a disposition on the part of some of our best citizens to shirk jury duty." -If the system does not work successfully," said Judge Gary, "the fault is not in the system, but in those who under take to administer the laws. I have no complaint to make of the jury sys tem, but I simply desire to urge upon you the importance of the interests that are intrusted to you, and let your efforts be such that at the conclusion of this court I may congratulate the . 1. .ople of Richland county on the se lectin of you gentlemen as grand ju - rors.. Judge' Gary is right. What South Carolina needs most today is not a change of jury system or a change of laws or more laws but a stricter en forcement of the laws which we have. The responsibility of the juror is great but his duty is clear-cut, for he is bound simply by his oath. The dis position to shirk jury duty is wrong. Upon the jurors of this country,-the men whose duty it is to render right eous verdicts under the laws which we have,-depends more the future of this country than upon those who make our laws. Former President Grover Clevc land, according to dispatches sent from Washington, has virtually de clared in favor of Parker for the pres idential nomination by the democratic party. Why now, if Mr. Bryan has the interest of the democratic party at heart, should he not come out and declare for Parker? Parker is the strongest man mentioned for the nomination so far. Of that there seems to be little doubt. Should Bryan; and Cleveland unite in favor of his nomination he would receive the nom ination and with the two wings of the democratic party united once more the democrats would sweep the country this fall. 'The troub!e r.ow is with *Bryan. We are still of the number who believe in Mr. Bryan's sincerity, but he is very, very stub born. . In this issue of The Herald and 'News there appears an interview with the Rev. W. L. Seabrook in which Mr. Seabrook emphatically states that he has such confidence in the integrity of United States Senator J. R. Burton that he would not believe Mr. Burton guiltty of the charge upon which he has been convicted except Mr. Burton himself acknowledge his guilt. This is a very strong defense of Mr. Burton by a personal friend and a man whom the people of Ne berry know personally and who lives and labors among them. Mr. Sea brook is a deep student of human na ture and, knowing Mr. Burton as he does, his words can not but carry great weight. The congressional campaign in the second district opened this week at Saluda.
