THE NEW CtNbUS
2SOW IT AFFECTS THE COUNTIES
DT THE LEGISLATURE.
Home Counties Gain One Member
and Other Counties Lose One
. Member Under It.
The census report in reference to
.South Carolina was made public on
^flueed?y. '? As will be seen by the
report which is published on the first
jage of this paper, the State has
made some gains since 1900, but
whether we have gained enough to
Siva .us one additional congressman
depends altogether on what sort of
am apportionment is made by Con
gress when it comes to consider the
matter. At all events we will hold
our own.
By the figures in the report pub
lished on the first page it will be no
ticed that Orangeburg county has
now a population of 55,893, against
59.653 in 1900, being a loss of 3,770.
This is a splendid showing, when
fbe fact is considered that at least
14.000 of the 16,634 people that con
stitute the population of Calhoun
-county was contributed by Orange
*arg. This less was made up in part
by the accession to Orangeburg of a
goodly part of Berkeley county. Ac
? cording to the census Berkeley lost
-about 7,000 people to Orangeburg
^county.
Had Calhoun county not been cut
off, and the addition from Berkeley
county made, Orangebur? county's
^aln would have been the largest of
any county in the State, and would
have given her about three addition
al reore;?nt3tives in the legislature,
Instead of one. We are satisfied,
io^ever, as the matter stands. When
Calhoun was cut off. Orangeburg
vs 'eft with about 45.000 people.
Exclusive of the people that came
Irom Berkeley to loin her, Orange
burg gained in the last ten yearB
about 4.000 people.
Under the new apportionment that
will be made in the legislature by
virtue of the census renort Ander
-tson, Dillon, Greenvil'e." Orangeburg,
Richland and Spartanburg counties
will each gain a member, while Aik
?n. Beaufort. Berkeley, Charleston,
?Chester and Fairfield counties will
?ach lose a member. This puts Or
angeburg county in alignment with
the most progressive and wide-awake
counties In the State, and shows that
she is keeping up with the procession
or progress and enterprise.
We publ'sh-on the first page a
statement of the new apportionment
that will be made by the Legislature
in accordance with the census Ag
ares, which was carefully prepared
"by Senator Lide, and which shows
the losses and gains in the counties
..named. All the other counties will
?;ip;?reniwitt as at present so far as their
'-'-"'representatives in,the Legislature are
concerned. As we said above, Orr
-ahgeburg county has made good pro
gress in the last ten years, and she
aas every reason to be satisfied.
Funny State of Aairs.
A poor fellow, W. C. R. Gunning,
? an alleged lunatic, is confined in the
local jail here. He was brought to
. -this city from Elloree, in this coun
ty, and adjudged insane. The State
asylum authorities refused to re
ceive him because he is an English
subject. The English ambassador at
Washington has been notified of
Running's situation but no reply has
Wen received. The man held a po
sition In a bank in' Ireland. He
drifted away and when committed as
a lunatic he was employed as a la
borer on a farm near Elloree. Tf
neither the State or England will
rare for the unfortunate man, what
is to be done with him? Orange
burg county has no accommodation
for lunatics, and it is not human to
keep a man in Gunning's condition
in jail.
Happily Married,
Mr. Joseph B. Smoak, Jr., of this
city, and Miss Harriet Josephine
Shuler, were married Wednesday af
ternoon at the residence of Mrs. Har
riet Lee, grandmother of the bride.
The ceremony was performed by the
Rev. Geo. E. Davis, Pastor of the
Baptist Church in this city, in the
presence of a large number of the
relatives anl Intimate friends of f'ue
contracting parties. The popularity
?of the young couple was attested by
the large number of handsome pres
? ?uts they received. The marriigt,
. -took place at five o'clock and at six
o'clock Mr. and Mrs. Smoak left on
the Southern for a trip to Florid-i.
The young couple start life with th'j
. best wishes of a host of friends.
A Dastardly Outrage.
A few days ago a strange negro
man entered the homo of a colorei
family on Oak street and attacked a
young woman, who was sick in bed,
.and who had been left alone only a
few minutes. Screams of his Intend
ed victim caused the scoundrel to
beat a 'hasty retreat. He was a very
black negro, and a stringer in these
parts. It is a pity that the scoundrel
em't be caught and punished as he
richl3" deserves.

"A Japanese Honeymoon."
This excellent musical comedy is
billed at the local playhouse on Mon
day night. An evening of hilarity
and mirth is promised all who are
on hand. The scene is laid on the
Island of Dreams, where everyone
looks beautiful, and here come a
little American girl to meet her
sweetheart, Carl, an American en
sign. He is accompanied by a party
of friends. The island is governed
by Pin Tu, who seems to have been
born without a heart; and Ban Ko,
his chief adviser, persuades the
American girl to flirt with Pin Tu
and awaken the power of love, for it
is a decree of the lanl that unles3
the ruler marries he is to be sacri
ficed to the "God of Love." The
complications ere the story is un
wound offer many opportunities lor
effective comedy and contrasting sen
timent and both principlas and cho
rus contribute wise y and cleverly.
Enjoyable Party.

Weather Prophets.
The seasou of winter Is the golden
period of the year for the weather
prophqts. To forecast the winter
weather seems to give even greater
satisfaction than the predicting of
nn early or late spring. The man
who says we are going to a;. ; an
? old fashioned winter," he who says
the winter will be open, and the
wiseacres who pin their faith on corn
'?usks, rocse bones, flying birds and
furry animals are all in their ele
ment. One thing is certain, which is
'.hat when spring begins to dawn ev
eiybody Is agreed that the winter
was long enough and cold enough.
