COUNCIL PROCEEDINGS - : Council Chamber, City of Orange burg, S.C, August 14, 1908. Proceedings of the regular meet ing of the City Council held this day. Present Hon. J. W. II. Dukes, .Mayor, and Alderman Lathrop, Bow man, Smith, Smoak, Weeks and Wertz. All vouchers for disbursements made by the treasurer for months of June and July. 190S, were approved by the committees of Council. The Treasurer's reports for the months of June and July, 1 DOS, were ?ead and referred and ordered pub lished. The reports of the Secretary Com missioners of Public Works for the months.oi June and July, 1908, were read and ordered published. A claim for "damages in the sum of Ten dollars for alleged injury to the person of Ceasar Holmes, was .read and on motiou referred to the com mittee on streets with instructions to investigate and report their find ings with recommendation at the next meeting of the Council. Sewer estimates Nos. 1 and 2 on contract No. 4, for ?993.74 and $961.63, respectively, and approved by the sewerage commission July 25, 1908, and August 14, 1908. re spectively, were read and on motion approved, and their previous payment by the treasurer was confirmed. (These estimates are against the second special sewer funds and the ..general funds of the City, the former not being sufficient to meet their pay ment. See action of Council order ing work done.) The committee?Aldermen Lath rop, Bowman and Smith?heretofore appointed to draught and submit rules for the government of the [proceeding of Council when in sess ion, reported certain rules of order and recommended their adoption. The report of the committee was read and afterthe consideration there of, was adopted after a few minor changes had been ordered and made. A letter from Messrs Jeffords unJ Salley, public cotton weighers at this City, asking that Council make an appropriation from the funds of the City of $125.00 for repairs to the cottcn platform was read: and on motion duly made and adopted, it1 was ordered that the appropriation I of $125.00 be made as requested and' that the City treasurer pay the same to the said cotton weighers when j called for. The clerk was directed to com municate the request of Council to jthe Commissioners of Public Works to provide electric lights and current for the Orangeburg band on the Court House square with the permis sion of the county authorities. The matter of making an appro priation in aid of the Orangeburg Hospital Association having been brought to the attention of the Coun cil by Alderman Bowman, it was on motion ordered that the Council guarantee an appropriation of $500. 00 for the purpose above named not to be called for however before November 1, 1908. nor until the said association is prepared to make prac tical use of the money in the pur chase of a site for a hospital or the! construction of a building therefor; and that the clerk notify tue presi dent of the Hospital Association of this action of Council. The Committee on Hdhlth asked for further time to consider and re port upou the recommendations of the Board of Health heretofore re ferred to it: and the request was granted. A proposed ordinance entitled An ordinance to prohibit minors from loafing or loitering around uny Pool or Billiard room, or to be at or play any games therein, after 9 o'clock at night unless.,.employed at such Pool or Billiard room," introducc:d by Alderman Wertz, was given its first reading by title and deferred for further action. The City Treasurer, under the direction of the finance committee was on motion authorized to increase the loans with the banks of the City for the use of the City during the months of August and September, to the sum of $5.000.00 if so much be found to be needed to meet the de mands against the City. The proposition to opon a new street to connect Green and Brough ton streets above the run of the canal on tho West side of the City. was referred to the street committee to look into and report back to Coun cil.
