VANDALISM IN LOUVRE.
Because of the Destruction of Paint
ings They Are to Be Incased.
Another act of vandalism at the
Louvre has been committed. Just
before the museum closed lor the day
a girl took from her pocket a pair of
scissors and deliberately lacerated In
gres' flne picture of the Sisiine chap
el, piercing the eyes of tiie pope and
three cardinals.
A guardian, who was a witness of
the act, arrested the girl, .who staged
that she disfigured the picture that
she might be taken into custody.
This is the third outrage of the
kind committed in the Louvre within
twp months, and it is felt that if the
priceless collections there are to be
adequately saieguarded radical re
forms must be introduced in the sur
veillance of the galleries and their
contents.
As a result, it has been decided that
certain pieces of sculpture?notabiy
the famous Venus of Ml'.o?are to be
the object of special protection. Glass
is to be placed in front of several
chefs d'oeuvre of painting, and, in ad
dition to an increase in the number of
guardians, fifty plain iclothes police
men are to be added to the staff.?

John 0. Archebold, the other John

Conan Doyle's "Hound of the Bas
kervilles," a "fearsome animal." is
said to have Its origin in the legends
of packs of spectral hounds, which
are popuiar in various parts of Eng- |
land and Wales. In the North of
England these apparitions are known
as "Gabriel's hounds:" in Devon, the
"WIsk," "West,'- or "Heath hounds: '
in Wales, "Gron Annwn," or "Own
Wybir,'' and in Cornwall, the "devil's
dandy dogs.'' They are supposed to
be evil spirits hunting the souls of
the dead. >
Royal Joke Not Appreciated.
Leopold of Belgium has been play
ing his royal joke about his unroyal
pranks for many a year, laying ev
ery story of his unseemingly behavior
to his "double" in Paris, M. Fouret
of the Hachette publpning nouse. But
Fouret, who is eminently respectable,
is getting tired of .the joke, and pro
poses to bring suit for libel against
the King. Leopold's reputation is ol
no sort of consequents at this date,
but M. Fouret's is valuable.
Chair of Animal Psychology.
For the study of animai psychology
a new chair ha' been founded in con
nection with the Natural History
Museum at the Jardin des Plantes,
Paris. It will be under tne direction
of M. Pierre Hachet-Soupiet, who will
seek to establish an Intellectual gra
dation of the animals that are dom
esticated as well as the wilu. Their
passions, their hatreds, their joys,
th( ir sorrows, will all be studied
thoroughly.
A Central Cooking Hall.
Garden City, Letchworth, Herts,
England, is to have a central cook
ing hall for cooks and domestics, all
the tenants to share the expense, the
object being to save wives ti,e worry
and expense of preparing meals, and
to give servants greater freedom and
new dignity.
Increase in Automobile Exhibitors.
At the Paris automobile exhibition
In 1898 there were 340 exhibitors and
$800,000 worth of machines were
shown. This year the exhibitors
number 1,400 and the exhibited prop
erty is of the value of $8,000,000.
Egg-Distributing Stations.
Ireland maintains nearly 400 egg
distributing stations for the purpose
of bettering the poultry of the couu
try.
First Tinplatc in Canada.
Consul John Hamilton of Corn
wall reports that on October 25, the
first tinplate made in Canada was pro
duced at a steol works at Morrisburg.

doing the honors, exhibiting his gal

bust of a young woman, the cnarmlhg
work of the sculptor Thornycroft, the
King was much surpriiea at an ex
plosion of sods. It wr.s the ycung
Captain, who was weeping and who
excused himself in these words: "Will
your Majesty pardon me? This bust
is the perfect image of a sister whom
I loved most tenderly. It recalls to
me a loss, alas! never to be forgot
ten."

cis Knollys the marine was transport

Time passed. The young Captain
returned to London. Quite recently
he visited the admirable collection

Death From Nose Bleed.
Arthur I.apalme, a saloon proprie
tor, aged 25, is dead at Marquette Hos
pital from nose bleed. For the last
three months he has been afflicted.
The flow was at irregular intervals,
but with an increase in quantity, and
Lapalme suffered lessening of the in
tervals until death resulted.
Abstaining Provosts.
A generation ago water-drinking
occupants of civil chairs were very
rare in Scotland. Total abstainers,
however, can claim as a result ol the
recent elections that 46 Scottish burgs
are presided over by abstaining pro
vosts. The list includes Sir William
Bisland, Bart, lord provost of Glas
gow, and Lord Provost Gibson, Ed
inburgh.

Rule 11. Each County Executive
Committee shall furnish the managers
at each precinct two ballot boxes, one
for State Officers, and the other for
Congressman, Solicitor and County
Officers.
