Proceedings of a special meeting of
City Council held ibis d-ty Presen^
Hon. J. W. H, Dukes, Mayor, and Al
dermen Lathrop, Bowman, SmPh,
Smoak, Weeks and Wertz.
The mayor stated that the object of
the meeting was to consider the resig
nation of Mr. Edward Hawes; Jr., as
City plumbing inspector which be had
tendered.
The letter of Mr. Hawes was then
read: and being called upon he gave
an explanation for the resignation.
Mr. B. W. Williams neing present
asked to be permitted to make a state
ment which request was granted Mr.
P. W. Cantwell was also permitted to
make a statement.
On motion the Council went into
executive session and considered the
whole matter, after which the follow
ing resolut on offered by alderman
Lathrop was adopted; That the com
mittee on water and lights with alder
man Weeks visit the cities of Colum
bia and Charleston or some other
cities, and secure all possible informa
tion as to the conduct and manage
ment of the sewer and plumbing
works of suck cities.
Further action on the resignation of
Mr. Hawes was postponed.
The Council passed upon and order
ed pa d the following sewer construc
tion estimates for the month of Octob
er which had been approved and certi
fied by the sewerage commission:

mate No. 7 on contract No 1, for
81139.59, Estimate No. 4 on contract
No. 2, for ?3450.18. and Estimate No 3
on contrac? No. 3, for $802.27, total
$5392.04. Council also approved and
ordered paid from the special sewer
funds the sum of $153.00 the amount
advanced by the City from the general
funds for the month of October, same
haviDg been approved and certified by
the sewerage commission
It being the desire to have the sew
er estimates paid as promptly as possi
ble at the close of the month, the fol
lowing resolution was offered and
adopted by the Council: In view of
the change of the da te for the regular
meeting of City Council which will
cause delay in appro al and payment
of the sewer estim tcs, which under
contract are to be pa d not later than
the 10 h of the mom b. following that
in which accrue, resolved, that here
after the City treasurer pay such esti
mates on the approval of the finance
committee acting on behalf of the
Council, such action, liowever.to be re
ported to the Council at its meeting
following the paytn- nt of the esti
mafes, for approval and confirmation
by that body.

The mayor stated that the object of
the meeting was to receive and consid
er reports from tho committee on water
and lights in reference to tho matter of
plumbing and amendments to tho pro
posed plumbing code, and other propos
ed ordinances, and the consideration of
such other business as the council may
'deem proper.
The petition of sundry citizens asking
for the laying of water mains from
Amelia street up Academy street to Ellis
avenue; thence to Treadwell street mak
ing connection on said Treadwell street
with present mains, was read, as was
also statements and plans submitted by
tho city ongineor showing probable cost
to be about ?3470.00. Tho matter was
considered and the following motion was
made and carried: That the prayer of
the petitioners bo granted; that the
work be done under the supervision of
tho council and the city engineer; that
the city engineer prepare a list of the
materials needed and that they be order
ed at once.
The Sewerage Commission having
called tho attention of the Council to
the danger to the sewer mains on the
A. C. L. R R., right-of-way from the use
of a rille range established near-by by
the Tillman Volunteers; it was on mo
tion ordered that the clerk notify the
said volunteers of the matter and re
quest that the rango be removed beyond
the city limits as section 90 of the Re
vised Ordinances forbids the discharg
ing of Are arms within the city limits.
The proposed ordinance entitled "A
revised ordinance relating to the Sew
erage and Water Works systems and
Plumbing of the ' ity of Orangeburg, S.
C," was submitted by the committee on
Water Light, and received its Prat and
second readings and was postponed for
its third readings with the privileges of
amendments to somo subsequent meot
ine.of Council.
Tho letter or report from the commit
tee on water and lights and plumbing
calling attention to defective sanitary
and water plumbing done by Cantwell
and Williams at the apartment of Prof.
I Wilkerson at tho State colored college
and at the residence of G. V. Zeigler,263
East Russell street, was read, and the
clerk instructed to notify the above
property owners to discontinue work on
said sewer and water plumbing until a
permit therefor is obtained; and to have
all existing defects therein remedied at
onco Further action was on motion
postponed.
The following sewer construction es
timates for the month of November, 1007,
having been approved by the sowerago
commission are submitted to council and
approved by that body and ordered paid
from the special sewer funds:
Estimate No. 8 on contract No. 1, for
$1794.84; estimate No. 5 on contract No.
2, for $1101.26, and estimate- No. 4 on
contract No. 3 for $1442.41, total $4398.51.
Also tho expenso account for tho month
of November of the sewerage commis
sion advanced by the city from tho gen
eral funds, having been approved by tho
commission is ordered refunded to tho
City funds from tho sp ecial sewer funds
amounting to $180.50.

bonds, amounting to $1,125 00 will be
come due before the next meeting of tho
council, and there has been no special
provision for its payment, I respectfully
request to be given authority to meet
the same from the funds now in tho
treasury.
For a number of years the City Treas
urer has been authorized and directed
to redeem with the funds raised for that
purpose, (annually) one of the out-stand
ing Railroad bonds, amou nting to ?500 00.
I respectfully request that such autho
rity be again given mo Tho interest
period is Jauuary 1, and the redemption
has heretofore been mada as soon after
that dato as possible, which will occur
before the next meeting of council.
I further request that I be authorized
to pay to the Commissioners of Public
Works the amount of the sinking fund
raised for tho redemption of the water
and light bonds from tho taxes of 1907,
which is due and payable January 1,
1908.
