Ability and Length of Service
Get the Big Places
Champ Clark, in his speech to
the "Baby Congressman," being
circulated in this district says
that if a congressman has the
necessary qualities and you keep
him theie he is as certain to rise
"as the sparks are to fly upward."
Hear him:
"It is an unwise performance
for any district to change Representatives
at short intervals. A
new congressman must begin at
the foot of the class and spell up.
Of course, the more tact, energy,
courage, and industry he has the
quicker he will get up. If he
possesses these qualities, and if
his constituents will keep him
in the House, he is as certain to
rise as the sparks are to fly upward.
No human power can
keep him down. It is only fair
and rational to assume that every
Representative's constituents
desire to see him among the
"topnotchers."
Let us take the present House
and see how long the men who
hold the high places have served.
I can not name all, but will
cite a few as samples.
Mr. Speaker Cannon is serv
ing his fortieth year. He holds
the record, or, in pugilistic parlance,
'he holds the belt," for
length of service in the House
in our entire history. In several
Congresses he was chairman of
the great Committee on Appropriations
and then was Speaker
eight years, only one man, Henry
Clav, having been Speaker
longer.
I am serving my twenty-second
year. Minority Leader Mann
is serving his twentieth year; Mr.
Kitchin, chairman of Ways and
Means, his sixteenth; Mr. Fitzgerald,
chairman of Appropriations,
his eighteenth; Mr. Moon.
Chairman of the Post Office and
Post Roads, his twentieth; Mr.
Jones, chairman of the Insular i
Affairs and "father of the House,"
his twentv-sixth; Mr. Flood,
chairman of Foreign Affairs, his
-Sixteenth; Mr. Hay, chairman of
Military Affairs, his twentieth;
Mr. Glass, chairman of Banking
and Currency, his sixteenth; Mr.
Webb, chairman of the Judiciary,
his fourteenth; Mr. Adamson,
chairman of Interstate and foreign
Commerce, his twentieth;
Mr. Sayden, chairman of the Library,
his twentieth; Mr. Henry,
chairman of Rules, his twentieth;
Mr. Lever, chairman of Agriculture,
his sixteenth; Mr. Padgett,
chairman of the Navy, his sixteenth;
Mr. Burnett, chairman of

McRae ordered them sent to the
gang to work it out, whereupon j
when the chains began to jingle

roll first. The bills were so big
and numerous that the constable's

lice cried because they didn't arrest
the fellows separately on
. both charges so as to make the
cost bigger. The hoboes have
gone their way rejoicing with a i
good-sized stake after paying off. !

There were 55 teachers regis- ,
tered this morning with Super
intendent Nisbet to take the examination
for county certificates.
One applicant is standing the A.
6 M. examination and one is
taking the State examination.
Mr. Kemp Helms, who lives
near Wingate, lost his residence
by tire yesterday morning about
7 o'clock. The fire is supposed
to have originated from a stove
flue. Some of the household
goods were saved. The loss is
partially covered by insurance.
Mr. Helms lost a home at Wingate
by fire a few years ago.
Mr. Ward Whitley, an attorn
ey of Raeford, who is the son
of Mr. and Mrs. Philip Whitley
of this county, has recently been
made a first lieutenant of the
! Raeford company of the State
Guard, which is now in training
at Camp Glenn at Morehead
City, preparing to go to the
Mexican border. Mrs. Whitley
is spending the time with her
parents, Mr. and Mrs. N. A.
Funderburk, who live about five
miles south of Monroe.
Dr. G. M. Cooper, of the State
Board of Health, was here last
Tuesday conferring with Dr. S.
A. Stevens, the county physician,
i tor a campaign ior vaccinating
the residents of the county
against typhoid fever. Vaccination
will begin July 31st. Dr.
W. T. Carrtarphen, of the State
Board of Health, will do the
vaccination. An itinery is being
arranged and will be published
in the near future. The
public will be instructed as to
the needs and results of vaccination.
The vaccination wiii be
absolutely free.
A boy of seven protested earnestly
after his vacation against
being sent back to school.
"What!" said his father, "don't
VOll want in an tr* erhnnl?"
"Yes, but not to that school."
"And why not that one?"
"Because they want to teach
me a lot of things that I don't
know anything about."
