Good roads are not a luxury,
but an absolute necessity.
Every man wants good roads,
but many like for the other man
to pay the bill.
The road drag: pays bigger]
dividends than bank stock, but
in a different way.
No high-priced yoiirg mules
will be to pay for in the South
next fall. That means the farmers
will be in better circumstances.
Preachers and editors
may fare better.
The road drag works wonders
on a road after the rain stops, but
a foundation is needed to bear
the strain of rainy weather and
much travel. Build good roads
and then the drag will keep them

and a newspaper man by the!

weekly reminder of the tardiness
of his readers. He knows the1

thinks of them as such. v
The bill abolishing the office
of constable in Chesterfield
county has caused so much unfavorable
comment Senator
Laney has agreed, we understand,
to make an effort to re
peal the act. This will not mend
matters, however, lor the constables
and rural policemen will
cost the count}- something more
than four thousand annually, as
before, and no sa\ ing to the tax
payers will be made.
As \\C understand the situation,
the office of rural policeman
should be abolished, and
the salary of the constables increased
to an average of three
hundred dollars. Under the
old system the criminal work of

four thousand dollars, twentyseven
hundred of which was
paid to the three rural policemen.
By abolishing the office
of policeman this twenty-seven
hundred would be saved. Add
one hundred dollars to the salary
of each of the eight constables,
and there will still be a saving of
nineteen hundred dollars a year.
With this increase in salary and
the fees for civil work the con
stables would he glad to do the
work.
Harlow?Young Bilkins seems
to be a very promising voung
man.

Mv dear Mr. Finley:
With further reference to your
letters of the 9th and 23rd ultimo,
transmitting communications
from Mr. C. M. Tucker and Dr.
D. H. Funderburk of Pageland,
South Carolina, requesting that
the schedule of rural carrier No.
2 from that office, be changed so
as to permit him to leave Little's
corner, where his residence is
located, on receipt of mail from
rural carrier No. 1, Monroe,
North Carolina, serve the route
to the post office, a distance of
4.31 miles, leave the po t office
to serve the remainder of the
route after the receipt of mail '*
from Cheraw, and end service at
his residence, retaining in his
possession over night mail col
lectcd after leaving the post
office and mail tor delivery on
that portion of the route between
Bass corner and the post office,
a distance 01 5.17 miles, 1 beg to
state that the matter has had attention.
It is found that the proposed
change would not advance the
delivcrv of any mail, but would
ott the contrary cause mail for
patrons on that portion of the
route between Bass corner and
the post office to be delivered
on the day following its receipt
instead of the same day as at
present. The mail is now
scheduled to reach Pageland at
11:40 a. m. and the carrier is not
| required to leave to serve the
| route until 12 m. This scheduel
has been in effect since February
1,1908, and there seems to
be no reason why tlie carrier
cannot continue to observe it.
In view of these facts and as
the retention of mail over night
by rural carrieis is objectionable,

plan should not be adopted.

ed to increase the preachers salary
to the amount of $50. Ivach
