the mass meeting which takes place
at Winnsboro on Monday, Jauary
1, 1817. The cicustatle s which

tendor law-Making of the Bayonet
Logislature-the illegal inaugura
tion 5f Chamberlain in an ofdce to
which -he was not electbe-the
course 6f the Ridical ring in utter de
fiance of the Supreme Court of the'
State-the schemes of the Rump
for wringing money out of the poo
ple-these, on the one hand, are the
matters which call ' for deliboratioti
and action on the part of those who
desire the peace and welfare of
South Carolina. On the other hand
is Hampton, With those who sustain'
him, stanldiug by the law, standing
on their rights, and awaiting th'e
time when might shall not prevail
over right, nor the power of the
bayonot over the mandates of the
constitu.ion. The Hampton govern
mnont muii'st be supported, and the
C2'unIberlain usurpi1atio')? n nt b.e
doounced and resisted to the last!
In those. two piropositions ar eim
bodied our highest conception of
the people's duty - in tho piresent
crinin. In order to a proper per
formanco of that duty,' there' is
noemsary a unanimity of action
such as to show that tho People are
just as nmch one now ax they w're
when they were working in 'the
canvass for Hampton and Rrforin.
The people must come to an under
standing among themselves, and the
Hainpton Government niust know
at oneo *where 'it stands and how
far it will be sust ained. The tax.
payofwshould speak cut at once in
mass meetings, and Fairfilid should
not be slow to let her voieiho heard.
Every taxpayer, andl every citizen,
in Fairfield, who wishes w~ell for
South Carolina, sliould attend1 the
meeting on Monday next.

There have been no important
developments during the past week.
The Legisltture has adjourned
*ine die. The Constitutional
House adopted a series of rosolu
tions calling on the people to sup
port, by contributions, the Coisti
tutional Government until sueli
time as the whole govermental ma
chinery shall be in good running
order. It is proposed that a tax be
paid amuouting to one-fourth of t!:e
tax of Lest year. Alppointments will
be made by Governor Hampton as
soon as practicable.
- A case of great interest to the
conservative peoplo of the Sate
wias heard by Judge Carpenter on
Tuesday last. Chtmberlain under
took to pardon two convicts confined
in the State penitentiary, but
the superintendent of that in
stitution, in view of the grave
doubt attending the leg.Ility
of Cliamberlain's tenure, declined to
disehLrge the prisoners. They wore
taken before Judge Carpentor oi:
habeas corpus. The Judge express
ed the opinion that the
coso involved a deelsion of the gn
bernatorial questiont. HTisi decision
will be awaited with deep intmest.
There were mny rumors of a
contemplated compromise between
the two parties, but they seem not
to be based on anythting positive.
Chamberlain repudiateii the idea of
such a thing.

present mfanagers of this paper, of
the Tri- Weekly N'w, there have
been requests made, with mnoro or
less urgency, for a revival oIf ihnt
pa per. The resonsM which in imead
the dis -on tinut -ne of the Tri-v e:idy
were both StL ong anid nmluerousii,
and they are still so. But the pro
prietors of TnE1 NEws AND) HERIALP
are quite willing to revive the iRsue
of a pamper which, always popular,
seemus to have become more tha,'
ever ai desid~yeatum since it ceased
to pay its tri-weekly visits. Ini re
sponse to a desire that seemsn to
have become almnost universal in
Winneboro, the puiblishers purpow(
to issue, at an early day, a tri-weekly
edition of Tum NEWS AND HERALfl.
In order to do this, they must he
sure of a circulation-among pauid
up subscribers-suic ~'ien thy large to
secure them against loss. They
therefore request such of the old
subscribers to the Tri- Wee/dy.
Aews ais desire to subscribe now to
give notice at once, aiccomnpanying
that notice with the amoount of sulb
scription in cash. The pi ie of the
paper will be as before-$4.00) per
annum. For a club of ten isub
scribers at that rate, the paper will
be sent to the club-maker, or such
other porson as may be designated,
free for one year. The publishers
are also prepared to offer a liberal
comumission, in cash, on subscrip
tions collected.

In sending out the last issue of
TUE NEWS AND HEBALD, we dropp~ed
from the list of those heretofore re
ceiving the paper a number whose
suibscriptions had not been paid. T bis
was not done without repeated
notice. We have taken occas~i
tihne and again to state that our
terms of subscription are cash in
advance, and have given ample time
for those to pay their subecriptions
who desired so to do. It is scaree
ly necessary to state the causes
leading us to this action. It is
enough to say that everything re
quired in the conduct of a newspa
per' must be paid for in ready
motiey. Printers musat live, and to
that end it is reasonable to suppose
that they need money. The mate
