F..I REPORT: - That the Cominittee met at the oflice of the President of the Bank on the,46th day. of.June last, and proceeded to the performance of the duties withIWhi,6h they were charged. They continued their investigations from d 4i4y,. til the 90th day of June, to which date this report is to be 1unsidered as having referonce. The paper marke-d A.; and hereto annexed, is a statement showing the condition of the Bank, at the close of the examination of the Committee. he anik was then chargeabe 'with the sum of six millions, five hundred and sixteen thousand, two huadied and tifteen dollars and fifty-eight cents, -4516,215 58,) on account of' its capital ; its issues of Bank notes ; its 6count jterest, protest, and profit and loss accounts ; the State Treas uvy,.Sinking fund, and Fire loan Fund ; the Balances due to other Banks, abdttb'e suin due by it for itidividual deposits. Todis bargo itself of this liability, the Bank makes an exhibit of its assets 4$NUfAho jeriod, consisting of bills and notes discounted, bonds, specie, B1ank notes in hand, balanches due by its brances and domestic agencies, and.,y;Banks and agencies abroad, stock, real estate, judgments, charges, agpastpho State for advances and for interest, its Foreign and Domestic .xcinge, and the expenses incident to its management. In the examina ti fthe assets of the Bank, the Committee counted or weighed the cash ini . ande of the Cashier and Tollers, consisting of Bank bills, and gold, ilver-and copper coin; inspected the certifivates of Stock ; and made as full at*-thorough an examination, as circumstances would permit, into the value and sifficiency of the bills, notes, bonds and other securities Ield by tho Bank, whether the same were in suit, under protest or oti the discount he. And, although it is freely admitted that absolute certainty cannot be arrived-at in such an cxamination, and that there is a considerable accumu lation of bad and doubtful debts as exhibited in the profit and loss account (atiing necessarily incident, perhaps, to the employment of such large sums of money for so long a period, in Banking operations,) still the Coin mittee give it as their opinion, founded upon thcir late scrutiny, that the -condition of the Bank is sound, that its capital and other funds are substan tiallj secured, and that the administration of its affairs during the fiscal yar, to the time of their examination, has been marked by judgment, ability ?'itnd succesh. 1 ost of the items in the statement A., have been frequently explained nprevious reports, and are familiar to the members generally. hile Corn. mittee, therefore, propose to make particular notice of sueh only as are of new.impression, or as seem to require special remark. Capital.-In the report of 1849, the capital of tihe Bank was set dcown at4$1,123,357 73 ; at present it stands at' $1,122,460 73. This dift'er bztce is owing to the fact, that since 1840 the Batik has redeemed and c1ngelled $897, of the three pdr cent. of the State, and has thereby reduced :iWscapital by that preciseanount. e:Anlcy at St. Alry8 "*A yettey Sua n il A (itm'y *&ewberry."-The agency at St. Mary's has been discontinued. 'Tinse at Sittnerville and Newberry have been lately established, and are re,,arded asfaVourablo points for the transaction of a profitable husinesa. "Advances to State Rail Rioacl Stok."-By the first section an Act passed at the last session of the Legislature, (Stat. p. 70.) it was madle the d'Uty of the President and Directors of the Bank, togetler with the Comp troller General, to make the necessary arrangements for the paymenti of *shei instalments duo to the South Carolina Rail Road Company, on the shares in the Stock of said Company, then held by thre St atc. And by the second section, the Comptroller General was authorized and requirecd to pledge to thme Banik, so many of the shar'es aforesaid, as should be equaml in l1ue to the amount required for the purpose aforesaid ; unon the condition, liowever, that, in no event, should the said shares be estinmted at less tha;n Q-~ifeipar value. The Batik, accordingly, advanced the sum of $202,750. Whe interest charged by the Ennk on the advances at Ii per ccent., wias 60O84, and the Committee have beetn infor med by the Pr-esidenit that the dividends upon the shares were $0893 50, andl that the differmence, say *809 50, was placed to the credit of thme State in par-t payment of the advance. - Royal Bank, Liverpool."- This is the agency of the Tiank in Liver pool, established wvithiin the last two years, and the snm $409,504, 51 is thieprocoeds of Foreign exchange purchased in Chiarleston, and sent to it *for collection on account of the Bank. The paper marked B., and hereto annexed, contains a statement show ing the profits of the Batik, amid the sources whence derived, from the be ginning of the fiscal year, to the 30th June last. Af'ter deducting saliries of officers andl contingent expenses, the amount of net pt-ofits, at that (late, were $152,703 13. This shows a larger rate of profit upon01 the opertatitng capital than has been realiza"l for many years. It mnay be proper to i-etiart her~e, that under the directions of the Legislature, the'annual prooits of the Bank have been regularly cartried to the crecdit of the sitikitng Fumrl, as established by the Act of 1821, and other subsequent Acts ; but by the Approp~riation Act of last year, the President anid Dir-ector-s wet-e required, for the purpose of meeting the appropriations then niade, to cat-i' to the qredit of the Treasury fr'im the curr'ett pr-ofits, a suhicienit amount, nrot to exceed, however, the so.n of two hundred thousand ldollats. TIhe sinking laind will not, therefore, be credited with the profits of the~ yeatr, unless it be wvith so much as the sau~e way exceed the sum last mrentiotned.
