Herman Wahlers. He Erctcnded to give a correspondence etween E. A. Webster and himself, but in defiance of all decency and honor, he garbles and curtails the note of Mr. Webster, printing only such a part of it as would suit his purpose. In this issue wo print the note in full, although it was never intended for publication. And in reference of Mr. Wabler's card in the last issue of the N'/rs ami Times, we will simply state that J. Herman Wahlers did not write it, nor did he attach his signature to it; and while we hold him responsible for its publi cation, we deem it unworthy of notice, only so far as it represents him as a pliant tool of individuals who in a cowardly manner shirk the responsi bility over the signature of another, At this time, wc wiil say nothing of the character or reputation of Mr. W?hlers, be that as it may, he is a perfect gentleman in comparison with j the author of the production. The following is the note of Mr. Webster in full: ORANOEnup.o.S. C., Oct. 4th, 1876. J. Herman W?hlers: Your note of the 2nd inst., was duly received, My delay in answer ing was occasioned from the fact, as I stated to you personally, that it seem ed to me supremely ridiculous to carry on a correspondence with a)person whom I meet every day in reference to a matter of this kind, but as you in a friendly way seemed to be quite noxious that 1 should do so, I write this simply as a matter of acc otnoda tion. Your notes says: "In your issue ofStaturday last, I observed an allu sion to a minister of the Gospel, which it is generally believed had reference to the Rev.-, .Pastor of the -Church. I desire to know whether said impression is correct or not. An answer will oblige." In reply, 1 would state that I am in no way responsible for "said impress ion." As hopcrsonilallusion was made to Mr. - in the last issue of The Citizen, I do not now propose to make it personal by stating to you that I was informed that the Rev. was the minister of the Gospel that had the conversation with a colored man to which reference was made in the last issue of The Citizen; nor that he was not the minister i n question as reported to me, nor wheth er I know who that minister was. I am quite well satisfied, however, that a mitnstcr of the Gospel did have a conversation with a colored man in Orangoburg, which conversation oon forms in every essential particular with that detailed in the last issue of The Citizen. Jf you honestly desire to find out whether the Kcv.-was the minister that had the said convcrsa tion, permit mc to respectfully sug gest that the only sure method of as ccrtaining that fact, is to ask tho Rev -"whether said impression is correct or not." And in closing, permit mc to say that from his known character as a Christian gentleman, his answer would be perfectly conclusive with me, and I have no doubt it would be equally so with you. After reflection I have felt it a duty w hich ,1 owe to myself and the democratic party, of which I am a firm adherent, to decline the noraina tion for county commissioner con ferrcd upon me by the votes of the late democratic convention of the county of Ornngebiirg. I do not leel itt this groat St niggle for reform and better government that any one should accept a position which he knows he is not competent to fill. This is my case, ami hence, 1 hasten, to acquaint you of my determination I shall continue to work faithfully and honestly for the success of the democratic party to tvhioh I have belonged ever since emancipation, knowing and firmly believing that this parly can alone reform adminis tration of the government ol South Carolina, and secure to the colored man all bis rights under the constitu tion and laws, both of the Stato and the United States.
