The Circuit Judges.
On (lie 22nd instant the Supreme
Court rendered a decision in the ease
of the Stale ofSoutii Carolina against A.
J. Sliav, the action having been brought
by the Attorney General, under instructions
from the Legislature, against him
lor the purpose of testing the validity
of his election to the office of Circuit
Judge, the same having been by a rira '
roce vote, instead of by ballot. The;
decision is based upon Article IV., Section
13, of th? Constitution, which provides
that "for each Circuit a Judge
shall be elected by joint Indfot of the j
(leneral Assembly." The decision of
the Court was rendered by Justice Has-,
tell, Justice Mclvcr concurring, but
filing a separate opinion, and Chief
Justice AVillard fiiing a dissenting opin-1
ion.
The action of the Court, though
manifestly correct, has nevertheless been
received with considerable surprise,
throughout the State, the prevailing
opinion being that so early a conclusion
would not be reached. Judge Shaw is !
ousted froui the office of Circuit Judge. I
and along with him all of the Judges
who were elected by a vim voce vote,
instead of by ballot, viz.: Judges Reed,,
of the First, Wiggin, of the Second, j
Towusend, of the Fourth. Muckcy, of
the Sixth, and Cooke, of the Eighth ;
Circuit. Elections will be held to-day
by the Legislature for the purpose of
filling the vacancies. It is sincoctdy to ;
be hoped that tho best men for the places
will be chosen ; but, ns is usuul on such
occasions, candidates arc as numerous
as they can be.

measure originated, has been protracted,
warui and exhaustive. These who oppose
the bill do so upon the ground

at the present time, the denominational
celleg^s being amply sufficient
for the accommodation of all young
men who may seek education. It is
likely, however, that a tax will bo levied
for the protection of the University
building and library.
Factories.
Of all places in the State, not one is
better fitted by nature for the building
of factories of cr^ry description than
our old'town of Camden. Situated at
the terminus of the railroad and at the
head of navigation on the Wateree river,

innumerable bites for mills, from tlie
smallest to the largest, she must some
day become a great manufacturing centre.
So much confide tee have we in
the correctness of our estimate of the
1 advantages of the place, that we are

capitalists of the North to become acquainted
with thorn in order to be induced
to conic and settle in our midst,
Cannot some novel plan be instituted by
which these advantages ein be conveyed
to the ears of those who have
iuonoy to invest ? Sumter has been

what resglt will be seen froru the following
article which we take from the

We arc glad to inform our readers
that this luug talked of uud much desired
enterprise can now be considered as a
certain fact. Mr. A. W. Sudor, whose
? visit to the North, in the interest of the
matter, was no'iced by us lately, returned
last week, having succeeded ia potting
tlie de sired aid, and was amiui- j
pauied by Mr. II. J. Laurent. of Patterson,
N.J., who, we are informed,
represents several others, besides, himself
who proposed to take tl?e balance
of the stock out taken here, and commence
building .at once.
A meeting will be bold to night, at
^ Music Hail, when Mr. Sudor will make
l it report, and all interested arc invited
to be present. The meeting was advertised
fur last night, but Mr. Laurent
having been unavoidably detained in
the country, where he had gone to look
at s one property, it was postponed until
to-night. It is expected to have a meeting
on Thursday, to organize the (,'uuipany,
and it is hoped that our eitizans
will, in the moan time, conic up liberally
with their subscriptions.
With th" establishment of this Fact
try. we may ex {met an improvement
of all kinds uf industries?the farmer,
the merchant, the butcher, the baker, as
w< 11 as the mechanic, may ail expect to
be bein li'ed, and all should unite to insure
its success. Farmer?, who desire it.

can invest ia good wishes and kind

autonomy to be conceded rather
in the principle of the Lebanon than on
the plan of the Constantinople Conference,
and Turkey to nominate a Christian
government for a long torui of
years, subject to ratification by the
Cowers. Bulgaria is not understood to |
include Thrace, but only to extend to

retailing spirituous liquors within the
Town of Camden, and to amend the Ordinances
in relation thereto
Whereas it is necessary lo eon form the
Ordinances of lite Town of Camden to the
statute laws of the S:.iie regulating the
sale of spirituous liquors ; therefore,
lie it ordained by lite Iniendan' and
Wardens of the Town of Camden, and it
is hereby ordained ;
I. That from and after lite pnssageof tins
Ordinance, 'here shall be in the Town ot

the keeping of an-orderly house, and for
the due observance of all laws regulating
the sale of such liquors: anil that he will
not sell any spirituous liquors, or any admixture
thereof; and shall pny for this license
to the Town Treasurer the sunt of
One Hundred and Fifty Dollars annually,
payable in quarterly inslalntt nts, and a fee
of five dollars (SO) to the Recorder.
V, License No 4 shall be the license
authorizing the sale of intoxicating liquors
by the quart or in larger qunnties, within
the limits of the Town of Camden. The
person to whom the same is grnnted shall
pny the Town Treasurer for said license
the sum of Two Hundred Dollars annually,
payable in quarterly instalments, and a fee
of five dollars ($5) to the Recorder. And
before sucii license is issued, the person so
applying shall be recommended by six respectable
tax-payers of the neighborhood,
and shall enter into bond, with two good
sureties, in the sum of one thousnnd dollars
to keep an orderly house and for the
due observance of all laws relating to the
sale of spirituous liquors. And any person
to whom such license is granted, who
shall permit such intoxicating liquors to be
drunk on the premises where sold, shall
forfeit his license, and the same shall
not be renewed within a year from the
time of forfeiture.
VI. License No. 5 shall be the license
nuthotizitig apothecaries and druggists to
sell, trade or barter any hitters ot which
spirituous or malt liquors are an ingredient.

bottle or by the drink. The person to
whom the same is grunted shall be first recommended
by three respectable tax-p::y

observance of all laws regulating the sale
of such liquors: and shall pay for such

and a fee of five dollars ($ ">) to
to the Recorder.
VII. That any person desiring any one
of paid licenses shall apply hy petition to
the Town Council, setting forth such desire,
which class of license he dosircs, and
uh.rc he shall vend, naming his sureties;
and shall deposit the one-fourth of the
price of his license with the Recorder before
:!tc same shall be grantod.
VIII. That no license shall be granted
without a full and perfect compliance with
all the requisites herein contained, nor until
a notice of such application lias been
published one week in .1 newspaper of the
place, nor until the second reading of the
application be ore Council.
IX. That the same persons shall not lie
sureties on more than two (2) bonds for
licenses.
X. That no licenses granted hy Council
shall he transferred to another person, or
authorize selling in any other hcuse than
than the one stnlod in the petition, without
the consent of and regulation hy Council,
to be had by petition to that effect.
XI. All persons engaged in retailing liquors
under licenses granted hereby, or
under pre-existing ordinances, shall expose

shall authorize sales by any person neglecting
