On Kennedy cn taking the chair, delivered a Hliorl address in hit UKUtl eloquent manner, lie commented upon the political redemption of the State with much forea. He next spoke oT the proposed railroad and Advocated it with a') hit well known energy, lie urged tha ne?ee"ity of increasing our population, and e'.a'ed that in tho great State of New Nork there was one iubabitant to every eight and a half acres of laul. Railroads developed a coun try and increased ite population He c!o.?cd with a strong appeal to build the road. Col. J. D. BlauJing, ef Sumter, next diseussadthe question of procuring a charter. stated the requirements of the law, and gave his opinion that those provisions of the law were unlawful auJ nugatory He advocated an amended form of the old j Georgetown nnd Northwestern Railroad.. He wanted to go to the sea board, not , to Charleston, bee .use Charleston had treated us too badly already. He wanted the sea terminus at Georgetown. That | was settled. The other end was to be the i Chester and Lenoir Railioa 1. This was to j be a great .State work, but gentlemen must , discard personal ends and aims. We linn-1 made three failures to build this rovl, be- . cause individuals would n.>t give up their preferences for a certain northern terminus. He opposed county subscriptions to the railroads, but advocated the issue of bonds by the couutios, to be endorsed by tue Rail- ; road Company, and the interest upon the I bonds to be provided for by taxation. lie did not desire to see the charier restricted to any particular intermediate points. He quoted the eipcrience of a Texas speculator who bribed an officer of a railroad company to tsll hini at what points the road would touch lie paid $1,000 for the information, and uiadc $i'?0,tK)0 by it. R. Doner, Esq., of Georgetwn, made a , few remarks. He ^aid that Georgetown felt quite sure that it would be the water terminus. He endorsed the views of Col. i Bianding. He moved that the credit of the counties he pracured, rather than any' subscription be f^ktd for. Col. J. McCu'clicon, of Williamsburg, asked inform at hn as to the opcratiou of! 5? narrow-gauge rnilionds. Iflhc people of hi*county could boAssured that the laxalion would be limited to thrceor four years, they would willingly subscribe, perhaps $100,b00 in county bond*. lie complained of thcexactions oftho Northeastern j Kail toad, and raid that ho paid 10 per cent | on his bills of groceries iu freight and | dray-age in Chalocton. Mr. A. A. Morgan, of Georgetown, spoke of a railroad which made $2,000 per mile in otic year, narrow gauge, and ono fortynini* per cent. Mr. I! humc, of Clarendon, asked if the plan proposed would avoid the necessity of having County Commissioners as Directors. Mr. Doiier thought the plan would have that effect. Disinterested statisticians ebowe-1 flint narrow gauge railroads paid not les than ten per cent., and someticus as high as forty nine per rent. 11 o described the Chester and Lenoir Railroad, a small railroad, yet had made $14,000 net for the past year. Mr. tV. 11. Kennedy, of Williamsburg. 1 sai l, if Clarendon could not Afford to aid the road, it would not go there, -Mr. llhatno of Clarendon, advocated definite stations as well as termini. The people will not take any interest in the road unless it benefits thsrn. Mr Curnes, of Ilishoprille, followed in tiic same line of argument: if we do not harmonize upon some route, the whole thing will prove :t failure. Mr. ltnrron. of t'lnrendon. 8m*ne:-ted the appointment of a committee to decide upon a route. General Kenned/ vacated tho chair, ntul requested Mr. Dozicr to preside. The General then made a capital speech, endeavor? tug to harmonize the conflicting interests of t various sections and counties, lie thought i the question of particular points was pre-1 mature. The resolution on!/ asked for a ' charter. After that was obtained, then a j convention in each count/ will have to be i called, to decide upon euhecriptions and | rout%. He spoke strut*!/ again t the South Car- j olina Kuilro.vd The people ef Camden were J a mere foot-ball for the South Carolina Kail road Company. They did siothing for Cam don He said Camden would be upon the great highway from Raleigh to Columbia, the Chatham Railroad. This road would then tap the great route at or near Cauiden. After some telling remarks by Mr. Barron, Mr. Rhatne offered an amendment that 110 vote of the people be taken until the points upon the route be selected. Col. Rlanding again explained ihe modui operandi, and accepts the amendment. Col. Bradley still urged the necessity of! Bxing the stations, otherwise the people will never subscribe *o it. He then spoke strong'/ and earnestly to that c?<?. The question being called for, ?.t three o'clock General Kennedy r?md the resolution as amended, which being put whs voted upon by couhiics, with the following result: Georgetown, aye; Clarendon, aye, Sumter, aye; Eibhopvil'c, no: Williamsburg, aye; Kershaw, aye. Five ayes; 011c no. Col. Blnnding moved that each delegation select its member of the committee, which roxulted as follows: Kershaw, I>. W. Jordan; Sumter, J. D. Blanding; Clarendon. B. 1*. Barren; J Wiliitmshurg, J. McCutclieon; George, town. it. Dizier. Mr. Dozier offered a resolution author, izing the chairman of tbia meeting to call a Convention of delegates from ttic various countie.' to meet at Sumter ax soon as possible after the charter is obtained.
