TIic Delinquent and Forfeited Laud
Sales.
T\'c conclude this week, the publication
of our promised list of delinquent and .
forfeited Land sales for taxes.
As will appear by reference to the list,
the Stale has become a large purchaser at
the sale, most of the forfeited lands being 1
resold to her. i
From the best information we have received,
the amount realized by the sales and
'collection prior thereto, reaches the handsome
sum of $2, ICO. 1G, but singular to say
the County Treasury is still pronounced (
empty and no money can be procured. i
When taxes were collected lo?t Winter and ,
Spring, the County Treasurer did not retain
the amount collected for school purposes (so <
we learn) but turned it over to the State. 1
And in many eases the School districts *
were over-paid while other3 received but '
little. 1
The hist apportionment for this County ]
was something over $5,000. Why did the ,
Treasurer not retain out of his collections, 1
the amount previously paid to the State, we i
do not know, but such is the fact. Now, <
while the State Treasury may be greatly in 1
need of funds, it is not right "that the j
school teachers should suffer for their
money when a portion, at least, of their de- ,
mands could be paid. Why some of the j
School-Districts were overpaid while others
* received but little, we cannot explain. To ;
say that the best that couM-hc, teas done, is <
no excuse, for what was to prevent a through (
knowledge of matters, and where was the nc- ;
oostjitv to r,av at all. until accurate informa

tioa was obtained? We arc not of the fault
finding class, but there have been gravo
faults in the system of payments of these
school orders, aud there is great dissatisfaction
about it. We do not here call into
question the sincerity cf the motives which
actuated the Treasurer in what he has done,
but we are confident that the thing might
have been better managed.
An injunction was served upon the
Couhty Trtasurcr "some time since, forbid*
ding him from paying any orders drawn by
the State Treasurer upon him and from
receiving any "ilevenuc Uond Scrip" for
taxes, aud wc are informed that the Treasurer
will.not pay out any moneys at all on
this account, hut from what wc have heard
and seen of this injunction, wc are not of
opinion that ic cxtcuds to forbidding him
ircm paying over School l'unds.

imprisonment will be the penalty of violation
of the statute. The law is a good ono aud
commends itself to the approval and observance
of every thoughtful person. There arc
some defects in it, which it is supposed will
be amended, but whether the law.be good
or otherwise, it is the duty of the citizens to
obey the law, and wcjidd, that where the
hw is for the general gocd, it is not only the
duty of the good citizens to obey it, but also
to see that its provisions arc enforced against
them who violate.

Law.
Be it enacted by the Senate and House
of Representatives of the State of South i
Carolina now met and sitting in General 1
Assembly, and by the authority of the J
same: I
That every individual or copartner- ;
ship residing in the counties of Charles- ?
ton and Riehland designing to carry on 1
ox exercise the business of stock broker, <
exchange broker and bill broker, shall, t
and are hereby required to pay into the t
treasury of their respective comities, for \
the use of the State, the sum of one
11umired dollars, payable quarterly, as'
follow;: Twenty-five dollars on or before
the first day of April, 1872; twenty-five
dollars on or before the first day of July
1872< twenty-live. dollars on or before
the first day of October, 1872: and
twenty-five dollars on or before the 1st d^y
of January, 187J; and if residing in
any other county of this State, the sum
of fifty* dollars, payable quarterly on or
before the first day of. April, July, Occtebcr,
1872, and January, 187o. The
provisions of this section shall be and
arc hereby extended to real estate brokers
and to merchandise brokers. A real
estate broker is hereby - defined to be one
who pnn-iifrps in the Purchase or sale of
real estate for a commission or other
profit; ami a merchandise broker is -one
who engages in the purchase or sale of
merchandise for a commission or other
profit.
Sec. 2. Every person or company designing
to carry on or conduct the business
ot keeping a billiard room, bowling
saloon or ten pin alley in this State shall
bo required to pay into the treasury of
their respective counties for the use of
the State, the sum of twenty-five- dollars
for every billiard table, the sura of twenty-five
dollars for every alley, and the
sum of ten dollars for every bagatelle
table, the same to be -paid in quarterly
installments on or before the first day of
April, July and October, 1872, and Januavy,
3873; provided, however, that this
act shall not be construed to apply to
billiard saloons, ten pin alleys or bowling
saloons used in private residences for private
use.
See. 3. Every lyatcl, inn, livery sta/ble,
tavern or saloon shall be classified
and rated according to the rental value
thereof; and every keeper or keepers of
the same shall be required to pay into
the county treasury of the county in
which such hotel, inn, tavern or saloon
is kept, for the use of tho State, the
sums according to said rental values, as
follows, to wit: In all casc3 where such
rental value per year shall be ten thousmd
dollars or more, such hotel, inn, tavjrn
or saloon shall pay the sum of three
hundred and seventy-five dollars; when

amounts shall be paid in quarterly in
installments on or before the first day of
April, July and October, 1872, and January,
1873.
Sec. 4. Every person, firm or company
who shall engage in or exercise the
business of selling or vending an^goods,
wares, merchandise, wines, distilled or
malt liquors, drugs or medicines, except
such as are sold afrauction, under licenses
granted them, and except such, as-arc
sold by a regularly 'licensed hotel, inn,
tavern or saloon keeper, shall be required
to pay into the treasury of the coun-"
ty in which lie or they shall design to
conduct or carry on such business, for
the use of the State, the sums as follows,
to wit: Those whose annual sales amount
to three hundred thousand dollars and
upwards shall constitute the first class,
and pay two hundred and fifty dollars;
tliose to the amount of two hundred
thousand dollars and less than three
hundred thousand dollars, the second
class and pay two hundred dollar; those
to the amount of one hundred and fifty
thousand dollars, and less than two hundred
thousand dollars, the third class,
and pay one hundred and seventy-five
dollars; those to the amount of one hundred
and twenty-five thousand dollars,
and less than one hundred and fifty
thousand dollars, the fourth class and
pay one hundred and fifty dollars; those
to the amount of one hundred thousand
dollars and less than one hundred and

dollars; those to the amount of ten
thousand dollars and less than fifteen
thousand dollars, the fifteenth class, and
pay eighteen dollars; those to the
amount of seven thousand five hundred]
dollars and less than ten thousand dollars
the sixteenth class, and pay fifteen dollars;
those to the amount of five thousand
dollars, and less than seven, thousand
five hundred dollars, and all less than I
twenty-five hundred dollars, the seventeenth
class; and pay fivo dollars. Provided
that the sale of malt or spirituous
liquors shall not by this section be authorized
in measures less than those of a
quart; and that nothing herein contained
shall be construed to extend to physicians,
surgeons, apothecaries cr chemists
as to any malt or spirituous liquors which
they may use in the preparation or making
up of medicines for sick, lame *and
diseased persons; And provided further,
That every seller or vender of wines,
distilled or malt liquors, in measures less
than one quart, cither with or wfthout
goods, wares, merchandise, commodities
or effects, as aforesaid, shall pay fifty
per cent, in addition to the ratos above
specified, for the respective classes; 'and
every license granted under this act shall
distinctly specify whether the party obtaining
the same is or is not authorized
thereby to sell or vcnd3 wine, spirituous,
distilled or malt liquors: The above
amounts shall be raid in quarterly in
stahnents on the first day of April, July
and October, 1872, and January, 1873.
See. 5. If any person or persons shall
have more than one store in which merchandise,
as described in the foregoing
section, is sold or vended, such person or
persons shall be required to pay the respective
amount above specified, according
to class, for each and every store.
See. fi. Every individual, company, or
corporation, other than national banks,
carrying on or conducting a banking business
in this State, shall be required to
pay into the county treasury of the county
in wliich he or they shall carry on or
conduct such business, for the use of the
State, the following rcspcctivo sums, to
wit: For every bank, the capital of which
is less than and docs not exceed fifty
thousand dollars, the sum of one hundred
and twenty-five; * for every bank,
the capital of which does not exceed one
hundred thousand dollars, but is greater
than fifty thousand dollars,'two hundred
and fifty dollars; for every bank
the capital of which docs not exceed one
hundred ond fifty thousand dollars, but
is greater than one hundred thousand
dollars, three hundred and seventy-five
dollars; for every hank the capital of

Sec. 7. Every railroad company or
corporation in this State shall be required
to pay into the treasury of the county
in which its principal office within this
State is located, for the use of the State,
the following respective sums, to wit:-^
Every company or corporation the length
of whose main track and branches together
is greater than two hundred and
fifty mileSj the stnh of twelve hundred
and fifty dollars; every one the length
of whose main track and branches together
is two hundred miles, and not exceeding
two hundred and fifty miles,
eleven hundred and twenty-five dollars;

is seventy-five miles, and less than one
