memorials, petitions, &c., xvoro presented.
Mr. Mazvck .offered the following preamble
and resolutions:
Whereas we can no longer hope, by the ox- i
ample of our forbearance or otherwise, to rcj>air
t!:e breaches which have been made in
the Federal < 'onstitution, and to restore it to
the original integrity; and whereas the threat- i
ening aspect of our internal relations admon- I
ishes us that it is unwise and inexpedient to re- I
ject any means fairly within onr reach of j
strengthening our military defences: There- j

Uctohcd, That the Governor bo, and is hereby,
requested to appoint an agent to receive

morning hour was occupied by the presentation
of petitions, memorials, Ac.
i\!r. J. Izard Middleton introduced tho following
preamble and resolution:
Whereas the Government of the United
States has failed to secure to us cur rights of
property, liberty and tranquility, and, on the
contrary, has arrayed all of its inliuence and

its trusts, nud {Hitting in joopardy our
existence as a people; and whereas we have
nothing advantageous to anticipate front a
fuller participation in the forms of legislation at
Washington: Be it therefore
Resolved, That this General Assembly will
not elect a Senator to 511 the vacancy at present
existing in the Senate of the United States.
Mr. Verdier offered the following resolution:
Repaired, That a special committee be appointed
bv the Speaker, whose duty it shall l>e
to inquire into and report a bill of non-intercourse
with the citizens of all such States of
tltis Confederacy as have passed illegal enactments,
and placed other obstacles to the recovery
of fugitive slaves, and inflicted other injuries
upon our peculiar institutions, in oj?cn violation
and utter disregard of the letter and spirit
of our Federal Constitution.
Mr. L. M. Keitt presented a preamble and
resolution relative to the Southern question, I
recommending a convention of the people of
the State, and declaring secession as the only
remedy against Northern aggressions.
Mr. Robertson gave notice that he would'
ask leave to introduce a hill to incorporate a
Bank in the tow n of Winnsboro; also of a bill to
extend the corporate limits of said town. "
Mr. Preston gave notice that he Would a-lc
leave to introduce bills for the incorporation of
the Bunk of Commerce and the Exchange
Bank, to bo located in Columbia; also a bill
tor the incorporation ofau Insurance Company
in said town.
Mr. Hunt rave notice that he would ask
leave to introduce a bill to extend tbo charter
of the Bank of the State to December, 1N70.
He also submitted the following resolutions,
which was ordered for consideration to-morrow:
1. Resolved, That when the charter of any
of the private Banks expires by its own limitation,
the contracts of tire State with stockholders
is at an end, and they have no claim to
monopolize the stock for a new term; but the
right to subscribe for that or any other new
Bank belongs to the people generally.
3 Resolved, That the public safety demands
that all currency based upon tho capital ot private
Hanks should lie fully redeemed at the expiration
of their charters.
Resolved, That in granting a charter to
any now private* Bank, no bonus ought, on
principle, to be received, as it is either a purchase
from the state of the franchise entrusted
to the Legislature for the general good by a
privileged few, or it is a commutation during
the charter of ail taxes, which is against principle
and expediency?as all property should
remain liable to taxation, as the exigencies of
the State may require.
4. Resolved, That it is expedient for the Legislature
to prescribe by law the principles on
which all hank charters to private banks shall
bo granted?fixing the amount of capital?the
terms on which their promissonr notes shall lie
issued to pass as currency, to secure the public ,
from all suspicion or omission to redeem the (
same in spocio on demand.
Mr. J. B.Perry offered resolutions instructing
Senator Butler not to occupy his scat in j
the linited States Senate, and requesting our
Representatives to adopt the 6umo course un- ,
til further instructions.

a bill to prohibit the inlroducliou of slaves

brought by emigrants intending to locate therein.

The Senate met at 12 o'clock pursuant to
adjournment.
.Mr. Marshall offered certain resolutions in
relation to the acts of Congress and federal (
affairs; and also for providing f?<r the military ]
resources ofSouth Carolina. The resolutions,

Senate, Mr. Cam introduced the following bills

Mr. Taylor introduced a bill to charter the
Camden and Monroo Plank Road Company.

.Mr. Caldwell presented the petition of sundry
citizens of .Newberry district, praying for
the charter of a bank in the town of Newberry;
which was referred to the committee on finance
and banks.
.Mr. J. J. Wilson presented the petition of
sundry citizens of Barnwell district, praying
t!:o passage ol'a law to give a remedy in damages
against the owners of slaves for thefts and
damages committed by their slaves; which was
referred to the committee on the judiciary.
HOUSE OF REPRESENTATIVES*
In the House, on Saturday, 30th ult., a number
of memorials, Petitions, &c. were presented.
.Mr. Ashiuore introduced sumo bills of which
he had given notice.
Mr. Hunt, pursuant to notice, introduced a
Hill to extend the charter of the Rank of the
State to the time necessary to fuifil oblig ttions
due foreign creditors ; also a bill to regulate
grants of land.
Mr. Torre offered a resolution instructing
the committee on the military to inquire into
the expediency of establishing a bureau of ordnance
in this State. The same gentleman gave
notice that he would ask leave to introduce a
biil for the temporary renewal of the charter of
certain banks.
MISSISSIPPI.
We learn from the .Mercury that tho message
of Gov. Quitman reviews the general grounds
of the pro;it sectional controversy in a masterly
manner?clear, strong, and logical. Within
the same limits we have not met with a more
striking analysis of the question. The Governor
strongly advises the convocation of a State
Convention, and plainly says that unless the
North affords such redress of past wrongs, and
such guaranties for the future security of the
South, as are not to be looked for. the proper
course of the South is a peaceable secession
from the Union.

missionists were on tho alert. In the Senate
the resolutions approving of tho Clay Compromise,
and proposing to adjourn, 011 the ground
of there being no cause tor agitation, were rejected?yeas,
T>, nays '25. In tho House amotion
adverse to the Message, and which seems
to have been made a test, was rejected by yeas
50, nays 3S. These votes we judge to indicate
the full strength of the submission parly.

A resolution was adopted requesting the Governor
to inform tho 'louse as to whether any
ollieial correspondence had taken place between
himself and the executive of the other Southern
States, relative to secession; and, if such correspondence
had transpired, that the Governor

Ou the 'J'Jih, the Senate went into committee
of the whole on the Governor's message, which
recommends secession, but soon after rose, and,
on motion of .Mr. Stone, were discharged from
the further consideration of tho subject.
Mr. iirooi: offered the following resolution,

of the recent acts of Congress, yet we do

Senate?The only action to-day was the report
on the bill by the joint Committee, providing
for a convention in November ISf>l, to be elected
in September next. No vote was had on
the resolution const;ri ig M. Foote. House in
evening scssion-'-ilesolutions were introduced
declaring tlie adjustment bill satisfactory, and
secession not justifiable, unless the fugitive bill
be repealed, or slavery abolished in tliu District
of Columbia. They were indefinitely postponed
by a large majority. A message was
received from the Governor in relation to the
reorganization of tiro militia, and will give rise
to prolonged and exciting debates. The Convention
will be called by the Legislature.?

to-night.
Nokth Cakomna.?The proceedings of the
Noilh Carolina Legislature are very far from
indicating that want of spirit and patriotic devotion
which Gen, Hamilton gratuitously attributes
to her people. The Raleigh Standard
of Wednesdav says :
"The strung and jioinled resolutions of Mr.
Sliepani on the slavery question will he found
in another column. It will also be perceived
that the two Mouses have raised a Joint Committee
of Eighteen, to whom the question of
slavery generally has been referred. This Committee
embodies much of the experience and
talent of the two Houses, and wo shall look
with deep interests to its action.
" We have conversed with many members of
both parties on this vital question, and wc arc
gratified to state that but one spirit seems to
pervade thorn all. Our assailants of tbo free
Slates have now arrived at a point where North
Carolina will sbnd and act, if act filially she
must. The mind of her people, judging from
the tone of her Representatives, is made up.?
She will recede no fuilhcr. We speak what
we know. Let those who are assailing our
institutions and trampling on the Constitution
beware." >
Mr. Shepard's resolutions ntfim the right of
secession; recommend that the repeal or esson
tial modification of the fugitive law be declared
a cause for final action, and that the Southern
States unite in demanding the recognition l?y 1
Congress of the right of the Southern people to j
colonize the territories of the Unite;! States, or
a divirion of the same between the two sections.
A hill has hec.i introduced in the House providing
for laying a tax of 10 per cent on all
goods on sale in the State on the 1st January,
1S52; and thereafter, on the entire amount of
sales annually ; hut, on proof that the said goods
are the product of any of the slaveholding
States, or of foreign countries, the said tax
sh.dl nut he collected. The law is to remain
in force until llie fugitive law is faithfully carried
into effect throughout the United Status and
until all the territories of the United Stiles are
open, d to the people of North Carolina to carry
thither any species of property they may
think proper. The net is to he transmitted to
