the following communication ; the reasons for
asking its publication at this time is, First, The
continual misrepresentation of the article (1 published,
June 4th, signed " an Old Methodist,"
in the Columbia Telegraph) by communications
written to various papers in the State.
Secondly. The faise position 1 am placed in j
by the various explanations given to that piece.
Some suppose it to be an attack on the Methodist
Discipline generally; others say it is an
attack upon the Preachers of the South Carolina
Conference, and others contend that it is
aimed at some dignitary of the Church that I
have a disposition to make war ujhui. To all
this 1 calmly reply, that I yield to no man in J

-J?ody, or any member thereof?nor am I at all ;
responsible for the various able articles that i
iiave appeared in different papers defending that j
Lody and meeting charges that never have been j
made against them?and as to my private opin- j
ions of any man in the church, or out of it, hav- j
Ing anything to do with my writing what I did,!
is as false as it is contemptible. But the piece j
will show that my attack was made on the 4'i
who voted to retain the section on slavery, and ;
no others; not one of these have I ever had an j
unkind feeling towards, and this is my great
sin that I brought before th&coinmunity an act
of church legislation that for inconsistency
finds no parallel in the whole course of church
history?but f must close and let the article
speak for itself.'

is fully demonstrated in the recent conduct
of the General Conference of the M. E. Church
Smith, in relation to the section in their hook
of Discipline on slavery. It will be recollect
ed, by all who may read tins communication, i

pa rated a few years since, the generous and J
confiding South took it for granted, that the
Southern Church was right on the great subject
of our institutions, and although the Members
of the Church felt much disappointed that the
slavery section was not stricken out of the new
discipline, yet the "Leaders" told them to "wait j
a time with patience, and all would be light? I
that a large amount of VIONEV was at stake,!
&ud that their claim might be weakened by any j

sion at St Louis, and their journal shows, that [

"This section was inserted by a majority of |
votes when the Church embraced the whole i
country, and as the Church, South, still em- J
braces a wide extent of country with various i
views and conflicting interests, it is not remov-!
cd, though it has long since censed to become
operative, und by common consent to sot forth
a practical rule or principle."

The following is the section alluded to:
"Quexf.?What shall he done for the extirpation
ol' the evil of slavery ?
Antic.? 1. We declare that we are as much
as ever conv inced of the great evil of slavery:
therefore no slaveholder shall, be eligible to any
otHcial station in our Church hereafter, where
the laws of the State in which he lives will ad- :
mit of emancipation, and permit the liberated ,
slave to enjoy freedom.
2. When any traveling preacher becomes an \
owner of a slave or slaves, by any means, he j
shall forfeit his ministerial/ character in our ,
Church, unless he execute, it it he practicable, j
a legal emancipation of such slaves, coufonna* j
bly to the laws of the ?*tate iu which he lives, j
3. All our preachers shall prudently enforce
upon our members the necessity of teaching
their slaves to read the word of God; and to
allow them time to attend upon the public wor

5. The annual conferences ma}' employ co- j
lored preachers to travel and preach where ;

that no one shall be sb employed without having
been recommended according to the form

Church, so that it may read as follows:
"The Methodist Episcopal Church vilh va

Nothing hut a strong desire to see the Church
of rny '-joice delivered from misrule and incomprtenf
lr' ' -rx* has induced me to bring this
subject '-('ore an intelligent community, to
whom it now committed, by an
Old Methodist.
By this is meant the forty-three members of
the conference who voted to retain the slavery
section, and no others.
Preparing por War.?Notwithstanding
Europe is at present in universal peace, (with a
eolitai7 exception of the Danish war,) it is ob I
vious England and France are building an unusual
number of ships of war, and that neither
nation has relaxed a particlo in their efforts to
be well prepared in the event of any sudden
misunderstanding In France and England
several large men-of-war have beon launched
the present year, and there are a great many
others on the stocks in a great state of forwardness.

Speaki ig of the sentiments of the people there,
in reference to the recent adjustment, he says:
"They come out now and say that the passage
of those several hills is a sure indication
oflhcir seeing consummated their fondest hopes,
their sweetest dreams, viz: the total abolition
of slavery in the United States. I regret that
I ever came North, not that the opportunities
for mental culture are not as good as elsewhere,
but because of the nncongeniality of the two
races North and South. I regiet that I ever
gave them a dime to assist in their doubly ae

The Hon. R. W. Barxwkll, having been
prevented by indisposition from meeting his lei'ow
citizens, ot St. Helena Parish, on the '25th
inst. will address them on Friday next, the 1st

Nashville.

members of the Southern Confederacy, than

An Ordinance,
TO regulate License to keep a Ten Alley or any other
Allet kept in the Town of Camden, w here Balls and
Pir.sart) tired nublirlvfur train.
1. Be it ordained by the intendant and Warden* of tlife
I Town of Camden, and by the authority of the same, That
from and after the pacing of this Ordinance, there shall
!>e paid to the Town Treasurer annually for the lire and
benefit of the said Town of Camden, the ram of Fifty
Hollars for each and evory Alley or Table kept in raid
Town, where Bails and Bin* are tired publicly for gain,
and also a fee of five dollars, to the Town Recorder.
2. That all persons wishing to obtain said License mart
petition to Council, setting forth such derire, staling the*
place in which the Alley or Alleys is to be kept, accompanied
with the recommendation ??f at least three freeholders
i or house keepers in the immediate neighborhood, which
! License, when granted, shall authorize the keeping of the
J above-mentioned Alleys in the place designated in the pe}
tition?but it shall he unlawful to permit anv person under
eighteen years of age to play thereat?and any such art,
upon being urinvd before ( ouncil. and the party being
heard in defence, shall forfeit said License,?and upon
proof being had of any gaining or betting at said Alleys,
the License shall be forfeited.
3. Each person applying for said License, shall be required,
before taking out the same, to swear that during
its term, he or she will permit no gambling at their Alley
or oil their premises, v.i:h their knowledge or consent, arid
that they will use all lawful endeavors to prevent the
same, and at the expiration of the said License, shall, before
a renewal of it be granted, make oath that there hat
been no gambling at their Alley or on their premises with
their know ledge of consent.

open to, and suhjeet to the Tuwn Recorder's intpection, or
any member of the Town Council at all rimes.
5. That ar.v perscn applying for sifl j License shall give
a bond to tlwTown Treasurer hi the sum of Cue Thousand
