rr tho suggestions intended to apply 4o
thii mineral lands in the south part ot lilirois.
For reasons detailed in the report of Iho
quarter.master general, and briefly not iced
in thin report, the termination of the Florida
war being one, it is deemed highly
expedient that the President should be
authorized to dispense with the staff services
of assistant quarter, masters and assistant
adjutants general, and vacate their
staff appointments, whenever the public
exigency no longer demands them. The
t conoiny observed in this branch has left
>n hand so much of the appropriations of
the lost session that Si30.000 only will
he required for the first half of the ensuing
year, and the estimates for 1843 are
much lower than those sanctioned by
Congress for several years. Reference is
made to the quarter-master's report, for
the measures adopted to put in order several
fo rts and establish new posts in various
places, nnd nn appropriation is recoramended
for new barrneksat Foit Gibson.
The Secretary presents to Congress brief,
ly but forcibly the claim of the Creek Indians
for services rendered in Florida, nnd
as a consideration for I heir removal, and
speaks of the pledge given them by the
gallant quarter-master general as a "dishonored
pledge," on account of its nonredemption
by the government.
The report of the colonel of engineers
is said to exhibit n gratifying account of
the ability of the officers of that corps, and
?f the results of their labors; and the attention
of Congress is directed to it for
* ?y r?*v,:?
Vivian? iuu iiuiuv.'ii'>(9 <111vi iiuiiuk; IUI nil?
t-rporf ; and it is suggested tijat?cf which
the Secretary will not permit himself to
cither doubt or discuss?if it is the determination
of the Government to place the
country in a competent state of defence
against foreign aggression, the present
time would seem to he propitious for continning
the plan of fortifications hereto,
fore adopted. Notwithstanding the impracticability
of noticing all the details of
the engineer's report, specific mention is
made of some:?The barracks and defensive
woiksat Detroit and Buffalo, the
causes of their delay having been removed,
will be prosecuted vigorously, as soon as
the season will admit, and no appropriation
will be needed for the next eighteen
months.
The two projected works nt the outlet
of Lake Champlain arc rendered unnecessary
by tho acquisition of Rouse's Point
' under I he late treaty with Great Britain,
and their suspension is deemed expedient.
The appropriation for them is deemed stif.
ficierit for the present, and the works at
House's Point will be soon commenced,
and the appropriation for a defensive
. work at thejunclionof the Matlawnnskeag
and Penobscot can, it is said, Lcbetter np- |
plied to creeling a fort at the narrows of
" the latter river. The works on Staten
- - ? ? 1 i iL V
Island, N. 1., nnu hi me narrows, nit;
itccmcd important, and it is recommended
^-lo purchase the title to the site of the ("oriner,
which the Attorney General is of
( pinion, is in the State of New York, and
to sell Fort Ganesvoort, on the North ri
\er. now nearly useless, in aid of the purchase.
[t is also recommended to construct
a work of defence on Sandy Hook,
in consequence of the discovery of a new
channel; and attention is invited to the
defences on the remote southern portion
of the Atlantic frontier, with a specific
reference to a work in Georgia, the site
to he Relucted by the President after the
necessary military surveys. Works for
the security of Mobile bay, and the exposed
fronticr^of that region, arc referred
to a? necessary, and as having been recommended
l.ist year. The national ror.d
and its condition arc brought to notice ;
end if Congress expend no more money
on it, the question is presented, whether
home measure might not be adopted to
enable the States through which it passes
to keep it in repair; nnd it is suggested
t fiat the vet unpaid expenses of an authorinrvpv
for :1s continuation through
l?"-v -,r
Illinois and Missouri to JelForson city,
should he defrayed. The West Point
academy is highly eulogized on the authority
of the hoard of Visiters, and also
inconsequence of personal inspection by
the Secretary himself; Rnd as iho study*
ing and sleeping rooms of the pupils are
neither numerous nor spacious enough to
accommodate their occupants, a "moderate"
appropriation fur an addition to the
barracks is asked fur. The subject of a
corps of artificers, to learn and practice
tho duly of field engineering, recommended
last year, is re-urged this year.
The report of the Colonel of topographicul
engineers is next adverted to, and
tin) corps, its great usefulness, and the
wisdom (hat dictated its formation, spoken
of in terms of praise. Its services next,
claim notice ; hut, for these we must wait 1
until we receive the remainder of the
Secretary's rrpoit, a part of which only
waspuhlishcd yesterday in the Madisoni- 1
;in- The remainder will doubtless be received
to-day.
