For reasons detailed in the report of Iho quarter.master general, and briefly not iced in thin report, the termination of the Florida war being one, it is deemed highly expedient that the President should be authorized to dispense with the staff services of assistant quarter, masters and assistant adjutants general, and vacate their staff appointments, whenever the public exigency no longer demands them. The t conoiny observed in this branch has left >n hand so much of the appropriations of the lost session that Si30.000 only will he required for the first half of the ensuing year, and the estimates for 1843 are much lower than those sanctioned by Congress for several years. Reference is made to the quarter-master's report, for the measures adopted to put in order several fo rts and establish new posts in various places, nnd nn appropriation is recoramended for new barrneksat Foit Gibson. The Secretary presents to Congress brief, ly but forcibly the claim of the Creek Indians for services rendered in Florida, nnd as a consideration for I heir removal, and speaks of the pledge given them by the gallant quarter-master general as a "dishonored pledge," on account of its nonredemption by the government. The report of the colonel of engineers is said to exhibit n gratifying account of the ability of the officers of that corps, and ?f the results of their labors; and the attention of Congress is directed to it for * ?y r?*v,:? Notwithstanding the impracticability of noticing all the details of the engineer's report, specific mention is made of some:?The barracks and defensive woiksat Detroit and Buffalo, the causes of their delay having been removed, will be prosecuted vigorously, as soon as the season will admit, and no appropriation will be needed for the next eighteen months. The West Point academy is highly eulogized on the authority of the hoard of Visiters, and also inconsequence of personal inspection by the Secretary himself; Rnd as iho study* ing and sleeping rooms of the pupils are neither numerous nor spacious enough to accommodate their occupants, a "moderate" appropriation fur an addition to the barracks is asked fur. The subject of a corps of artificers, to learn and practice tho duly of field engineering, recommended last year, is re-urged this year. The report of the Colonel of topographicul engineers is next adverted to, and tin) corps, its great usefulness, and the wisdom (hat dictated its formation, spoken of in terms of praise.
