eruption, has at last broken forth in terrible

to take rash steps for resumption of specie

interests ; rejoioes in the opportunity to
oelebrate the centennial of the emancipation
of the ooontry from the British crown

trust or profit.

SKATS.
Mr. Withers (Dem.), of Virginia, from the
committee on appropriations, reported House
bill No. 2,589, to supply the deficiency for
feeding the Sioux Indians. He moved to
strike out the word " $100,000" and insert
"$160,000." Agreed to, and the bill passed.
The Chair laid before the Bonato the military
bill fro u the House with the notification that
the House fail to concur in the amendments of
the Senate. The Benate agreed to adhere to
the amendments and asked a committee of conference,
and Senators Sargent, Cockrell, and
Harvey were appointed on the part of the
senate.
Tho oommitteo ou appropriations leported
back the Military Academy bill, with a recommendation
that the Senate adhere to its amendments,
and aak for a committee of conference.
Agreed to, and Messrs. Allison, Logan, and
Wallace wore appointed as conferees on tl o
part of the Senate.
Mr. Jones (Rep.), of Nevada, introduced a
bill to prohibit the transportation of liquid
nitro gljcerine, and to rognlatethe transportation
of dynamite. Referred. Tho bill absolutely
prohibits the transportation from one
State or Territory to another, or to or from a
foreign oountry, of nitro-glycerino in any other
form than that of dynamite, and prohibits the
transportation of the latter substance except
by merely freight conveyances, and on condition
that It is packed in metallio cases, and
uuaooompanled with any means of exploding
it In the event of a death being caused by
explosion when dynamite is transported in any
other manner, every person who knowiugly
permitted or aided in its transportation is to
be deemed guilty of manslaughter.

Mr. Hopkins (Dem ), of Pennsylvania, to
regulate commerce and prohibit unjust discrimination
by common carriers.
Mr. Cabell (Dem.), Of Virginia, to reduce
the tax on manufactured tobacco, and to regulate
tho tax on dealers and producers of leaf
tobacco.
Mr. Banning (Lib.), of Ohio, to repeal the
law providing that certified balances o' the
commissioner of customs and the comptroller
of the treasury shall not be revised or ohauged
by the heads of departments.
Mr. Rid< ell (Dem.), of Tennessee, for the
olections of postmasters in all Mti?>
poratpd towns.
Mr. Atkins (Dem.), of Tennessee, moved to
suspend the rales and pass the bill repealing
all the provisions of the act of the fourteenth
of January, 1875, for the resumption of specie
payments, that authorize cue secretary of the
treasury to redeem and cancel United States
notes, and to eell United States bonds for tbe
accomplishment of that purpose. The motion
was rejected by a vote of 108 nays to 109 yeas,
not two-thirds voting in the affirmative.
Mr. Gaulfield (Dem ), of Illinois, from the
Judiciary committee, reported the bill makiDg
it a misdemeanor for any person in tbe
employment of the United States to solicit or
oontribnte funds for election purposes, or to
canvaaa in any election in any State, oounty, or
district in the United States. Mr. Blaine
(Bep.), of Maine, offered a proposed amend- 1
ment to the bill, prohibiting election contributions
from government olerks. The amend- |
ment is to Include senators, representatives i
and delegates in Congress, and to add these ;
words: And tbe contribution of money or ,
other valnable thing, as herein prohibited, by
any senator, representative, or delegate in i
Congress, while he was a candidate for Con- ;
gress, shall, in addition to the penalties prescribed,
operate as a disqualification to hiB '
holding his seat. \
Mr. Wells (Rep ), of Mississippi, introduced i
a bill to pay bountiee to colored soldiers and

The House took up the bill reported from
the judiciary committee, prohibiting contribu- I
tions to election funds by officers of the United

amendment of Mr. Blaine to extend the appli- I

After a long debate the Hooae proceeded to
vote on the bill and rations amendments. Mr. i

Mr. Blaine's amendment, inoloding senators, i

Mr. Hoar's amendment, providing that nothing
in the bill should prevent voluntary contributions

Other amendments were rejected, and then
the next vote was on Mr. Biown's substitute.

from any other officer or employee of the
same, or other person, directly or indirectly,

employee who shall offend against the provisions
of this act shall at once be dismissed from

Treatment of Cronp, I
A German physioian, Dr. Stehvorger, I
reoommends the treatment of croup by
the inhalation of pure glycerine through *
one or other of tho well known forms of ?
atomizing apparatus. He was led to try m
this remedy for croup from observing
its good effects in oases of hoarseness o
and loss of voioe. After application the ?
cough beoomes more free and moist, 2
and children are enabled to sleep al- ~
most immediately npon being relieved A
by the inhalation. It is, however, be- t
lieved to be of importance to make use *
of the remedy early and frequently, as, ^
if delayed, it may have no effect what- ever.
If the glyoerine be pure, it may p,
be used unmixed; if not, it should be a
