throwing of water on to a water boat.
Such anomalous state of thing* occurred

&htor of the Tribune:
The Standard and Commercial of the
fltb insiant contained a letter from P. F.
Appleton, in which hecfclls upon ua to ad-.
mi~e the "cnt'Tprisa and public spirit" of
" bich l?c seen.a to think himself the indi
vidua1 embodiment. Phi1 self laudation
io better cnlcu'ntcd to mi lead others J
than those who, as residents of t his place ,
during the past eight years, know all >
about the purchase of land at Battery '
Point and Old Fort, the construction of (
the Port Royal Hail Road and the means i
adopted for securing the right of way
from property holders on the line. No (
one knows better than Mr. Appleton that \
his interest in the building up of Port (
Royal is that of a speculator, that but '
few deeds have been actually issued for
the lots that hare been sold by him nt <
high nriros from time to time, nnd that the ]
Rail Road was necessary to make a sue- 1
cess of the land investment at Port
Royal: This same argument of "public
snlrit" was used where practicable, when
the rond was in progress, to induce land
owners t?? vicld the right of way, but
w hen the lard of an ignorant ne?rro was
o b" invaded, if he made any objection,
be was perhaps offered a Rharc in the I
?toek of the rond or told to make the
best of it, ih the mud employed an
attorney by the year to attend to such
contest*.
Under the plon of "enterprise," the town
of Henuf'Wt was without station ncroaimodations
for several years, .the system of
"begging." whiolifeh.iraCtorized the management
of tin* rood demanding tlint
the citizens of Bcanfott should subscribe
several thousand d dlars to build a
depot, or go without ore.
We bear a great deal nbont the
necessity of strict economy being pracric 1
ed to ensure the continued operation of
the road, and that in tlii ? economical spirit
the iusf claims of its creditors meet delay
in their settlement. *1 rucr economy
would hare been shown in settling with
the owner of land which had been
trespassed npon. thereby avoiding costs'
and incurring the d tngrr ot a retnoTiil
of tlie track by legal process. We think '
too, that in tlie interests of economy and j
the public weal the issuing of tree passes :
to members of the General Assembly
nnglit bnve been discontinued, adding
to tlie receipts of the ro.id the mileage
now pocketed by the legislators and
enhancing the Taiue of real estate by
abridging the sessions of the law makers.
A s long as Port Royal city lots remain
unsold, there is little chance for a line
ot stages to Ycmassee, for Mi. Applcton
is well aware that the terminus of snch
n lino would 1>e Reautort and not Port
Royal, and as in the construction of the
load it was made to deviate from tho
original survey in order to <mvo
tho go by, it is in no danger of being
discontinued at the risk of making the
Battery Point investment n failure.

The convention which met in Columbia
lnat week was a very inharmonious '
ho ly and conducted themselves as is.
their custom on such occasions. "Wliitte-!
more, who was in the chair made a rul- j
ing that wa9 unsatisfactory when
Cnrdozo appealed and w anted to know
who should voteonihcjappeal. Thiswas
before the contested so its had been decided,
and the excitement was at fever
h at. Several delegates were on the!
floor calling for the roll and raising j '
points of order. j
Judge Muckcy sprang to his feet and j
said to the president: "The question is,
not wlicthir you will recognize ua, but | 1
whether the rnnwntinn will
you." Mackey, ad midst intense excite-j
ment added: "We meet here to-dav,!
face to face and eye, to eye the banded j
robbers that have plundered the State.'";
Swuils, rushing up to Mackey, said: ;
Who d*> you mean?" r
Mackey replied: ''You r.re one of
thcin. and to-day will we send all of you
to everlasting defeat. You have come
here to trample on the honest people of I
South Carolina. We can send you all .
to jail, and we mean to do it."
Elliott now came face to face with
Mackey, the two In jug separated only
by the desk, and flshed Mackey who he
meant.
Mackey, his strident voice raising above j
the din, said; "You nreouc of them: j
jruu u*u I'lnrnraa nnu ironr.'r
Elliott said: "You're a liar," and,
drawing a pistol, moved around the desk
to get at Mackcy, who, with his hand on
his weapon, awaited events. Tnbles
were up?ct in all directions, a chair was |
brandished over the head of Chamber I
lain, who sat unmoved. The delegates i
huddled nrouud Elliott on the one aide,
and M at key on tho other, and the con
fusion was heightened by the hysterical |
screams of Mrs. Elliott, who was in the 1
hall. Patterson made for tire door.
