The latest reports from Washington
indicate a possibility of ivar with Spain
arising from the prolonged struggle in
Cuba, where Ameiican interests continue
to suffer through the unsettled condition
of affairs. In such an event Port Koynl
will be a place of great importance as
it secins settled that the government has
decided to uiake it a station and a base
of supplies for the North Atlantic fleet. :
From dispatches we see that eight new
sloops-of-war are preparing for sea, and
that thev will all most likely be attached
to the fleet that will rendezous here.
The Alert is already in commission at
Chester, Pa; the Alliance, now at Philadelphia,
will soon lie put in commission;
the Ranger built at Wilmington, Del.,
will in a few days go to Philadelphia to
,get her outfit. The Adams and Essex are
at Boston, the Enterprise is at Portsmouth

All are rapidly preparing for sea, and the
* fflccre will soon bo ordered on board.
_ 1 he policy of the secretary of the navy is
lo keep a large number of vessels in the
Ni rth Atlantic fleet, so as to relieve vessels
abroad from this station when necessary.
The Worcester, the present flagship
b? nig very old, will be ordered to Norfolk
as a receiving ship, in place of the
New Hnaishirc, which vessel will be sent I
to Port Royal, as a storeship for the
North Atlantic fleet. The Hartford, |
which recently returned home from the
Asiatic station, will be the new flagship of
the station. During the troubles growing
out of the capture of the Virginius by
a Spanish man-of-war two years ugo,
our government suffered great inconvenience
on account of the very weak condition
of our navy, but since then the
department has been doing all in its
power with the limited means at its!
disposal to pot the navy in gooil condition
bo that we may be ready for any
cmergertby. The iroc-clads Manhattan,
Saugus, Maliopac, {Nantucket. Ajnx, I
Canonicus, Catskill, Jason, Dictator and !
others are in a sea-going condition, and t
should occasion require they could, go:
into service in live days.
It seems as though there wus a future for
Port Royal, and if we have not raised a
yery large crop of cottonTwe may reap a
harvest of greenbacks from the large fleet
of war vessels that are coming to make
their head-quarters in our waters. Let
them come!
The School Book Commission met last
Wednesday in Columlria, and the Governor
and Mr. Shcwsbcrry were appomtep
a committee to roaxc a thorough
investigation of the charges against Mr.
Robertson in connection with the school
bonks. Mr. Robertson who was present
denies most emphatically the whole affair
and will prepare a statement of his connection
with the commission. The commiMionAlso
reconsidered the resolution
making a change in the school books and
will retcrthe matter to the next general
assembly with their recommendation as
to what is best for the schools.
The_Governor seems to the butt of the
State press for this scandal, and if the

most blamed, although'wc think very un j

CoroptruJIer-Ocaeral Dunn seems to be
in rather bad odor all over tho State,
'the Abbeville Medium says of him:
"From Cardoso's latest deliverance on
the subject it appears that the people
have been cheated out of $201,190.48 and
that Mr. Dunn is if some way responsible
for this enorn*>us swindle. It seems
that Mr. Dnnn is a very bad book-keeper |
and that either he himself or some of bis I
wxuaaic m entirely new style of balancing
their books. Until Receiver
Dunn makes a clearer more explicit statement
than any be has yet made lie must
content himself a Ith the very dark suspicion
resting upon him. We think that

the two negroes who accompanied young
Strobhar were concerned.
Orr has not yet been arrested, having
left the neighborhood shortly after the
shooting. A r.egro named Richard Black
who was in the cane-field iiith Orr, has
been apprehended, and it is thought will
oe induced to make a confes-ion.
Mr. Strobhar was a native of Savannah,
and was for some time assistant librarian
of the Georgia Historical Society, anil
was a worthy young man, generally esteemed.
Since the above was in type wo are in"
formed that Orr has been arrested for the
crime, and committed to await the action
of the grand jury.

We see that Governor Chamberlain has
appointed a committee to attend the convention
of railroad men at St Louis, the
object of which is to promote the interests
of the Southern Pacific Knil ltoad.
The New York Bulletin is very severe on
this meeting anil if its strictures are true
it would seem ?3 thougu South Carolina
should rather oppose the programme laid
out thau to assist in promoting its ob
jects. It reunites only ordinary discernment
to sec that the principal, if not the
only, subject of deliberation will be tin
effort to commit, that body to supporting
Scott's Texas and Pacific Kailrcud sub
sidy scheme, with the Atlantic and
Pacific connection by way of St. Louis
engrafted on it, which, it is understood,
is to be pressed upon Congressional
attention again this winter. Its promoters
affect to believe that this measure
has better chances of Congressional favor
now than then, owing partly to the presence
of a denioctatic majority inl*the
lower house, many of 'Item new nv*n, and
to an increased pressure upon them from
outside bodies, and to certain amendments
in the bill itself, designed to
reconcile the conflicting interest s anil
claims of the Southwestern cities.

an act of Congress expressly prohibiting
an increase of the public debt?but calls
for the Government guaranty of endorsement

Senator Walker of Chester county has
j failed to get a pardon from the Governor,
though petitions signed by almost all his
constituents were forwadred to Columbia.
If all the officials in this State who
have been guilty of such fraudulent
transactions were convicted, the penitentiary
would have to be enlarged for
i their ncconimondation, and these might
I possibly be other vacancies in the State
capital. But wc must first have grand
; juries that will not ignore evidence lor the
| sake of getting their pay as jurors.
