The latest reports from Washington indicate a possibility of ivar with Spain arising from the prolonged struggle in Cuba, where Ameiican interests continue to suffer through the unsettled condition of affairs. In such an event Port Koynl will be a place of great importance as it secins settled that the government has decided to uiake it a station and a base of supplies for the North Atlantic fleet. : From dispatches we see that eight new sloops-of-war are preparing for sea, and that thev will all most likely be attached to the fleet that will rendezous here. The Alert is already in commission at Chester, Pa; the Alliance, now at Philadelphia, will soon lie put in commission; the Ranger built at Wilmington, Del., will in a few days go to Philadelphia to ,get her outfit. The Adams and Essex are at Boston, the Enterprise is at Portsmouth IHl'l TJ* ' ' , iu? uuiuii at Aorlulk, Yn. All are rapidly preparing for sea, and the * fflccre will soon bo ordered on board. _ 1 he policy of the secretary of the navy is lo keep a large number of vessels in the Ni rth Atlantic fleet, so as to relieve vessels abroad from this station when necessary. The Worcester, the present flagship b? nig very old, will be ordered to Norfolk as a receiving ship, in place of the New Hnaishirc, which vessel will be sent I to Port Royal, as a storeship for the North Atlantic fleet. The Hartford, | which recently returned home from the Asiatic station, will be the new flagship of the station. During the troubles growing out of the capture of the Virginius by a Spanish man-of-war two years ugo, our government suffered great inconvenience on account of the very weak condition of our navy, but since then the department has been doing all in its power with the limited means at its! disposal to pot the navy in gooil condition bo that we may be ready for any cmergertby. The iroc-clads Manhattan, Saugus, Maliopac, {Nantucket. Ajnx, I Canonicus, Catskill, Jason, Dictator and ! others are in a sea-going condition, and t should occasion require they could, go: into service in live days. It seems as though there wus a future for Port Royal, and if we have not raised a yery large crop of cottonTwe may reap a harvest of greenbacks from the large fleet of war vessels that are coming to make their head-quarters in our waters. Let them come! The School Book Commission met last Wednesday in Columlria, and the Governor and Mr. Shcwsbcrry were appomtep a committee to roaxc a thorough investigation of the charges against Mr. Robertson in connection with the school bonks. Mr. Robertson who was present denies most emphatically the whole affair and will prepare a statement of his connection with the commission. The commiMionAlso reconsidered the resolution making a change in the school books and will retcrthe matter to the next general assembly with their recommendation as to what is best for the schools. The_Governor seems to the butt of the State press for this scandal, and if the e^.?,Vu.u prove irue he will l?e the most blamed, although'wc think very un j justly. Hi* connection with the Ices by) the State by the failuro ot Solomons Bank?he haviog consented to the deposit*-?has lost him tunny friends and now another board of which he is chrirmon has fallen into disrepute and its labors c-otne to an end. CoroptruJIer-Ocaeral Dunn seems to be in rather bad odor all over tho State, 'the Abbeville Medium says of him: "From Cardoso's latest deliverance on the subject it appears that the people have been cheated out of $201,190.48 and that Mr. Dunn is if some way responsible for this enorn*>us swindle. It seems that Mr. Dnnn is a very bad book-keeper | and that either he himself or some of bis I wxuaaic m entirely new style of balancing their books. Until Receiver Dunn makes a clearer more explicit statement than any be has yet made lie must content himself a Ith the very dark suspicion resting upon him. We think that criminal proceedings .should bo ?t once < instituted against all parties connected with this institution nnd that the mutier should be eitled to the bottom. fc'everal i hundred thousand dollars have been lost i to ike State by the deposits made in this Bank and there is an element of dishonesty in sll its management. Dunn need not tl.inkto hide himself behind his official statement-even his democratic t?u dencies will net save him." "Democratic tendencies" it pretty good for a wan who hopes to be the republi ! can nominee for Governor, and w ho is supported by Beaufort county lor that ' position. | On Monday night last a week ago Mr A. D. Strobhar, accompanied by two nc groes, left the tut pontine distillery of Mr E. T. Robert?, about four miles Iron Grahumvillc, (where he was keeping ston | for Mr. R.) with tlie intention ot proceed I ing to the dwelling of a man nanie< ' McKenzic, about two miles distant I He lost bis wuy, however, and conclude* ) to retrace his steps. The party starlet homeward, and whilst walking along tlie public road, near a cane patch, All Strobhar was fired upon by T had den Orr, who was concealed in the field, th< load taking effect in tTis head and face Mr. Strolmr was conveyed to Ids lionie where he lingered in much pain unti Tuesday night about ten o'clock, whci death put an end to his sufferings. It is said that Oir alleges he mistool the party for robbers, and feared they in tended to enter his field, and licnec he fired This allegation, however, is not receiver with much credence bj' persons in tin neighborhood, among whom there an suspicions that there was a plot, in which the two negroes who accompanied young Strobhar were concerned. Orr has not yet been arrested, having left the neighborhood shortly after the shooting. A r.egro named Richard Black who was in the cane-field iiith Orr, has been apprehended, and it is thought will oe induced to make a confes-ion. Mr. Strobhar was a native of Savannah, and was for some time assistant librarian of the Georgia Historical Society, anil was a worthy young man, generally esteemed. Since the above was in type wo are in" formed that Orr has been arrested for the crime, and committed to await the action of the grand jury. The St. LoiiIm Ilail Jto.nl Convention. We see that Governor Chamberlain has appointed a committee to attend the convention of railroad men at St Louis, the object of which is to promote the interests of the Southern Pacific Knil ltoad. The New York Bulletin is very severe on this meeting anil if its strictures are true it would seem ?3 thougu South Carolina should rather oppose the programme laid out thau to assist in promoting its ob jects. It reunites only ordinary discernment to sec that the principal, if not the only, subject of deliberation will be tin effort to commit, that body to supporting Scott's Texas and Pacific Kailrcud sub sidy scheme, with the Atlantic and Pacific connection by way of St. Louis engrafted on it, which, it is understood, is to be pressed upon Congressional attention again this winter. Its promoters affect to believe that this measure has better chances of Congressional favor now than then, owing partly to the presence of a denioctatic majority inl*the lower house, many of 'Item new nv*n, and to an increased pressure upon them from outside bodies, and to certain amendments in the bill itself, designed to reconcile the conflicting interest s anil claims of the Southwestern cities. The proposition, as we understand it, does not ask for a direct i.-sue of Government bonds-as that would run countei to the public sense of propriety and to an act of Congress expressly prohibiting an increase of the public debt?but calls for the Government guaranty of endorsement of the Company bonds to an luiuuui. nw-ni^ing ^w,wu p;*r mile loi the 1,450 utiles between Fort Wort!) and Sun Diego, and for 500 to 1,500 milci more for branches leading to Saint Louis Cairo, Memphis, Vieksburg, Nc.v Orleans Galveston and Jndianola. In other words it seeks to commit the public to nn nnn< ual interest liability, as endorser, foi railroad construction purposes on some thing like $7, >0 *0,000 of paper oblign. tions for a series of years-probalily until the roads arc able to earn the amount viz., ,500,000 per annum, in gold. It is true that, as drawn, the bill does not call for an abstraction of Ibis amount semi-annually out of the treasury, but the amount of bonds per mile is niadt enough at the outset to permit a portior of them being withheld, and from tlx sales of the same, as the interest on tin remainder accrues, it is to he paid. Ir plain language, it is designrd to borrov under this nnbtir iniorrnnim. n.. ? ~ p> ? "* 1 " """ "" road is building, sufficient, in ndditini to its cost, to pay the interest on its cosi for a scries of years, longer or shorter, a: the case may be. There is, no doubt, a very general de sire, espcciidly in certain political quar ters, to.do something in the way of help the struggling industries of th< South cn their feet Hgnin- and as tin building of the Union Central line Hero* the continent gave n considerable stimu Ins to the railroad sjstun lying north o the Ohio, it is supposed that a road alone one of the lower parallels of latindi would do much for the system of roadi smith of the Ohio. The Texas and Pa cifiic is not iu ?nv fitting sense a South era Puc.fic road at all, lmt rather n ! Southwest extension of the Pernayhrani: nn4 connecting lines, winch are distinct Northern roads,* with Northern officcri I an J Northern termini. This is not whai | the Southcru people want, nor wliui i their N??rtl?'-ru i.yrn^athhr. Ti; want f??i | them; ami it will be strange it this misappropriation of names and sympathies I does not make itself heard iu the conven>; tion. It there is to be a Southern Pacific I Railroad by Government intervention, it : should be sueli an one as will minister to .1 the ports of the Gulf, Lower Mississippi - 1 and Atlantic coast cities; there are corpor. | otions south of the Potomac and west of i | the Mississippi whose ability and responc j sibility tor whatever they may undertake -, iu the way of railroad building are quite 1 i equal to thooe ot the Texas uml Pacific and Atlantic and Pacific companies, with 1 i whom the task of constructing a Southj ern Pacific road may be entrusted. A . i part of the Southern members favored . i the Texas and Paeific scheme last yeai> I ' 3 feeling that it was the only allornative. [?i The tact that Mr. Scott controls a few hundred miles ot road in Texas, which is now in default, and a laud grant char] tci across that State, which is lapsed and j forfeited, is by no means a conclusive reason why his corporation should be scl t | ectcd to Cuild to the.Facific Ocean. If this road is intcudcd to benefit us we ure unable to see how it is to be douc 1 and we hope our delegation will take a 5 stand for a brunch to the Sea ports oi 5 our coast, especially as Port Royal is in , an almost direct line ard has the nccessa' ry depth of water for large ships. 8enator Patterson, we hear, called on j the Secretary of the Navy, the other day, and urged him to recommend that a ' Navy-yard be established at Port Royal. I The Secretary declined foi the reason, as lie said that we had too many Nnvyj-ards now. lie however, consented to recommend that Port Royal be made a Naval Statiou.-iVV/rs and Courier. Senator Walker of Chester county has j failed to get a pardon from the Governor, though petitions signed by almost all his constituents were forwadred to Columbia. If all the officials in this State who have been guilty of such fraudulent transactions were convicted, the penitentiary would have to be enlarged for i their ncconimondation, and these might I possibly be other vacancies in the State capital. But wc must first have grand ; juries that will not ignore evidence lor the | sake of getting their pay as jurors. Fall and Winter I 1 -WJLVV/A C3-OOIDS. IE.
