The present grand jury is composed of about as good material asetukl oe obtained under the existing * order of things, it has some good men 0:1 its roll and has manifested n desire to serve the people; but like the Pharisee of ' eld, who-attended to the "weightier mat tera of tho law," it has left undouo many things wliifch it shock! have done. It is.admit ted on all hands that there has been a deal of deviltry in the management oi cur county affairs since the inauguration of the new regime. The county has been sunken deeper and deep cr in debt, the roads, the bridges, the public institutions uud charities, officers and henchmen alike have all contributed to the ruin that has almost overwhelmed us. ?itice the induction cf the ofiicers elected last Ifovprnlti-r intn haB been JpsB general complaint, perhaps, than before for years; but it Is not yet too late (o rake a few steps backward. Notwithstanding the loud complaints of official wrong doing that have reached the public car for year?, the grand juries of the county have never yet made a single presentment for fraud among the county officials, which leaves the impression that we have a very keen set of rogifits or a very poor set of detectives. That there bns been something "rotten In Denmark" the necessity of a special tax is proof sufficient. The grand juries -have hurried through with their work so rapidly jhrft they could uot discover disci epaucies if any should exist. We sug gest that, at the approaching term of the court, a committee of investigation be appointed to look into all the affairs of the county for the past five years and that they ho empowered to summon witnesses and examine tlie books and vouchers of ihe county officials and by thorough search ?et at the bottom of the whole matter. It is impossible for the graud jury to arrive at any correct idea of how things stand, by a cursory examination of a halt hour's duratii n. If there has been fraud let it be discovered and laid to the charge | * f the pioper pefsons-if there lias been j nothing ot the kind let the people have a rest from grumbling. The grand jury is composed of persons j from every seel ion of the county who are c igniznnc of any existing evil3 in their separate neighborboods-the condition of the roads, the number, character and management of the public schools, etc., and they may very properly euirgost needed changes and ia this way lead to gor.f ra! improvement. The grand jury may look into the management ot the poor house, aud wn whether the piupers arc being supported at the least possible etpcuseto the county, and they may make im examination of all the public offices of tho county and see whether the servant* ofvbu people are performing the functions f their several offices with nn eye single to the general good. D. J. Walker State senator from Chester, fans been convicted of fraud in issuing a spurious echo .1 certificate when he was school commissioner. The most supiising pert of it is that bix of the jurors were members of his church. ?The Emigration Commissioners are getting disgusted because they can get no reply to their letters of invitation to the colored people of Georgia inviting them tocomoand locate on the barren lands that the Commissioners have to so'l "on moderate terms." The Commissioners claim that their motives are "purely philanthropic," and they "disclaim all political bias," jess so! ?Hir. A. L. Railroad to carry, goods 'to all points on that road on a through tariff, in connection with his line of steamers, bo that all freight for points on the Sav annah and Charleston and Port Royal Railroads can he promptly delivered. He proposes to have steamers leave thTec times a week for the pres ;nt, and daily us soon as business justifies it. These steamers also connect at Port Royal with the New York and Rort Royal steamers Mr. R. intends putting goods her; at a much less rate than the present local tariff, with only one day's difference in time. If our pilots do not become familar with all the sand banks and reefs in this neighborhood it will not lie because they do not diligently seek them. The last experience gained was by running the Clsra T. Loud aground last Friday as she was leaving Wilson's mill. A pilot took ho-r in charge and earned her safclv a quarter of a mile and deposited her on a sand bank, when the captain told him to leave. The captain then I took charge and when the vessel floated | succeeded in placing her on a still higher bank where she remained until a t u was sent for and got her at a safe an* chorage.
