ville M<tdium applies so fully to the affairs
in our own county that we can sava tlic
wear and tear of brain by producing it.
Wehope the grand jury will digest it carefully
"The fall terra of the Court of Genoral
Sessions is rapidly approaching, and
we have thought, (that some words of
ndvice to the grand jury, so soon to be
in session in the discharge of their onerous
and important duties, might nut be
w holly out of place. It is possible that
hi* .Honor, tlio presiding. Judge, while
Aiiiircrrncp tinr.n mnHnra innuf pn?:n?
-
cn^ly brought before him, wiU overlook
many of the Usso- evils?cutain causes
of complaint which concern the county
and occasion a periodical cut burst of
popu'ur clamor. The present grand jury
is composed of about as good material
asetukl oe obtained under the existing
* order of things, it has some good men 0:1
its roll and has manifested n desire to
serve the people; but like the Pharisee of
' eld, who-attended to the "weightier mat
tera of tho law," it has left undouo many
things wliifch it shock! have done.
It is.admit ted on all hands that there
has been a deal of deviltry in the management
oi cur county affairs since the
inauguration of the new regime. The
county has been sunken deeper and deep
cr in debt, the roads, the bridges, the
public institutions uud charities, officers
and henchmen alike have all contributed
to the ruin that has almost overwhelmed
us. ?itice the induction cf the ofiicers
elected last Ifovprnlti-r intn
haB been JpsB general complaint, perhaps,
than before for years; but it Is not yet too
late (o rake a few steps backward.
Notwithstanding the loud complaints of
official wrong doing that have reached
the public car for year?, the grand juries
of the county have never yet made a single
presentment for fraud among the
county officials, which leaves the impression
that we have a very keen set of
rogifits or a very poor set of detectives.
That there bns been something "rotten
In Denmark" the necessity of a special tax
is proof sufficient. The grand juries
-have hurried through with their work so
rapidly jhrft they could uot discover disci
epaucies if any should exist. We sug
gest that, at the approaching term of the
court, a committee of investigation be
appointed to look into all the affairs of
the county for the past five years and that
they ho empowered to summon witnesses
and examine tlie books and vouchers of ihe
county officials and by thorough search
?et at the bottom of the whole matter.
It is impossible for the graud jury to
arrive at any correct idea of how things
stand, by a cursory examination of a halt
hour's duratii n. If there has been fraud
let it be discovered and laid to the charge |
* f the pioper pefsons-if there lias been j
nothing ot the kind let the people have
a rest from grumbling.
The grand jury is composed of persons j
from every seel ion of the county who are
c igniznnc of any existing evil3 in their
separate neighborboods-the condition of
the roads, the number, character and
management of the public schools, etc.,
and they may very properly euirgost
needed changes and ia this way lead to
gor.f ra! improvement. The grand jury
may look into the management ot the
poor house, aud wn whether the piupers
arc being supported at the least possible
etpcuseto the county, and they may make
im examination of all the public offices of
tho county and see whether the servant*
ofvbu people are performing the functions
f their several offices with nn eye single
to the general good. The time has come |

T>?. Wotitiai.l'8 Sciieme.-A correspondent
of the Savannah Newt takes, what
w* conwder, a very sensible view of the
effort df Df. Worrall to raise fnnds to enable
the great English company to carry
out their plans for direct trada with the
South.. Tbo address was rather bombastic
and snipe portions had a fishey odor,
bat some great men have an unfortunate
way of expressing themselves, nnd we
charitably thongiit the Dr. was oue of
this class. The writer says :
Well, here is this joint * cock company
actually formcd-so it append-actually
ct.irtcti with a capital of $26,OCO,GOO-and
too, upon this sum for a boos
* I-~ f
Now, alter it lias been organized-regular
Iv put upon the market, with hnjirimatcur
of the Stock Exchange, as a matter ol
eo u n c, (he fii>t call made, is it not rathe
extraordinary that thero should be an
'igrtcment-niadq-with whom ?-that there
shotihl be $350,000 raised on this side of
tho Atlantic so that this magnificent undertaking
is to fall to the ground it we
don't pay up f The Doctor qualities the
the sum, however-aod what authority !
by saying that even if half the amount,
$135,000, is made up the goods-whnt
goods t-will come out. Is it very likely
that a grand schoinc like this would be
organized at ail immense expense upon
such a contingency t The thing looks
fishy. If $25,000,000 can be raised in
England, there would be no trouble In
procuring there u'so the small additional
amoifut of $250, Ol'O, instead of sending
over here to stump the South for it.
1 he Doctor patronizingly informs us
that equal privileges entail responsibilities.
Not ?n, Dr. "Worrall, for you
distinctly state that all the company
desired, if they put on ships and sent out
goods, was, there should he no loss to them.
A very nice equal armngoinrnt, isn't it?
In other words this'$250,000 is nothing
uioro nor less thnn a margin to save tlicm
from less, and when that is exhausted,

good-bye direct trade.
There is another point of view to be
taken in thisjinattor. If this is a bona fide
undertaking, why this going about seekng
subscriptions as if for some charitable
undertaking? "Would not the
proper mode be lor Dr. Worrall to furnish
contracts or application for shares and
let all those \\ ho wish to take stock send
their contracts to the London agency?
My opinion is, the thing is prieately
(Iontod, and has no status upon the Stock
iJjichango whatever.
"With regard to the character, quality,
design, quantity of the goods to bo sent,
comes some other questions. How is this
problem to be worked ? Arc they to lie
purchased or consigned or ordered ?
Who will purchase and select? Who
consign to, and what terms?
i ;
Jefieison Davis began his speech at
Fulton Missouri with these words; "I
would that it were possible for me to say
to you anything as acceptable to you as
that once fnmiltnr T *l:_

morning was to me; that ring of the
American voice which, of whatever see
tion, of whatever political party it is, is
enough to'strike terror into the heart of
anybody except an American. For yours |
is the glory to be a p-;oplc who have ran
over those that others Tcould not conquer.
Yon marched, u little hand, to the
city of Mexico, and not all the power of
the great military Government of France
could reach that city triumphant. Thus
it wivh that you carried on with each
other a struggle which, when foreign nations
come to an equal conflict, lasted for
months, while yours endured for years.
Understand me, then, I speak to you as
Americans. I lift myself out ol whatever
there is of sectional or partv prejudice
und I hail you *11 as brethren.',, :
?The Anderson Intelligencer complains
that Gov. Chamberlain refused to offer a
reward for ihe apprehension of a gang of
murderers and robbers that infested
Laurens and other counties last winter,
because he had no resources to draw upon,
but that when Joe Crews was murdered
and the State hod just l>een robbed
of $200,000, he was able to offer a reward
of one thousand dollars for the capture
of the assassins.
?Rev. D. J. Walker State senator from
Chester, fans been convicted of fraud in
issuing a spurious echo .1 certificate
when he was school commissioner. The
most supiising pert of it is that bix of
the jurors were members of his church.
?The Emigration Commissioners are
getting disgusted because they can get no
reply to their letters of invitation to the
colored people of Georgia inviting them
tocomoand locate on the barren lands
that the Commissioners have to so'l "on
moderate terms." The Commissioners
claim that their motives are "purely
philanthropic," and they "disclaim all
political bias," jess so!
?Hir. A. L. Richardson has succeeded
... jubiviiik arrangements with the Port
Roya! Railroad to carry, goods 'to all
points on that road on a through tariff,
in connection with his line of steamers,
bo that all freight for points on the Sav
annah and Charleston and Port Royal
Railroads can he promptly delivered.
He proposes to have steamers leave thTec
times a week for the pres ;nt, and daily
us soon as business justifies it. These
steamers also connect at Port Royal with
the New York and Rort Royal steamers
Mr. R. intends putting goods her; at a
much less rate than the present local
tariff, with only one day's difference in
time. We wish "Rich" and his enterprise
successs Satqmnah Nana.
If our pilots do not become familar
with all the sand banks and reefs in
this neighborhood it will not lie because
they do not diligently seek them. The
last experience gained was by running
the Clsra T. Loud aground last Friday
as she was leaving Wilson's mill. A
pilot took ho-r in charge and earned her
safclv a quarter of a mile and deposited
her on a sand bank, when the captain
told him to leave. The captain then
I took charge and when the vessel floated
| succeeded in placing her on a still higher
bank where she remained until a t u
was sent for and got her at a safe an*
chorage. When 't is to bo remembered
i that the vessel had on board 250.000 feet
of Intnl.'.' her escape from wreck Is fortunate.

Wo-clip from the columns of the Unwn-Heral<l,
the following merited tribute
to the coui|>ctency and industry of our
fellow townsman.
"Mr. Nelson It. Scovcl, ccnsus-tnkcr for
Beaufort county, returned to Beaufort
yesterday, having settled his census business
with the secretary of state to the latters
entire satisfaction. His books,
some thirty odd, were in n neat and most
finished condition, perfeetly ootr ct and
aOCnrate. Although he had the largest
county in area, and, next to Charleston,
the largest in- popyjUtiuti and number of
farmers, rendered still more diffcult by
its being cut up into so many intricate
islands, yet he was the second censustaker
to hand in his icturns, the first l>eing
of Chester county, half the slr.e and
population. He was deservedly congratulated
