Fisher, n . colored woman, is determined to find out whether the civil rights bill gives her the s ight to ride in the ears of the Pullmau Company. She applied in Cincinnati on 1 on the 14th. of July for a ticket to the bleeping car to Washington, and was re- _ fused. Miss. Fisher was a school teacher _ und was sick. 8be was returning from _ ^Mississippi, and needed th<? comforts ot c n Pullman car. Being obliged to ride ' in an ordinary car she suffered in her " infirm condition, and has sued the com- " pany for damages. We do not see how 1 he company can maintain itself in the f refusal to accommodate a passenger under these circumstances. The Pullman sleep- t ing curs have become a part of the equip- ment of most of tho railroads of the i] country, nnd the courts will probably de- a cide that the separate ownerships of ~ particular cars does not give the owners { the right tO ChOOSe t heir ll.ltrnna It would be a comfort, to travellers who 0 make much use of plecping cars to know 81 that sick people, were excluded from ^ them, but such a rule would be wholly M out of the question. Sick people must travel sometimes, and they are entitled to the best accommodations. As to the tl civil rights question, why should not the a: Pullman Company sell a berth to a res d jiectable colored school teacher, as well as si to Mrs. Shoddy for her colored servants ? w Such a discrimination is unjust and can- ci not be enforced. C Thh Sfartandl'iwi And Astihvtt.t.e "R. R.?This great enterprise Which seeks u to connect our South Atlantic seaboard t( with the West, experiences a serious loss "by the resignation of Mr Menuninger from its Presidency and direction. 11 Charleston-however could not reason- 01 ably hnve expected to have retained control of an interest that most seek a mr.rideairnble outlet for direct trade if the 81 connection with the Great West is to ha s* made competitive wit li Baltimore. The " fact is Charleston would be but remotely g benefitted by the success of the enterprise, lt as necessity would exist in that event for if the establishment with the deep water fac- t< ilities of Port Royal harbor of a straight ^ line to the Ocean through that Port via ai Augusta. It would not only be a round about way to reach the Ocean through Q Charleston but after it was reached ^ Its facilities would be found insufficient to )t| sieve-lop. the'trade of the great West- ^ Without utilizing the incomparable advantages of the deep water of Port ^ lloyal, Wilmington would successfully ^ compete witty Charleston for all the trade cither of those Ports could afford, by ^ reason of the shallowness of their bars. ^ We consider the success of ilie Spartanburg and Aibeville R.R. and the establishment of Port Royal as tbe Great * Southern entrepot ns mutually depen- di dent upon each other. v< - * The Union-Herald says: "1 here is a class a' m of men i??very community who disbelieve ,e in honor or patriotism. They are dcsti-i *' lute themselves of such characteristics and, a* the prostitute laughs at the existcncc of virtue in other women, these -jpolitical* bawds habitually sneer at tbe Idea of honesty in man. To such the at- g titude of Gov. Chamberla'^i is at once an injury and danger. Because bo fails ^ 'o smile when they laugh at reform, lecuiiRe he does not assent when they tnoir at honesty, they hate him. Bis p acts they might forgive if lie wore only ? a self seeking hypocrite. But when they w find him steadfastly abiding by his pled-1 ges, because tbey are pledgee, they pur- t( fuc the tactics ot tlie street wtHkcr and S( Attempt to drag him down to a level p willi themselves." ni it rv , 1 . ]r Tlie Mortuary Reports of the city of L Charleston still continue to bear a heavy proportion to the population of that city.
