Address all communications to TUB TKIIIUNK llKAl'FOKT, S.C. 0 0 VERS OR CUAMBERLA IS. Tho tinsceuily threats of restless anddiscontented Republicans ranging from intimations of impeachment to hints of open revolt and disaffection, have neither deterred Governor Chamberlain from the performance of the duties devolving upon l.im under the pledges of his Inaugural address, nor prevented him from making the best interests of the people over whom 1 e has been called to rule, the ultimate ?nd of all bis efforts towards reform. The onnnnpnti of hia -ri ? ??m,.u..?.uu.iu | -who have been disappointed in realizing that he accepted nomination upon that Issue and has taken them at their word, will not be slow to find ont that in proportion to the antagonism of shameless and corrupt elements that have heretofore Tuled the policy of the State, will the refutation of abuse and assault upon one w ho has accomplished so much good for the common welfare be found in the minds of all reasonable men. Gov. Chamber lain was nominated by the Republican party of this State nnd supported almost ntirely by the party that nominated him at a time when its name stunk iu the nostrils of all decent and respectable men by reason' of its shameless corruptions I fender previous administrations. By reason of his stern end inflexible purpose to redeem the pledges he had made and in opposition to the spirit of his own party precedents, that have brought so much disrepute to its henchmen, he has rendered it so respectable that there is no longer a prohibitory clause to prevent good men from being enlisted in his support. lie has demonstrated his courage as well as his ability, and opposition to his measures of reform from whatever ource they emanate will find discomfiture in his renomination and election by a party that has had populairty added to it by one who baa been so'intrinsically just and so fearlessly zealous to correct abuses that have brought ruin upon the State and disgrace upon its officials. EDOEFIKLD. Edgefield county is in a bad way. She had no idea of her condition until a grand jury, which Btcms to have done its work fearlessly, investigated the acts ot her officers and report such abuses as they discover. The affairs of Beaufort county need looking after, but no giand jury seems to have the time to investigate matters here while the treasurer informs ihem that the treasury i6 empty and they can go without their pay for their labor a>ui let us see how it is in Edgefield. The * grand jury in speaking of the county commissioners say ^By the time the pres4 nt Court adjourns there will possibly be not one dollar left in the treasury for county purposes, nothing to feed the paupers, nothing to build bridges, nothing to pay the expenses of October court, nothing to pey the trial justices, nothing to pay the county officials. All of which results from having men in office who are totally devoid of business capacity, utter ]y incompetent and irresponsible. Two of these officials can neither read nor write. The other officer is utterly unfit to manage so important an office. It is use'ess to recur t$ the fact that these men were presente<l at the last court for incompetency, and your Honor informed some of the members of ,the grand jury that they could not be punished for incompetency or be removed except by impeuchment." And the jQry add that each pauper costs t&c county at the rate of three hundred dollars a year. This is good for the paupers but not so good for the tax payers. Then again they have a past indebtedness fund omoaatfhg to $15,000 which is locked up which the jury complains of. Ir regard to tne clerk of court th% presentment says "The clerk's office to day, from the incompetency and wilful neglect of the late clerk of the court, is in a srntched condition. Hundreds <*f valuable papers, for recording which said clerk had received the fees, are still lying wire cor dad. The would-be bonds of the officials for the last few years 6an scarcely any of them bo found." And thon comes the late Probate Judgo indicted at the last term of court for malfeasance in office in not turning over to the proper parties large amounts of money, aggregating several thousand dollars, P?id into his office. The school commissioner is not perfect ns tliey nay ho is ^totally incompetent)-" and that Ue had improperly spportiooc l the school f inds. There are no bridges passable an J no V pnonay to icp:urtb?in and never will be w*- > tbo jury say "so long aa the public funds are so recklessly expended aa 1 hoy arc at > | present."' And the presentment winds up 11 i with; "'In conclusion we would present c the Solicitor? . " 1st. For wilfully neglecting to give the j11 grand jury a bill of Indictment against i n the present Sheriff tor illegally withhold- ^ ing money paid in his office, when such I bill has been tepeatedly demanded. ? !* 2d. For wilfully neglecting (when asked), 9 j to furnish a Bill of Indictment against , * j the School Commissioner for not properly 1 j apportioning the School Fund, and lor I1 i improperly issuing school checks. . r ' 2d. For wilfu!ly,neglcctingto furnish Bills t | of Indictment against those officers who 1 p J accepted the present insufficient official j s bonds; also against two o"f the present n j county commissioners for signing checks I . wdiich they were unable to read. d ! We, the Grand Jury, therefore respectful- a Iv request your Ilor.or to appoint a Solic- <1 itor pro tein from the members ofjthejt Edg<field bar to prosecute the present!o Solicitor." C3T"Owirg to the failure of the Bonan- ! fj za bill, many of our lawmakers arc not in ; a such abundant funds as usual, and as the e I political prospect is rather dark for legis-! q I lators who arc able to lay by several i t< ! thousand a yenr on a salary of six bun- ] s< | hundred, we would suggest that they go tt to the Black hills. The latest news is t? that gold in large quantities aud of goo(| s) quality has been discovered in Custar's ' C( Gulch, French Cretk, and along this |tl stream for a elistaccc of upwards of seven a miles towards the source of the Gulch, ti Tiierc arc miners scattered along tl Freugli Creek. Four different mining j c< parties, numbering twenty-live men, have j 01 taken up claims, on all of which good fi color has been obtained. There are also J nl several quartz lodes which promise ricli I returns; but the greatest importance is j attached to the gulch gold diggiugs. i ?1- A Tho Greenville Ifcics publishes the j p) sworn statement! of Wright Sullivan and n, Albert Parks, prisoners in the Greenville Bf] Jail, churned with mmnlicitw !.*> - ? , VJ V..? ...111- I tier of Dr Shell, alleging that they were j 0| hired by Joe Crews tc do it. The News also | 9C prefaces these statements with the asscr- ( st tion that it has in possession "evidence of j y a circumstantial character that puts the q | question beyond the shadow of a doubt that Joe Crews hired a number of negroes and placed them under the commaud of his own son, Adam Crews, and ,T paid them to murder au unoffending si citizen." I u = 1? They have peculiar ways of cvad- ? ing the penalties of the civil rights law ^ in Georgia. A few days ago a colored ! ^ man #dn ssed in tho height of fashion ; j, asked admissitn to the first class car on t (he Georgia Central read. Tho couduc- ^ 1 tor, Mr Marlow, informed him that a splendid coach forward, for persons of j color, would receive him. lie demuired, i 1 I and said that he had paid first-class fare,, I and would put up with nothing less. Mr. ' Marlow seeing that the man's object was ^ to bring & suit under the civil rights law ( against tlic company admitted him, and 1 he took his seat.. There wore a few ladies ^ and. u half dozen gentlemen in the ' car when he entered. In a few mi nut as '] the gentlemen took seats around the colored man and commenced chewing to! bacco and spitting upon hiui. He ap 1 piied to Mr Mariow for protection, who informed him that he had as much as he ( could do to protect himself. Sullenly i and silently he bore the indignity until ' his face, coat, vest and pants were discolored by the saliva which was squirtcl upon liini from the mouths of his tor- < mentors. In the coui so of a short time 1 the arguments proved effective aud the ( colored man left. ( Editor Tribuxk i I noticed an article in your issue of the 1 23rd. expounding llie law regarding the < 8. C. Free School Commission. It. is | somewhat strange that the writer of the i article who lived in this district since the i creation of that fund fiuds the "Stone of j Wisdom" so late, and just nt the time t when tlie chairman of the commission is t removed, and a Hing man appointed in his place. I cannot conceive what the t writer means to explain in the face of Lis ; quotation of the Law, had not the writer seen fit to have that passage of the Law "Otherwise at the discretion of the commissioners hereafttr nanded" also printed in italics, the public would not likely be so quickly misled. The writer is ti intelligent. t>nnmrl< "?' ^ v*' t? I1UV/ICKUMI I 1 I'll I flic passage plainly infers "wherethe ilia- trict trustees refuse or neglect out of spite, or malice, or other politic .1 machinations to establish a school" the Commissioners in their judgment have a right i to do so. On this interpretation ot the Law the commissioners have acted until q now and we hops they will not be misled to act otherwise. X. Y. C. C. Bowen, has at last b -en tried for the murder of Col. White, and acquitted. ( It must be acknowledged that the ev- J Wlence produced by the prosecution was ( very flimsy, and not intended to have any other oflect than to result in the vindication of Mr. Bowen, who can now renew his fight cith the News for libel. M., as tlie learned coun-{ el gravely reports. In the example of [cclev, the certificate of Collier shows! hat a hydrant force ot twenty six j ounds to the inch is always requited to ; un the machine* This force, if applied 1 i o a common wheel or engine, would ' iroducc a considerable amount of con- ( tant mechanical power. But the loving force is nearly all wasted in s [ecley's device, for he is only able to j rive a toy engine for a minute or two at j' time. Tins does not look much like ( riving a train of cars from Philadelphia l o New York, or crossing the ocean withI ut the consumption ot coal." Our schools at least ought to be rec from the blight of politics. They re, however, to as great a degree as otli r offices, under its baneful influences. < he county school commissioner is clec?d frequently to quiet the demand for ome other ofiicc. He appoints trustees j o control the precincts in some one's invest. He fears to demand too high a landard of qualification for a tcacho's ? srtificatc, because he will thereby cut off i ic means of his party friends. Thus re the sacred claims of the next gcticraon sacrificed to the sordid ambition; of ic present. If it continues, the day will ime when the enemies of education will aly need to point to the results of our ; ce school system to find a potent arguicnt for its destruction. Union-Herald. In his speech accepting the uomlation for Governor of Ohio, Governor Hen, said: "He heard old, grey-headed j emocrats say to-day that they would j ot be satisfied with less than fitty thou- 11 aid majority this fall. The ticket wou'd ! " e pent before the people with the annua ' T victory obout it. The ball hud been j :t rolling now, and victories were in I ore for the Democratic, party for fifty | ears, and they would all live happy and j ic happy, and go to heaven in a body." i The Edgefield Adtertiter does not seem! ) be satisfied with Judge Carjvjnter.it, lys; "Two ttrms have passed since the rand jury jue-ented the county commisiouors and other county officers for ia! feasance (or steal-age) ia office, and n steps have been taken to bring them o trial. Now wliosn duty is it to do ids? Primarily, it is the duty of the iolicitor to indict, but it is the business if the Judge to see that the Solictor docs ds duty. That the Judge has negiccrcu o do-and the^e are the facts that jircsent udge Curpenter. 'Iinnkle, the Solicitor, < las not sense enough to convict tire devil n his own < oufession, and Carpenter, w!'o las the ability, nukes no effort to.bring dm up to the mnrk." And when the irisoners broke jail it adds; There were 1 >nly five convictions obtained at the erm just jiast, and we earestly condole vith "the Court" at the loss of four-fifths if the fruits of its labors. The prisoners ind been on shott faro forsome time, beef ights and molasses being their customiry diet; and when lights were scarce, the ailer made them "lick h-ll out of molasses." The colored murderers, Dennis Bunch ind Genrge llardee, were executed in , Charleston at two ji. m. last Friday. I he former, who was a policeman, mur 3ered John Donoghuc, an Irishman, and \'so a jnoliceman, last December, and the latter murdered a colored man in a country frolic hist 4th of July. Botli were sentenced iu February last to be hanged April 19th. They Merc respited by Governor Chamberlain for one week, and the Lieutenant-Governor, granted a fur tlier rcsjiite till May 28th. When that . lay arrived, the Sheriff declined to exe jute t lie condemned men on the ground! !hat the last respite was illegal. They I ivere, resentenced on the 7th iast I ~>y Judge llccd to be hanged I in the 2:ld inst. The execution was jltblie, and was attended by a crowd of nany thousands, among whom the most ntense excitement prevailed.
