The question has been raised in many counties as to whether warrants for the pay of school teachers nro required by a recent law to be paid by county commissioners clucks upon county treasurers. The letter of the law seems to require the county commissioners to act upon payments of everv kind and <1< made by treasurers, but the spirit and intent of this law and all'previous legislation is against such a requirement. It will work hardship to our teachers without protecting the school fund. After getting three tiustcea to sign their warrants, and then hunting up the school commissioner and getting his signature, they must now present it to the county commissioners when in session and get a check, if the law iR strictly const r ucd.
