The rcccat decision of the U. S. Dibtilct
Court in the matter of titles to property
acquired at Direct tax sales during
ihc wnr and which was argued last week
iu Churltscn, can scarcely bo regarded as
r. dccisicn fen. shade wing a decree as to
rlieir validity "by the Supreme Court before
whom an appeal lias been taken.
The court declined taking exception to
alleged irregularities in the manner and
form of conducting the sales or of holding
jurisdiction over the nice questions
involving the constitutionality of the acts
:.uthorizmg them. An appeal was taken
from the decision rendered, which was a
ccree simply upon the nn iits of the facts

The questions in the issue of
these cases are of vital importance to the
w hole section of the Sea Island Coast that
fell into|the hands of the Government
during the war. The whole amount of
tr.x levied upon the State of So.* Carohr
a as her quota of the war. tax by the
v'enl. Government was realized by the
tale of iheee properties upon the coast,
w hich, from their exposure, fell a prey to
this purtial legislation and upon those
who in {heir absence, were powerless to
restrain. > Commissioners
were sent down to
survev oud lay off the abandoned properties
aud they were disposed of by the Govirnment
agents under authority of the
several acts passed from time to time, and
-the tax thus raised was placed to the
<redit of the whole State by whom the
quota was Bnid to be due. At the termination
of the war the former inhabitants
who had been ordered from tlieir
homes by the Confederate Government,
returned to find them held and occupied
"by others and themselves homeless, amid
their former possessions and which had
"been alieniated during their enforced
absence. For fourteen years tiny have not
until now eyen bad an appeal from the
action of the Tax Commissioners and
their properties have been held by
purchasers under the Government tax sale.
To our minds it matters not what may
l>c the decision arrived at, either upon
the facts or upon the law, there can be
but one action of the Government that
will give stability to the titles acquired
under the operations of the Direct tax
i.ets, or that will insure a well
confidence in theii validity. We do not
bee how it were possible fof 'tbe Governineut
to retroveree its action so far as the
present holders arc concerned, and an indemnification
of the former owners in
? consideration of their quit claims would
sec in to lie the only method of adjustment
feasible, >?s it might be the only
one even partially just and equitable.
To admit nothing of our grave doubts
of the permanency of our modern society,
the chain of titl?s thus arbitrarily broken |
and unestablished must always operate;
prejudicially to the present holders ot
pr< perty thus aoquirt d and render their
nnurc to say ine lepst unsatisfactory
^ and precarious, whether with or without
reasonable pretest. '1 he questions involved
are too intricate nnd the fundamental
principles of the laws of succession

For sometime past the friends of the '
Port Royal Rail Road have been looking 1
forward to the meeting of the stockhold- i
ers, on Wednesday the 5th ir.st, with j
considerable and painful interest. No j
divjdends having been dcclnicd since tlie
completion of the Road and no wages
having been paid to employees for i
the past four months were sufficient
causes for the universally expressed '
desire that the May meeting should re- \
form nbuses of power und provide means i
to secure to laborers and other employees j
of the Road prompt payment for their
hard and justly earned wages.
In prosperous times it is quite a hard .
ship to v in en who arc altogether dependent
on their labor to do without nt least
monthly payment, but when wc take into |

pression and the impoverished condition
of this section we feel unnhle to name;
the amount of suffering and privation |
endured by this useful and important J
element during this long period of non-j
payment. It appears almost miraculous {
how men of families who are engaged
in this calling have been able to keep
the wolf from the door while working so
long on bad promises. To udd to the
importance of the occasion at ten o,clock I

wharves freighted with the beauty of

tur.ity to stockholders to share the pleas j

Upon our entrance at the 6 p. m. meeting
we found the most prominent and impos-j
ing figure to be Thos. P. Branch the I
President. I had often heard him |
roundly abused by Bail Bond men and i .
iniagiaed that he wus a hard featured |
closcfistcd man, whose haggard counte j J
nance plainly showed the ill effects of | .
avarice, speculation and excessive mental (
toils. But in the lull and handsome j
countenence of the ologantly dressed and j
portly individual who was pointed out as the
late President of P. R. R. I saw
every evidence of a light heart and full
purse, fair, fat, saucy and forty. And to
judge from the ensv and almost flippant
manner with uhch he treated the civil
and necessary questions of his experienced
and able opponents; we were almost
made to believe that we were intlve pres- i
ence of modernized Nero who could jov-1
I fully strike the chords of mirth while his I
j Rome was in flames.
We do not know n udi about Rail :
Reading, and to judge from the experience!
of Port Royal Rail Rend men are not '1
anxious to obtain this class of knowdge,
but we were surprised thar Mr. Branch
was not r?-ady and anxious to give a full
and detailed report of his administration.
It is possible that It's nport would
have rivaled Ci nsar's Gallic note in brevity
had it not been tor the prompt "time',

We are acquainted with a few of these I
stockholders and know th:m to be gentlenun

especially is amply qualified to fill any
position of trust or profit, but we are

A glorious field is opened lor the exertions
of the present Board. The primary
object in view, in i he construction of this
road, was the development of a much
weeded deep water Sea put on the Atlaunc

Board will evidently be directed to the
