DISTRICT SCHOOL MEETING.
On Saturday Inst the adjourned special
?. hool meeting was held in the Council
I'bamlier, with a much larger attendance
than on the previous occasion.
Mr. Langley, in behalf of the Trustees,
: ated in a clear and concise speech why
1. was urged tlint the vote at the annual
i .oeting in June by which a one mill local
t x was raised lor past indebtedness
mould be so altered as to admit of its being
used for current expenses, provided
that the past indebtedness could l>c paid
lii>m other sources. The district has
t>! paid claims to the amount of some
i . enteen hundred dollars which it is ceri
.inlv desirable to have paid as soon as
] ssible, but by an Act of the Assembly in
J74 the poll tax of the County is to be
vie voted to the payment of past due claims
it roughout the County ami a certain pro
portion of o state tax of 3-4 of a mill is
to bo added to tlio poll tax for the same
"rpose. In all probability then, the
debtedncss can be paid without recourse
I -ting had to the local tax levied for that
I Mr pose, and as this latter, if found to be
mperfluous can be controlled by the people,
while the poll tax and State appropriation
would havetp be made available by
an Act of the General Assembly a year
hence, the Trustees recommend thatsuch
action be taken by the voters of the District
as wohld enable them to epply the
money to the schools of the current year,
if it proved to be unrequired for the payment
of the past debt.
This reasonable suggestion met with
considerable opposition. Robert Smalls
professed his desiro to do what was to be
for the best interests of the school district
but expressed his fear that to alter
the action of a meeting held so long ago
as last June, would be establishing a bad
precedent. He thought it might make it
possible after an annual meeting liad levied
a tax, for some small gathering, to repeal
the tax altogether, and leave the
schools without support. The ex-Senator
seemca to lgnoae trie luct that no meeting
can ever be legally held without
widely circulated notice being given oi
its purpose ten days previous to the time
of such meeting. Still more startling
was his ignorane of the fact that ninety thousand
dollars had been levied collected
and already appropriated for the payment
of deficiencies of school claims by paragraph
2 sec. 4 of the Act approved March
10th 1875. Having but just giunced over
the law a few minutes before the meeting
he was not sure hut that the course urged
by Mr. Langlcy might be all right, but he
evidently did not advocate it, und hoped
that others who were present would give
their views; he would like to hoar from
the School Commissioner who was paid
to become familiar witli the school law.

cncy, and then it is that the salmon ami
trout enter them from the ocean, impelled
by the instinct of reproduction. Tarry
ing but n short time iu the lower parts ol
the streams, they quickly make for and
reach the liead-wuters, and here in these
remote and deserted retreats it might hi
supposed they could bid defiance to the
rapacity of maukind,but it is just in these
localities on the contrary that they find
themselves peculiarly exposed and helpless.
In the late summer .and early
autumn the rivers are generally low,
quite brook-like in comparison with tlicii
former selves, and the fish find themselve*
penned up in pools, separated one front
another by stretches of broad and shallow
rapids often but a few inches in
depth. From these pools is no esenne

in them no safety from the cruel
spear and devouring drag-net. The
salmon too, at this season have become
dull and sluggish (iho act of spawning
being an txhaustivc process) and are
quite incapable of that celerity of move
ment whicli distinguishes them when
fresh run from the ocean. They only
desire to be let alone and suffered to perpetuate
their species, and this boon long
denied them, thay now enjoy to the
fullest extent that severe statutes enforced
by Government officers can command.

captured in violation of Government
regulations is made a penal offence, and
the offending party on eonviction, is
mulcted in a heavy sum This is all as
it should be, and while depriving the few
of the privilege of destroying unhealthy
