^Ve understand that a very narrow
policj is being pursued bj the municipal
authorities of Port Royal in discriminating
against non-resident stevedores by
% doubling the license tax for carrying on

To avoid incuHng more Indebtedness
he schools will have to close at the end
ftbe month in Beaufort, Coosawbatclre
nd Robert Townships and probably in
.awton, Peeples and Sheldon.
The act to repeal the law designating
ffleinl newspapers, passed the second
eadir.g in the House, and otir Beaufort
tembers had a word to say on the sulvsct,
. Mr. BnmpfleldJ moved to strike ,
ut the enacting words, .because he
hought it the duty of the Legislature to
aster and encourage Republican nuwsapers.
The mete* mention of " Republian
aroused the memiiers into opposition. 1
Tom Hamilton denounced the present
ystem as a most iniquitous one. Under
bis system, said he, the administration
light be rotten with corruption, and the
apers which were supported by it would
eep silence and ttot expose the corruplon.
There was an instance of this in
Columbia where the papers wetesupportd
by the administration. These papers
rould paff up the deeds of the officials if
hey were as black at hell. So it Was
rith moet of .the county Republican
tapers. They were all, owned or conroiled
by sheriffs, senators and county
reasurers, and were kept alive obly by
he exorbitant prices they charged for
ifflcial advertising. '
Mr. Miller advocated the passage of
he bill. He had no confidence in Re ublican
newspapers. Just as long as the
ystem continued so long would rascality
.nd official misconduct continue to be
loaked and hidden. As a general thing
te noticed that Republican editors were
inly Republican editors for bread and
>utter. If the Republican pa; ty had not
ufficient brains in its own ranks to pubish
and uphold a Republican paper that
ros fit to read, without having to depend
or its existence on ollicial pap, then it
light not to have a paper.
?1 r .
We are in'ormed that the County
treasurer says that the reaain fJie figures
pven the County Commissioners and
hoes giwn the Comptroller-General don't
gree, is because the school tax is counted
a the report to the Commissioners. As
re wish to give him his due we will
jive his statement publicity and we wit!
ry and figure some more ss we hoDe to
ring bis figures out all right. He says
re dsn't know what we are talking about,
Ut we think we shall convince him that
re are not making statements that are
rithoat foundation.
He reports to the County Commission-1
rs ae the tax on all property, $28,872.05,1
his is five per ceut on the a^sessmmt for
he year 1873, ($6,074,409.87) with the
ddition of $107.87 as additional assessment.
To the Comptroller-General he
eports assessment for County purposes
$86,598.64, an excess over that reported j
he Commissioners of $8,221.59. He does
idt report the amount of fines, licenes, &c.
o the Comptroller-General, and so he
nnst count it in as original assessment,
rhe amount of fines, licenses, Ac., reportd
to the Commissioners amounts to
19,187.88 which added to the assessment
parted to County Commissioners makes
>87,509.48, or an excess over the report
o the Comptroller of $915.T9.
Now what lias the school tax got to do
vith this? It was necessary to report
no re to the Commissioners than to the
7omptro'ler-Gener;il as the Treasurer de
lucted from his collections to the County
Commissioners $1,250 for commissions,
nd in his report to the Comptroller
le only deducts $500 as commissions.
The other figures mu*t make up the difirence
some how.
