The County Treasurer was asked for
his report and replied that he was not
required by law to make a report but
once a month, as he had reported enough
on tha 15th of January he considered
that sufficient.
Mr. Waterhouse questioned whether the
Commissioners had a right to advertise
for proposals for March without another
thousand being reported to them, as the
report referred to would not cover the j

The proceedings of the County Commissioners
this week were of little interest.
At the mectiDg of Monday nothing
was done. On Tuesday the only business
before ths board was the complaint of a
colored man, who claimed that he had
been working a year and a half to pay a
doctor's bill which he thought had been
paid by the County. Upon examination
it was found that the county had not paid
it, although a certificate for part of the
amount bad been issued but never delivered.
Several road overseers presented
their claims but owing to the treasurer
tailing to make a report no checks could
be issued. One poor fellow was induced
to deposit a dollar he had collected from
a delinquent road worker, with the treasurer,
and came to grief when he found he
could not tret his bill paid.
As the meeting was without a report
the clerk suggested that the board call on

who visited the office, tor a report in the
absence of one from treasurer ITolines.

As the expenses of the present term of
Court are estimated at from three to tour
thousand dollars it is a conundrum for
one to solre how it shall be paid from the

Tuesday, Feb. 2nd. The verdict of
the jury in the case of tho State vs. Thop.
Wright, charged with murder, at Hilton
Head, was manslaughter. The two cases,
the Mate, vs. A.E. (twi ns violation Civil
Rights which have at a previous term of
the court resulted in mistrials, were, with
the assent of the court nol-prossed by the
Solicitor.
Wednesday. Feb. 8rd, the case of the
State, vs. Joseph Hutson, charged with
malicious trespass, he having shot a valuable
horse, the property of (7. O. Martin.
Jury returned a verdict of guilty.
In the caseof the State, vs. Scipio Bryan
charged with the murder of March Legree

jary after an absence of less than twenty
minutes, returned with a verdict of murder.
Thursday, Feb. 4th, in the cnso of the
State, vs. Klijah Atkins, charged with the
murder of Thomas S. Behn in June last,
the prisoner was arraigned and tried, he
was ably defended by James W. Moore,
but the jury composed exclusively of men
of his own race, returned a verdict of
guilty, after being out about two hours.
In the ca^e of the State, vs. Ilenry
McMillan, charged with grand larceny,
he having stolen in money and a si'ver
watch fh>m Ishmael Chaplin, came up for
trial in the afternoon; the prisoner was
defended by Thom;iS B. Wheeler, who
tried hard impeach state witnesses,
his efforte in this direction however,
were evidently thrown away as the jury
returned a verdict of guilty aftw a brief
absence.
in the caee of tita State, vs. Martin
Redmond, charged with assault with
intent to kill, jury returned a verdict of
guilty.
Juege Maher gave the Grand Jury the
following instructions:
The present board of County Commis
sioners in composed with one exception,
of the same members as the former board,
and the last Grand Jury in their presentment
spoke highly of the efficient dischaige
of their duties as Cbminisiioner.%
Tba duty of the present Grand Jury is to
examine the attain of the office and ascertain
that monies specifically appropriated
have not been diverted from their proper
channels. That the 3 mill tax for County
purposes must be applied only to the
liquidation of expenses incurred during
the fiscal year commencing Nov. 1, 1874,
and ending Nov. 1, 1875, and that any
specific levy for past indebtedness must
be applied to that purpose alone. In
respect to Trial Justice courts His Honor
sought to impress upon the Grand Jury
the necessity of careful scrutiny of their
official acts. To see that all fines imposed
by them were turned over to the
County treasurer and not retained by the
Trial Justice towards satisfaction of any
claim of ttieir own against the County.
Any violation of this plain law was punishable,
and it was the duty of the Grand
Jury to present my Justice thus fouad
guilty, also that if the jury were informed
aud believed that any trial justice was in
the habit of breeding prosecutions with a
view to the iucre&se of his fees, he
should be orv '-eutcd.

guilty of the whole count.
In the case of the State, vs. Rueben
Russell, charged with burglary and larceny.
The jury returned a verdict of not
guilty.
The Judge ordered the release of Andrew
Reed, Nelson Mikel, Painter McNiel
and Ceesar Hamilton charged with murder.
Friday, Feb. fltli, In the case of the

guilty of manslaughter.
Saturday, Feb. 6ih, In the case of the
State, vs. Tom Davis, charged with burglary
and larceny, the jury returned a
verdict of guilty of the whole charge.

White, charged with selling liquor without
a license, the jury returned a verdict
of guilty.
in the case of the State, vs. Qsorge
Bellinger and others charged with malicious
trespass, the jury returned a verdict
of guilty.

for rape and acquitted. Airy and others
