The February number of that standard
and popular Magazine the Atlantic
Monthly, is upon cur table and fully
sustains itself as one of the most entertaining
of onr miscellauies. The present
number is particularly a strong one
scarcely less so than the first number of
this year. We recommend it to our readen
as full of most interesting matte?. We
were about to single out some of the most
attractive of its chapters, but there is not
one that is not from the pen of the
most vigorous writers of the times and
charming and delightful in the extreme.

Mr. Editor:
In support of our position that Govern
meet has not dealt fairly by Army and

the fact that buyers were totally deceived

City of Port Royal on the Island of

At that sale it was r presented that the
Government would shortly establish s I
Navy Yard and Military Station at that
point, thus driving purchasers assurance
that their lots must possess some value
in the future, even if expectations concerning
the rapid growth of a new metropolis
failed of realization. Other glittering
generalities were indulged in by
way of interlude, not forgetting reference
to that clause of the title guaranteeing a
tale in fbreeldture far the benefit of the
purchaser. After the attending crowd had
been sufficiently plied with the certain
advantages of an investment in this Qoomrnmant
speculation the lots were offered,
v not at values determined by the judgment
of intending purchasers, but at
upset prices fixed by the United Btates
Commissioners themselves, and below
wuicu uui u utu wouia oe entertained.
Many persona considering these values
exorbitant, as in truth they were, dcc'imd
invest lug; others ventured, and at that
sale the Government actually obtained
several thousand dollars in exchange for
the customary titles reciting the transfer
to individuals of lots embracing in all
not over ten a< res of laud situated on a
barren sea beach, whose only tenauts
were the white-winged sea-gulls, ano
which territory the aforesaid rovers have
maintained quiot possession of up to the
present hour.
Government got the money, and what in
the name of common sense did the purchasers
get for their money?
Hear the decision of our modern Washington
Solons, a decision arrived at after
years of investigation of this knotty question,
and wni- h has received as Heff re mentioned
the quasi endorsement ot Congress.
They say in effect, "Messrs. Army and
Navy Purchasers, it is true we received
and still hold your monies. It is true
we issued to you titles purporting to
afford your interests some degree of
protection, but this was all a mistake, a
pure oversight; all we intended to offer
you, and all we did offer you in return
for the money paid down, was the privi ,
ledge of erecting tents, sit unties, &c., on
your strips of sea beach and of personally
occupying or sub-leading the premises '

Mow nothing can be more certain than 1
this, if at the time of the original sale the <
conditions of the sale had been distinctly
and squarely stated in accordance with
the more modern Washington understand- 1
ing of the transaction, not a dollar !
would hare found its way into the Govern- i
ment coffers. The truth is, that this late
Washington iner;.rotation of this sen. s of
transactions is a pure afterthought, adopted
with reference to the supjH>sed political
exigency of putting a ?top at once to
all further sale otlands in tlie Southern
States, whether stipulated in the bond or
not. Hence the monstrous injustice on
the part of the Government of taking
large sums of money (from two to ten
times the present cash value of the lota
sold) and giving nothing in return
