Under the Act of 10th April, 1803, I
a central distillery was establish at
Cnl nmhin nnd the helow named agents. 1 -
all of whom have filed their bonds in
this departments, were appointed in the I
several Districts and Parishes, to sell j
spirits to applicants under certain ri-gul
ations,viz: , |
1st. The spirits are delivered by
this department only to regularly bonded j
agents, who alone are authorized, to sell j
and distribute the same, for currcut ;
funds.
2d. The spirits are to bo sold only !
for strictly medicinal purprvc, and only
on the.certificate of a regular practising
physician that they are required for
strictly medicinal purposes; and the
written pledge of the purchsor (which
must in cases be taken) that they are so
required, and will be so used. |

lowed to charge an advance of more than
25pcr cent, on the cost of the spirits, ; s
(which is ?5 pgr gallon for whiskey, at; i
the distillery,) as per gallon section 3,
Act 10th April, 1803, the language of;}

apothecaries, physicians, or other per- t
sons, who shall purchase or procure any j
portion of the alcohol or spirituous li-; <
qucrs distilled by the authority aforesaid,
to resell or dispose of the same, in

for any other than strictly medicinal
purposes, or at an advance of more than j t
25 per centum on its cost and any per-; t
son who shall bo deemed guilty'of a.l
misdemeanor, and, on conviction, be imprisoned
for any time not exceeding six
months, and fined in any sum not exceeding
five hundred dollars.

men from this State who have fallen or died

whose fiends may furnish me with the necessary
materials for such sketches.
The plan is this: The friends of the deceased
soldiers desiring a place in this work
will forward to me the necessary information
to make up for publication the biographical
sketches, or send jnc the notices *hey wish
inserted, when thoy will be revised nud
compiled for publication. Each biographical
sketch must be accompanied by the uanic
of at least one subscriber and Ten Dollars to
to defray the expenses aud labor involved in
the preparation andeompilation of the sketches,

IT BEING EVIDENT. FROM REPORTS

for the support of the families of soldiers (

State Service," that said boards cannot
furnish bags, boxes, barrels, &c., .for the
purpose of transporting any excess over the
average supply from any section of the State L
to such Districts or Parishes as may be en- ^ ?j
titled thereto under the 4th section of said ' 1
Act, and in order to prevent any loss or waste t V.]
of gram, salt, Ate... ana to carry into encci \
the provisions of said act, the following Herniations
are adopted and published, under
the instructions and .with the approval of His
Excellency th'c Governor: .
1. That all such excess of grain, salt and " .
manufactured articles as, upon the general
apportionment, to be made as soon as the
Returns of the Hoards of reHcf arc completed.)
shall be forwarded by Fk\rD?xrds to Col. Richard
Caldwell, Commissary General of the
State at Columbia, who will Receipt for the
same, iTnd provide all bags, boxes, barrel, &c., .
necessary for fhe purposo aforesaid, and
distribute the tax in lvind according to said
apportionment ' in proportion to the number
of individuals to be relieved*' within this
State.
2. That the Said Boards be required to forward
Railroad Receipts for the Tax in Kind,
immediately upon shipment thereof, to fhe
Commissary General, who willj>ay all expen- .
scs and keep an ncount thereof, charging
each Board in whose favor nnv excess of Tax
in Kind shall he ascertained to be due,
which amouut. shall he deducted from the
portion due such Hoards for the value of
articles commuted, an apportionment of
which will he made when the Returns arc .

The Hoards arc hereby required to pay ^
into the Treasury of the Division to which * v
tliey severally belong, all sums of money
received by them by way of commutation,
which, in conformity with the opinion of tho
Attorney General, can only he allowed in
cases in which the specific articles taxed cannot
now be procured or used for the benefit
of soldiers' families.
4. The officers of the several Hoards of lie- *. ',
lief are earnestly urged to give, immediate
attention to these.Ucgulatious, and to cominu
nicatc with the Cjommissary General in relation
thereto, as well as to forward (as heretofore
requested) forthwith to this Office their
fullTteturns, so that the apportionments abover
referred to may" be made at an-early day. /
5. Under the fore going regulations, and in
this way alone, it is hoflcd and believed that,
the intentions ofthc Legislature to afford aid
to the families of our noblh soldiery, will be . promptly
and equally extended to every Dis
trict and Parish in the State.
