II. The Commissioners of the Roads and the authorities of the towns and villages within the judicial Dis tfiots of Laucnster, Kershaw. Chesterfield, Marlboro, Darlington, Marion. Sumter. Owners whose slave have recently been impressed or whose slaves may have been iinpreesed be'ore the day when this labor is required, are not entitled to credit under this call for such impressed labor, unless they have hitherto furnished their respective qu tas. For those who have hitherto been in default, it is both legal and just that the impressed labor should no to tin credit of the past calls which thoy tailed to respond to?not to the present call, for this would give.thotn the advantage over those who liftv? answered to all the calls. V. Ueceipts, will be given for tho negroes at the Depots and assessments in duplicate are made of the value of tho negroes before they are put to work. VI. (twiiers are requested to furnish their negroes with spades or shovels and three days' rations. VII. Parties who hire substitute, in order that all parties may be protected. VIII. It is further ordered, that on and after the 25th inst. no slave will be permitted to trado or offer anything tor sale, after sun down, within the corporate limits, without a written permit from those having authority to grant it; and any slave violating the Ordinaneo or the order will bo punished to tho utmost extent of the law. . To the Citisens of Charleston and the People of South Carolina gene/ally, and to the Fanners and Planters especially, J'rvni the mountains to the seaboard The Free Market of Charleston, one of'the noblest , and most useful charities extant, after more than a twelve mouth of successful operation, is in danger of suspension and even linal stoppage. It is an institution. founded by private patiiotism and benevolence, endorsed by the city authorities of Charleston, and recognized and encouraged by the Legislature of the State. Its great and higli'y useful purposes is to supply provisions, free of expense, to the needy familias of soldiers and seamen, lighting the battles ol their country, or dead in her service; and upward of eight hundred families depenu on its bounty lor their daily bread. It has become n great public necessiiv. and it is tho duty of every christian ami patriot, male and female, rich and poor, young and old, to contribute to its support, in proportion to means and ability?the rich man out of h;s wealth, the poor man out of his poverty, the widow with her mite?every large stream should pour, ever}* little rill trickle its refreshing waters into this great reservoir of patriotic benevolence, to ho dnpensed in God-blessed bounty to the wives ai d children, the widow* and orphans, the sisters and other female dependents, of our brave soldiery and senmen. The tinal stoppage, or even the suspension, of this charity would be one of the direst calamities that could befall our City and State?it would inflict dis tress, eulVering, and even starvation on numbers now comfortably fed by its bounty, and perhaps, lead to bread-'iots, in our conservative city, to her serious injury and deep disgrace. Come, then, fellow citizens, to the rescue, promptly, liberally, efficiently, and not only save the Free Market from destruction or suspension, but sustain it. in healthful vigor, as a God blessed and man-blessing institution. Let donations in money and in kind pour in lavishly from every quarter of the City and State; and the consequences will he happy indeed. Not only will bread, and meal, and meat bo sustainingly furnished to soldier's and seamen's families, but the heart of tho wm-rirw *?-;u i.? 1 sheered nn<l his arm nerved to victorious battle against the vandal and ruthless Top, by the comforting conviction that his wife and little ones are patriotically and sufficiently cared for, by their fellow citizens, at home. Let our farmers and planters especially, in every section of the State, send liberal supplies of vegetables and provisions, from their gardens, their fields, their barns and their smoke houses; and swell to overflowing the great reservoir of Free Market charity.
