and Inspector-General of the State that
they have claimed exemption from Confederate
servico under the law of the State, before the
Confederate Enrolling Officers, in pursuance of
the proclamation of his Excellency the Governor,
of the 4tl? instant, should not only state
that they have made their claim of exemption,
but that it has been denied, and that they have
been arrested for said service. The object had
in view is to take the necessary steps to bring
any cause, in which the issue has been made,

15th iust., the Ordinance forbidding slaves hiring
their own time or keeping shops open in the Town,
will bo fully enforced.
It is further ordered, that on and alter the '25th inst.
no slave will be permitted to trade or offer anything
lor sale, after sun down, within the corporate limits,
without a written permit from those having authority
to grant it; and any slave violating the Ordinance
or the order will be punished to the utmost extent of
the law.

Assembly provides for the organization of Slate Troops,
with which such companies may interfere; and no persons
who has been dratted for service iu the six
month's Regiments, or who is liable to service in the
organization of State Troops provided for by said Act,
can become a member of any company formed under
said Act of Congress.

Parishes and the authorities of the cities, towns and
villages within the judicial Districts of Charleston, Col- w

Saints, tire hereby required forthwith to summon all v
persons in possesion of slaves liable to Road duty ^
within the limits their authority, to deliver one-fourtii
of their slaves liable to such duty at the Depots nearest
their owners residence, on 'Wednesday, 14th day
of October prox., at 10 o'clock a ni, there to await
transportation to Charleston, for thirty days'labor on i
the fortifications. ?.
II. The Commissioners of tho Roads and the authorities
of th- towns and villages within tlie judicial Dis
triots of Lancaster. Kershaw, Chcstorfield, Marlboro,
I hiriiiigton, Marion, Sumter. Clarendon, Williamsburg
and Ilorry, including,?Upper All Saints, are
hereby required forthwith to suinmou all persons in

slaves liable to such duty at tho Depots nearest their

III. Under this call, the Commissioners of Hods
and Town Authorities will allow credit to all owners
tor the labor they have furnished above their quota,
whet her the sa ne was volunteered by tho owner
under the request of the Confederate authorities, under ^
the Proclamation of the (governor, o:, as was the caso
in July-eali upon Second Division, was detained in
service beyond the thirty days requited.
IV. Owners whose slave have recently been impressed
or whose slaves may have been imprccsed bc'ore
the da}r when ihis labor is required, are not entitled
to credit under this call for such impressed labor,
unless they have hitherto furnished their respective
quotas For those who hqve hitnerto been in default,
it is both legal and just that the impressed labor
should go to the credit of the past calls which tliey
failed to respond to?not to the present call, for tins
would givo ihem the advantage over those who have'
answered to all the calls.
V. lleceipts, will be given for tho negroes at the
Depots and assessments ill duplicate are made of the
value of the negroes before they are put to work.
VI. < >wners are requested to furnish their negroes
with spades or shovels and three days' rations.
VII. Parties who hire substitute, in order that all
parties may be protected.
VIII. The Acts of the Legislature Iihvo now been
distributed, and tho Commissioners of the Roads and
the Town Authorities can now thoroughly inform
i themselves of their important duties in connection
with the subject.

FREE MARKET OF CHARLESTON.
To the Citixtns of Charleston and the People of South
Carolina genet ally, and to the Farmers and I'lanteis
especially, from the mountains to the seaboard
The Free Market of Charleston, one of the noblest
and most useful charities extant, after more than a
twelve month of successful operation, is in danger of
suspension and even linal stoppage. It is an insli ution,
founded by private patriotism ntid benevolence,
endorsed by the city authorities of Charleston, and
recognized and encouraged by the Legislature of tho
State. Its great and higidy useful purposes is to sup.
ply provisions, free of expense, to the needy lanolins of
soldiers and seamen, lighting tho battles ol their country,
or dead in her service; and upward of eight hundred
families depend" on it* bounty lor their daily bread.
It lias become a great public iiecessitv, and it is the
duty of every christian and patriot, male and female,
rich and poor, young and old, to contribute to its sup
port, in proportion to mean* and ability?the rich man
out of li s wealth, the poor man out of his poverty,
the widow with her mite?every large stream should
pour, every htt'.o rill trickle its refresl ing wat? rs into
this great reservoir of patriotic benevolence, to he
dispensed in God-blessed bounty to the wives aid t
children, the widows and orphans, the sisters and other
female dependents, of our brave soldier^ and seamen.
The final stoppage, or even the suspension, of
this charity would be one of the direst calamities ilint
could befail our City and State?it would inliict dis
tress, sulfering, and even starvation on numbers uow ,
comfortably fed by its bounty, and perhaps, lead to
bread-nots, in our conservative city, to Iter serious iujury
and deep disgrace. Come, then, fellow citizens,
to the rescue, promptly, liberally, efficiently, and not
only savo the Free Market from destruction or su.vp?-nsion,
hut sustain it, in health.'ul vigor, as a God blessed
and man-blessing institution. Let donations in
money and in kind pour in lavishly from every quarter
of tlio City nnd -^late; and the consequences will
be happy indeed. Not only will bread, and meal, and
meat be sustainingly furnished to soldier's and soainen's
families, but the heart of tho warrior will bo
cheered nnd his arm nerved to victorious battle against
the vandal and ruthless foe, by the comforting conviction
that his wife and little ones are patriotically and
sufficiently cared for, by their telloiv citizens, at home.

tion of the*State, send liberal supplies of vegetables
and provisions, troin their gardens, their fiekte. their
barns ai d their smoke houses; and swell to overflowing
the great reservoir of Free Market charity.
Charity is twice blessed?it blesseth, him that gives
as well as him that receives?and blesses the giver
oven more than tho receiver
Come up, tlion, one and all, to the hallowed work,
and not only earn the soldier's and seamen's undying \
gratitude, but lay up trea>ure in Heaven, where neither
moth nor rust doth corrupt, nor thieves break in
and steal.
