FREE MARKET OF CJIARLESTOX.
To the Citizens of Charleston and the People of South
Carolina generally, and to the Farmers and Plan ten
especially, from the mountains to the seaboard
The Free Market of Charleston, one of the nobleel
and most useful charities extant, after more than a
twelve month of successful operation, is in danger trl
suspension and even final stoppage. It is an institution,
founded by private patriotism and benevolence,
endorsed by the city authorities of Charleston, and
recognized and encouraged by the Legislature of the
State. Its great and highly useful purposes is to supply
provisions, freo of expense, to tho needy familias ol
soldiers and seamen, lighting the battles ol their country,
or dead in her service; and upward of eight hundred
families depend on its bounty for their daily bread.
It has become a great public necessity, and it is the
duty of every christian and patriot, malo and female,
rich and poor, young and old, to contribute to its pupport,
in proportion to means and ability?the rich man
out of his wealth, the poor man out of his poverty,
the widow with her mite?every large stream should
pour, every little rill trickle its refreshing waters into
this great reservoir of patriotic benevolence, to be
dispensed in God-blessed bounty to the wives ur.d
children, the widows and orphans, tho sisters and other
femule dependents, of our bravo soldiery and seamen.
The final stoppage, or even tho suspension, ol
this charity would bo one of the direst calamities thai
could befall our City and State?it would inflict dis
tress, suffering, and even starvation on numbers now
comfortably fed by its bounty, and perhaps, lead to
broad-riots, in our conservative city, to her serious injury
and deep disgrace. Come, then, fellow citizens,
to the rescue, promptly, liberally, efficiently, and not
only save tho Free Market from destruction or suspension,
but sustain it, in healthful vigor, as a God blessed
and man-blessing institution. Let donations in
money and in kind pour in lavishly from every quarter
of the City and State; and the consequences will
be happy indeed. Not only will bread, and meal, and
meat bo sustainingly furnished to soldier's and seamen's
families, but the heart of the warrior will be
cheered and his arm nerved to victorious battle against
the vandal and ruthless foe, by the comforting conviction
that his wife and little ones are patriotically and
i sufficiently cared for, by their fellow citizens, at home.
Lot our farmers and planters especially, in every section
of the State, sond liberal supplies of vegetables
and provisions, from their gardons, tlioir fields, thoii
barns and their smoke houses; and swoll to overflowing
tho great reservoir of Free Market charity.
Charity is twico blessed?it blesseth him that gives
as well as him that receives?and blesses the givei
even more man mo receiver.
Come up, thon, one and all, to the hallowed work,
and not only earn the soldier's and seamen's undying
gratitude, but lay up treasure in lleavon, whore neither
moth nor rust doth corrupt, nor thieves break in
and steal.

I. TO C A RliY INTO EFFECT TIIE FOREGOING
Proclamation of his Excellency tho Governor, it is ordered
that the following Voluutoor State Trnops be
accepted iuto service viz*. .
One Regiment of Mounted Infantry, to consist o
ten companies; two companies of Cavalry and one company
of Flying Artillery. The companies of Mounted
Infantry l?> consist of not less than seienty eight (18),
and not more than one hundred men, exclusive of commissioned
officers' of Cavalry, to consist of not loss
than sixty (60), and not more than eighty (80) men,
exclusive of commissioned officers; And the company
Artillery of not less than eighty (80). and not more
than ono hundred (100) men. Axclusive of commisstoned
officers. When the companies of Mounted Infantry
and Cavalry have been organized and accepted
Field Officers will be elected under orders from this
office. ?
II. The Companies authorized to be raised under
the preceeding paragraph of this order, will be composed
of effective men who are over tho age of
sixteen years, who are not subject to, or who are exempted
from Confederate Conscription, and who do
not belong to the organisation lately ordered of troops
for local defence and six months special service. These
troops will be armed by the State?the artillery to
have a battery of four pieces?but they wiil provide
themselves with horsea. Their pay (to begin when
they are ordered into actual service! will be the same
as that allowed in Confederate service, including forty
cents per day for each horse. They will hold them
selves in readiness for the field at a moments notice,
and to do service in any part of the State under the
orders of the Governor. The Companies will be accepted
in the order in which their rolls and lists of
officers are presented at tins office, and they will be
attached to the Militia Regiments in which they are
raised until ordered into actual service.
III. In addition to the above organization, companies
organized in accordance with the Act of Congress
of the 13th November, 1862, herewith published, will
be accepted on furnishing their rolls, as required by
s.?id Act; and one of the said companies in each Judicial
District, consisting of not less than eighty men,
exclusive of officers, and having its place of rendezvous
at the Court House of the District, will be armed
by the State; the remainder of the companies will provide
themselves with arms; ammunition, as far as the
means of tho State; will pormit, will be furnished to

TO AUTHERIRE THE FORMATION OF VOLUNTEER* COMPANIES
FOR LOCAL DEFENCE.
The Congress of the Confederate Slates of America do
enact, That for the purpose oflocal defence in any portion
of the Confederate States, any number of persons,
not loss than twenty, who are over the age of fortytive
years or otherwise not liable to military duty,
may associate thcmsolvos as a military company, elect
their own officers, and establish rulesandtegulations
for their own government, and shall be considered as
belonging to the Provisional Army of the Confederate
States, serving without pay or allowances and entitled,
when captured by the enemy to all the privileges
of prisoners of war: Provided that such company
shall, as soon as practicable, transmit their muster
roll, or a list of the names of the officers and privates
thereof, to the Governor of the State, the Commanding
General of the Department, or any Brigadier General
in the tate or Confederate service, to be forwarded to
it Secretary of War. but the President or the Comc
