I TO SUPPLY THE REQUISITION OF THE
General commanding the Department, and iu pur.
suance of tho orders of his Excellency Goveinor lionham;
the Commissioners ol the Roads of the several
Parishes and the authorities of the ei'ios, towns and
villages within the judicial Districts of Charleston, Colleton,
Beaufort and Georgetown including Lower All
Saints, are hereby required forthwith t?? summon all
persons in possession of slaves liable to Road duty
within the limitH their authority, to deliver out-fourih
of their slaves liable to such duty at the Depots nearest
their owners residence, on Wednesday, 14th day
of October prox., at 10 o'clock n. ra., there to await
transportation to Charleston, for thirty uays' labor on
the fortifications.

tricts of Lancaster. Kershaw. Chesterfield, Marlboro,
Darlington, Marion, Sumter. Clarendon, Williamsburg
and Horry, including,?Uppor All Saints, are
hefeljy required forthwith to suramou all persons in
possession of slaves liable to Koud duty within the
limits of llieir authority, to deliver one-fourth of their
slaves liable to such duty at the De pots nearest their
owners'resideuco on Friday, 16th October prox.. at 10
o'clock a. m., there to await transportation toChurieston
for thirty days labor on the fortifications.
III. Under this call, the Commissioners of Ko ds
and Town Authorities will allow credit to all owners
tor the labor they have furnished above their quota,
whether tho samo was volunteered bv the owner
under the request of the Confederate authorities, under
the Proclamation of the Governor, o:, as was the case
in July-call upon Second Division, was. detained in
service beyond the thirty days rcquh ed.
IV. Owners whoso slave have recently been impressed
or whose slaves may have been impreesed before
the day when this labor is required, are not on- '
titled to credit tinder this call for such impressed labor,
unless they have hitherto furnished their respective
quotas. For those who have hitherto been in default,
it is both logal and just that the bnpressed labor
should go to th6 credit of the past calls which ti.ey
failed to respond to?not to tio present call, for this
would give them the advantage over those who have
answered to all the calls.
V. Receipts, will be given for tho negroes at the
Depots and assessments in duplicate are made of the
value of the negroes before they are put to work.
VI. Owners are requested to furnish thtir negroes
with spades or shovels and three days' rations.
VII. Parties who hire substitute, in order tliat all
parties may be protected.
VIII. The Acts of the Legislature havo now been
distributed, and tho Commissioners of the Roads and
the Town Authorities cau now thoroughly inform
themselves of their important duties in connection
with the subject.

I. TO CARRY INTO EFFECT THE FOREGOING
Proclamation of his Excellency tbo Governor, it is ordered
that the following Volunteer State Trnops be
accepted into service viz:
One Regiment of Mounted Infantry, to consist ol
ten companies: two companies ofCavalry and one company
of Flying Artillery. The companies of Mounted
Infantry t.> consist of not less than seventy eight (78),
and not more thau one hundred men, exclusive ofcommissioned
officers' of Cavalry, to consist of not loss
than sixty (GO), and not more than eighty (80) men,
exclusive of commissioned officers; and the company
Artillery of not less than eighty (80), and not more
than one hundred (100) men. exclusive of commissioned
officers. When the companies of Mounted Infantry
and Cavalry have been organized and accepted
Field Officers will be elected under orders from this
office.
II. The Cotnpanios authorized to bo raised under
the proceeding paragraph of this order, will be composed
of effective men who are over tho age ol
sixteen years, who are not subject to, or who are exempted
from Confederate Conscription, and who do
not belong to the organization lately ordered of troop?
for local defence and six months special service. Those
troops will be armed by the State?the artillery to
havo a battery of four pieces?but they wiil provide
themselves with horses. Their pay (to begin when
they are ordered iuto actual service! will be the same
as that allowed in Confederate service, including forty
cents per day for each horse. They will hold themselves
in readiness for tho field at a moments notice,
and to do service in any part of the State under the
orders of the Governor. The Companies will be accepted
in the order in which their rolls and lists ol
officers aro presented at this office, and they will bo
attached to (lie Militia Regiments in which they are
raised until ordered into actual servico.
III. In addition to tlio above organization, companies
organized in accordance with the Act of Congress
of the 13th November, 1862, herewith published, will
be accepted on furnishing their rolls, as required by
s id Act; and one of the said companies in each Ju
dicial District, consisting of not iess than eighty men,
exclusive of officers, and having its place of rendezvous
at the ?'ourt House of the District, will be armed
by the State; the remainder of the com pan es will pro
vide themselves with arms; ammunition, as far as the
means of the State; will permit, will bo furnished to
all the companies,

FREE MARKET OF CHARLESTON.
To the Citizens of Charleston and the People of South
Carolina generally, and to the Farmers and Planters
especially, from the mountains to the seaboatd {
The Free Market of Charleston, one of the noblest
and most useful charities extant, after more than a
twelve month of successful operation, is in danger (4
suspension aud even final stoppage. It is an institution,
founded by private patriotism and benevolence,
cudorsed by the city authorities of Charleston, and
recognized and encouraged by the Legislature of the
State. Its great and highly useful purposes, is to supply
provisions, froo of expense, to the needy familias of
soldiers aud seamen, fighting the battles ol their country,
or dead in hor service; and upward of eight hundred
families depend on its bounty for their daily bread.
It has become a great public necessity, and it is the
duty of every christian and patriot, male and female,
rich and poor, young and old, to contribute to its supiport,
in pioportion to means and ability?the rich man
out of his wealth, the poor man out of his poverty,
the widow with her mite?every largo stream should
pour, every little rill trickle its refreshing waters into
this great reservoir of patriotic benevolence, to be
dhpeused in God-blessed bounty to the wives at.d
children, the widows and orphans, the sisters and other
female dependents, of our brave soldiery and seamen.
The final stoppage, or even the suspension, of
this charity would bo one of the direst calamities that
could befall our City and State?it would inflict dis
ui'sk, suuermg, aiiu even starvation on numbers now
comfortably fed by its bounty, and perhaps, lead to
bread-riots, in our conservative city, to her serious injury
and deep disgrace. Come, then, fellow citizens,
to the rescue, promptly, liberally, efliciently, and not
only save the Free Market from destruction or suspension,
but sustain it. in healthful vigor, as a God blessed
and man-blessing institution. Let donations in
money and in kind pour in lavishly from evory quarter
of tho City and State; and the consequences will
be happy indeed. Not only will bread, and meal, and
meat be eustainhigly furnished to soldier's and seamen's
families, but the heart of the warrior will be
cheered and his arm nerved to Victorious battle against
the vandal and ruthless foe, the comforting conviction
that his wife and little ones are patriotically and
sufficiently cared for, by their fellow citizens, at hoito?.
Lot our farmers and planters especially, in every section
of the State, send liberal supplies of vegetables
and provisions, from their gardens, their fields, their
barns and their smoke houses; and swell to overflowing
the great reservoir of Free Market charity.
Charity is twice blessed?it blesseth him that gives
as well as him that receives?and blesses the giver
even more than the receiver.
Come up, then, one and all, to the hallowed work,
and not only earn the soldier's and seamen's undying
gratitude, but lay up treasure in He^Ven, whore neither
moth nor rust doth corrupt, nor thieves break iu
