TO CARRY INTO EFFECT THE FOREGOING 1 Proclamation of his Excellency the Governor, it is ordered that the following Volunteer State Trnops bo ! ( accepted into service viz: ' Ono Regiment of Mounted Infantry, to consist of , ten companies; two companies of Cavalry and one com- , patiy of Flying Artillery. The companies of Mounted Infantry t?? consist of not less than seventy eight (IS), and net more than one hundred men, exclusive ofcommissioncd officers' of Cavalry, to consist of net less than sixty (60), and not more than eighty (80) ineii, exclusive of commissioned officers; and tho company Artillery of not less than eighty (SO), and not more , than one hundred (100) men, exclusive of commissioned officers. When the companies of Mounted Infantry and Cavalry have been organized and accepted Field Officers will bo elected under orders from this office. II. Tho Companies authorized to be raised under the proceeding paragraph of this order, will bo composed ol effective men who aro over the ago of ' sixteen years, who are not subject to, or who are exempted from Confederate Conscription, and who do not belong to the organization lately ordered of troops for local defence and six months special service. It is an inktittttion, founded by private patriotism and benevolence, | endorsed by the city authorities of Charleston, and recognized and encouraged by the Legislature of the Statu. Its great and highly useful purposes is to supply provisions, fieeof expense, to the needy families of soldiers end seamen, fighting the battles ol their country, or dead in her service; and upward of eight hundred families dept-na on its bounty for their daily bread It lias become a great public necessity, and it is the d ity of eveiy christian and patriot, male and female, rich and poor, young and old, to contribute to its support, in proportion to means andubility?the rich man out of h s wealth, the poor man out of his poverty, the widow with her mite?every large stream should pour, every little rill trickle its refreshing waters into fci'-c.i, icjouuu vi pa.riuwe oenevoience, to DO dispensed in God-blessed bounty to the wives and children, the widows and orphans, the sifters and other female dependents, of our brave soldiery and seamen. The tinal stoppage, or even the suspension, of this charity would to one of the direst calamities that could befall our City nnd State?it would inflict dis tress, suffering, and even starvation on numbers now comfortably fed by its bounty, and perhaps, lead to bread-'iots, in our conservative c!.ty, to her seiious in-v jury ana deep disgrace. Come, then, fellow citizens, to the rescue, promptly, liberally, efficiently, and not only save the Free Market f:orn destruction or suspension, but sustain it, in healthful vigor, as a God blessed and mnu-blessing institution. Let donations in money and in kind pour in lavishly from every quarter of the City and .State; aud the consequences will be happy indeed. Not only will bread, and meal, and meat he sustaininglv furnished to soldier's and seamen's families, but the heart of the warrior will be cheered and his arm nerved to victorious batilo against the vandal and ruthless foe, by the comforting conviction that his wife and little ones are patriotically and sufficiently cared for, by their fellow citizens, at home. Let our farmers and planters especially, in every section of the btate, send liberal supplies of vegetables and provisions, lrom their gardens, their fields, their barns ui d their sm< ke houses; and swell to overflowing the great reservoir of Free Market charity. Charity is twice blessed?it blesseth him that gives as well a- him that receives?and blesses the giver oven more than the receiver.
