I VIEW of enabling the Kxccutivo to furnish such
Labor ns the Commanding General of litis Department
might deem necessary for coast defences, having
proved inefleetual for the accomplishment of its object;
and the danger to Charleston, at this moment, being
so imminent as to impel him to impress the I.nbor of
rucIi persons as have not heretofore furnished their
quota;
Now, I, MILLEDGE L, BONHAM, Governor and
Commander-in-Chief, regarding the labor called for of
vast importance to Charleston and the State, and
also to the success of the great cause which all have
so much at heart, do annrovo of the steps taken bvthe
Commanding General to obtain the labor necessary for
the preservation of the country, and call upon all Commissioners
of Roads to afford the Agents appointed by
him every facility in ascertaining and applying to such
persons as hove not heretofore furnished their quota.
Tho thanks of the country aro duo to those patriotic
citizens who havo sent down voluntary labor. An
earnest appeal is again mado to such as havo already
furnished labor, whether voluntary or under tho law,
to send forward now and promptly, all that they can
spare.
I have, in addition to tho call of the Commanding
General, tho assurance of tho Chief Engineer of the
Confederate Army, now in this Department, that ho
deems a largo increase of labor essential to tho completion
of works necessary for the defence of tho city.

I. TO CA RRY INTO EFFECT Til K FOREGOING
Proclamation of his Excellency the Governor, it is ordered
that the following Volunteer State Trnops be
accepted into service viz:
One Regiment of Mounted Infantry, to consist o'
ten companies; l^yo companies of Cavalry and one company
of Flying Artillery. The companies of Mounted
Infantry to consist of not less than seventy eight (78).
and not more than one hundred men. exclusive of commissioned
officers' of Cavalry, to consist of not lo^s
than sixty (00). and not more than eighty (HO) men,
exclusive of commissioned officers; and the company
Artillery of not less than eighty (80). and not more
thun one hundred (100) men. exclusive of commissioned
officers. When the companies of Mounted infantry
and Cavalry have been organized and accepted
Field Officers will be elected under orders from this
office.
II. Tlic Companies authorized to he raised under,
he proceeding paragraph of this order, will 1:0 eoininsed
of effective men who are over the ago ol
sixteen years, who are not subject to, or who arc exempted
from Confederate Conscription, and who do
not belong to the organization lately ordered of troops
for local defence and six months special service. These
itroops will bo armed by the State?the artillery to
have a battery of four pieces?but they wiil provido
themselves with horses. Their pay (to begin when
they arc ordered into actual service! will be the same
as that allowed in Confederate service, including forty
cents per day for each horse. They will hold themselves
in readiness for the field at a moments notice,
and to do service in any part of the State under the
orders of the Governor. The Companies will be accented
in the order in which their rolls and lists of
officers are presented at this office, and they wili he
attached to the Militia Regiments in which they are
raised until ordered into actual service.
Til. In addition to the above organization, companies
organized in accordance with the Act of Congress
of the 13th November, 1S02, herewith published, will
bo accepted on furnishing their rolls, as required by j
s .id Act: and one of the said companies in each .In
dicial District, consisting' of not less than eighty men.

TO A0TnERI7.fi THE FORMATION OF VOLUNTEER COMPANIES
FOR LOCAL DEFENCE.
The Congress of the Confederate States of America do
enact, That for tho purpose of local defence in any portion
of the Confederate States, any number of persons,
not loss than twenty, who are over the ago of lortylivo
years or otherwise not liable to military duty,
may associate themselves as a military company, elect
their own officers, and establish rules and regulations
for their own government, and shall bo cbnsidered as
belonging to tho Provisional Army of tho Confederate
States, serving without pay or allowances and entitled,
when captured by the enemy to all tho privileges
of prisoners of war: Provided that such company
shall, as soon as practicable, transmit their muster
roll, or a list of the names of the officers and privates
thereof, to the Governor of the State, the Commanding
General of tho Department, or any Brigadier General
in tho State or Confederate servic e, to ire forwarded to
the Secretary of War; but tiie President or the Commander
e1 the Military District may at any tiino disband
such companies; Provided, that in tho States
and districts in which tho Act entitled "An Actio
further provide for the public defence," approved
April 16th, 1862, and tho Acts amendarory thereof,
have been suspended, persons of any age, resident
within such Slates or Districts,may volunteer and from
part of such companies so long as such suspension
may continue; Provided, that no person shall become
a member of said company until he shall have first
taken the oath ofnllegianco to the Confederate States
of America in writing, a copy of which shall be filled
with the muster roll of said company as above proscribed.
