The payment of the above note was ofl'ered. by Rev.
J. F. lledgers, and refused, on account of the money
being that of Confederate issue. This is to notify all

receive Conlodorate Treasury Notes in payment of j
specie funds lent him in January 18C0, to be paid in
rmo week, and whieh lie has unfairly withheld, when
1 needed it, and now attempts to excito odium against
me for refusing to receive, in reality, til'teen or twenty
cents on tiic dollar of my debt, lor the Confederate
currency, which, according to published reports, is
selling live or six for one in specie. I do not require
specie of Mr. Arrants, or. in fAct, anything ut this
time ; but I cannot consent to be rubbed of four-filllis
of my debt for his benefit only, for ho d d in fact receive
the Treasury Notes, not as equivalent to money? j
coin, or even bank notes?for he sold his property and j
products at enormous prices in (he depreciated cur-j
rency ho now attempts unjustly to force upon inc. '
The government itself does not treat tho Treasury !
Notes as equivalent to real money in its transactions? j
in payment of coin debts due it?why should 1 do so, I
merely for for Mr. Arrants advantage? Let him loan j
it to the government for its Bonds at par, or use it in I
any other way he pleases, and when the currency' im- '
proves lot him pay me what he borrowed.

with the Confederate forces in the open
field, have resorted to a mode of warfare which
arouses the indignation of every heart capable
of a patriotic emotion. Not content with wresting
peaceful citizeus from their homes and
confining them in loathesome dungeons; and
with seizing our contented slaves and inhumanly
placing them in military organization to
he shot down in tho front of battle; they have
inaugurated a system of raids into the interior
of the States, stealing negroes, burning cities
and farms, destroying live stock and growing
crops, and spreading desolation everywhere in
their track. To meet this condition of things
and to render practicable greater concentration
of our forces ahcady in the field, and to afford
adequate internal protection to the States, the
President oi the Confederacy deems it expedient,
1o call for a portion of their reserve force
for service within their respective limits. Upon

to provide rou local defence and specjal ]
service. <
Section I. The. Congress of the Confederate
States <>f America do enact, That the President
he and he is hereby authorized to accept the
services of volunteers of such kind and in such
proportion as he may deem expedient, to serve
for such time as he may prescribe, for the defence
of exposed pinces or localities, or such
special service as lie may deem expedient. <
Section II. And such forces shall be mustered
into the service of the Confederate States, for
the local defence or special service aforesaid,
the muster roll setting forth distinctly the j
services to be performed ; and the said volun- ,
teers shall not be considered in actual service ;
until thereunto specially ordered by the Pres- j
ident. And they shall he entitled to ^>ay or 1
subsistence only for such time as they may he
on duty under the orders of the President or by ,
his direction. . f
Section III. Such volunteer force*, when so v
accepted and ordered into service, shall he or- j
gaui/.ed in accordance with and subject to all 1
the. provisions of the Act entitled "An Act to 1
provide lor the public defence," approved j
March 6th, 1801. and may be attached to such
divisions, brigades, regiments or battalions as (
the President may direct; and when not or- |
gani/.ed into battalions or regiment before being
mustered into service, the President shall
appoint the field officers of the hattalons and
regiments when organized as such hv him.

of His Excellency the Commander-in-chief
and the Act of Congress "To provide
tor !oe;d defence and special service," it is ;
hereby ordered :
I. That the commanding officers of the Mili- |
tia Regiments assemble at their usual places of j
parade on TUESDAY, the 7th of^July next, J
all persons within the limits of their respective j
commands liable to any military service by the |
laws of the State, and call for volunteers to
meet the requisition of the President of the
Confederate States on this State for troops for
local defence, persons between forty and fortylive
to he included in the call.
II. On any Regiment failling to furnish, by
voluntecirng, its quota of troops, which is fixed
by General Order.* No. 21, accompanying this
order, the commanding officer of such Regiment'
will immediately draw from those liable to actual
military service beyond the limit* of their
respective District,'* between the ages of forty
and fifty |4U and 50] years, a sufficient num- c
ber of moil to make up said quota.
III. The commanding officers of Regiments r
are required immediately to organize the troops r
thus raised into companies of not less than r
sixty-four |G4] and not more than one bundled .

tions for company officers, viz; one captain, t]
one 1st lieutenant and two 2d lieutenants, the 0

[\ershaw, Chesterfield, Marlboro, Darlington,
Marion, Sumter, Clarendon, Williamsburg, and
Horry, including Upper All Saints, will forthwith
summon all slaveholders within their retentive
limits to deliver one-fourth of their
,laves liable to road duty at the Depots nearest
;he owner's residence, at 10 o'clock a. in. on
Wednesday, the fifteenth day of July proximo
15th July], for transportation to Charleston
or thirty days'labor on the fortifications.

V. The Act requires the attendances of one

YJ Owners arc requested to furnish their
lands with spades or shovels and three days'raiotis;
the Government have promise to return
lie tools, and commutation wili be allowed for

VII. Owners who hire substitntes will furnsb
nie with a copy of the receipt taken for such
'institutes, in order that the Government and
ill parties concerned may be protected.
"VIII. The prcss.ot' business on the Rail roads
making it difficult for the companies to furnish
;ransport?tson at given hour, the Commission's,
&c, will cause the hands to assemble at the

IX. The undersigned, after three months ex)erience,
take pleasure in assuring the slave
wners that every possible care is taken of the
icgrocs; their health has bpen good, and every
lossible comfort has been provided. They are
iromptlv discharged at the end of the thirty
lays, which is not only satisfactory to the
twner as complying with his just and reasona>le
expectations, but this constant rotation is
lmost a safeguard against camp diseases.
X. The credits due being almost entirely exnusted
on the last call, it is earnestly hoped
liat number required of this division will be
romptlv furnished; one fourth of the hands, if
?nt forward, would more than supply the deland.
The importance of the work is such as
ion!d induce us all to make every possible
icrifice: The call lias been postponed until
le press of the plantation work is over; it
ould have been made for June but for this
