\X7HEREAS I AM CREDIBLY INFORMED
that large quantities ot provisions are being
exported from this State for the purpose of speculation,
by reason whereof tho price of provisions has been much
enhanced, to tho groat discomfort of tho citizens of
the State; and whereas tho present supply is deemed !
important for tho subsistence of the people and tho I
soldiers of tlio Confederacy.
Now. thcrfore, I, MILLEDGE L. BONIIAM, Governor
of South Carolina, by virtuo of tho power vested
in me undor the Constitution of this State, do issue
this my proclamation, and forbid all persons, for tho
apace of thirty days from this date, from exporting1
beyond tho limits of ihis State, any Salt, Bacon. Pork,
Beef. Corn, Meal, Wheat. Flour, Bice, Peas, Potatoes
or other provisions of any description whatsoever.
The following persons are excepted, viz: Quartermasters.
Commissaries and other agents of the Confederate
Government purchasing provisions for the army, who
must exhibit satisfactory evidence of their official character
and authority; persons Irom other States who
purchase for iheir own private uso and cousutnpiion,
and n<>t for resale, who shall make oath to that effect
belore the next magistrate previous to the removal of
the articles purchased, which oath i he magistrate shall
preserve and furnish for the use of the Solicitor of tho
Circuit when required; agents of counties, towns, corporations
and >?ldiors Boards of Relief of other States,
who exhibit satisfactory proof of iheir authority to
purchase such provisions in behalf ol such counties,
towns, corporations or Soldiers Boards of Relief, for
public use of for distribution at costs and charges, and
not for resale or profit.
Salt made by non-residents and cargoes ehtering
our ports from abroad, are also excepted
Any of said articles that may be stopped in transitu
will be confiscated 10 the use of the State.
It is enjoined upon all magistrates and militia officers,
and all good citizens are appealed to, to aid in tho enforcement
of this proclamation.

Columbia, this eighteenth day of March,

MY BOOK'S WILL BE OPENED ON WEDNESDAY
next, tlie 18th inst., for receiving Taxes
and Roturus. I will be at Liberty Hill, on Monday,
the Gth of April; at Flat Rock, on Wednesday, the 8th;
at Buffalo, on 'I hursday, tho 9th; at Lysenby's, on
Saturday, tho lltli; at Schroeks, on Monday, the 13th;
and at Cureton's, on Wednesday, tho 15th.
The owners of all slavos that wore employed or resided
in the District, on tho first'day of October, 1862,
are required to be returned to tho Tax-Collector of the
District.
Tho Tax Books will bo closed on tho first day of
June;#all returns must be made on or before that day.
A lute Act of the Legislature requires all owners of
slaves, or employees to give in on oath to the TaxCollector
the number of hands owned or employed by
them (in agriculture) between the ages of twelve and
fifteen, and fifteen and fifty-five, and fifty-five and sixty-five,
under a penalty of one hundred dollars for
each hand.

HPO PREVENT .SHEEP FROM RUNNING AT *
.1 large in tho Town of Camden:
Bo it ordained by the Intbndantand Wardens of the
Townof Camden, in Council assembled, and by the
authority of the same, that from, and after tho passing
of this Ordinauce, all sheep found running at large '
in Broad street, or trespassing, in any onclosed lot,
shall bo liable to be Impounded, under a penalty of
fifty cents per head, to b* paid by the owner.
It shall be the duty of the Marshall, or any of the
Town Guard, to take into custody, and impound all
sheep, found in violation of this ordinauce, and forthwith
give notice to tho owners if practicable, who
shall pay the expenso of keeping, and feeding said
sheep, and in caso the owner neglect, or refuse to
claim and ttike nway iho "same within twenty-four
hours, such sheep shall he advertised for five (5) dava.
and sold at public ouicry, and the proceeds (after defraying
oxpenses, > held subject to the order of the
owner, for twelve months, aud if not claimed in that
time, tho amount will bo appropriated for the use of
tho Town.

INFORMATION HAVING BEEN RECEIVED
by the authorities, that certain parties are in the
habit of injuring, and defacing ornamental and shade
trees, on the public squares and st'oets of tho Town,
by stripping them of bark, tomak dye staffs
This is to give warning that all persons found guilty
of this misdemeanor, shall be prosecuted to the utmost
extent of the law, and a reward of Five Dollars will
bo paid, to anj' one giving such information as will
lead to the conviction of the offender.
Surely thero are trees enough in,the wood, without resorting
to such wantpnness, as the destruction cf some
of the handsomest oaks withtn the limits of the Town.
