II. Persons having certificates of exemption from this office will not bo rorpiired to produce further proof of their right to the same, unless the commanding officer of the company has reason to believe that the person is no longer engaged in the occupation or employment which was the ground of his exemption. IV. All applications for discharges 011 the ground of physical disability must bo made to commanding officers of regiments (after the organization) on tlio certificates of the Surgeons of said regiments: Provided, That the commanding officers of companies shall have power, and are lieroby authorized to excuse from appearing in camp persons who are certified by a physician of s'.andingt to be unable to attend, or whose lives or health would ho sorionslv enri!?iuror<?il lw going to camp, and report all such cases to the commanding oflicers of their respectivo regiments, to bo subject to his revision. I IX PURSUANCE OF AN ACT OF THE General Assembly entitled "An Act to organize and supply N<0ro Labor lor Coast Defence" &c., latitied on the 18th of December, 1862, and "An Act to amend the sat no," ratitied on tho Gth of February, f,18G3, and by authority of his Excellency Governor Bonham, and under requisition from General Beauregard, I hereby call upon Division No. 2, comprising the Judicial Districts ot Lancaster, Kershaw, Chesterlield, Marlboro, Darlington, Marion, Sumter, Clarendon, Williamsburg and Horry, including Upper All Saints, forthwith to supply its proportion of slave labor, as follows: II. All owners of slaves within the said Districts shall furnish one half of their malo slaves, subject to road duty, for ouo month, receiving credit in tho estimate for labor furnished under former calls. III. The Commissioners of Hnniis nftlm snvurnl Districts and the authorities of the incorporated towns and villages within the limits of this Division will, at once, summon all slaveholders within the limits of their authority to furnish their respective quotas of slave labor, giving credit for labor already furnished and seeing that all fractions are represented, and not rejected as hitherto, which can easily bo done by uniting fractions. IV. Overseers, at the rate of one to every hundred slaves to be selected by the owners or their agents, will be allowed, to receive from the Confederate Government pay at the rate of filly dollars per month. V. Receipts will be given to each owner, and on assessment of the value of the slaves made, a duplicate of which assessment will be furnished to the owner. VI. The Commissioners of Roads and the authorities of the towns and villages as aforesaid, will cause the slaves subject to this call within their respective jurisdictions. to he assembled at the Railroad Depot nearest the residenco of their respective owners, on MONDAY, the 9th day of March proximo, at 10 o'clock, 11 m rntxltr <V?i? The sluves will bo directed to come provided with spades or shovels. The Confederate authorities have pledged the return of such utensils. It is advised that owners provide their slaves with three days' rations, although the Act requires the Confederate authorities to supply them. Xo doubt commutation will be allowed. VIII There is no doubt that the Confederate Government will compensate l'or all damage to ar.d loss of slaves; negotiations to that end are now pending. IX. The undersigned, in accepting, most reluctantly, the arduous ollice which requires him to bring this vexed question prominently and practically beloro the slaveholders of the State, asks leave to say to them that ho is actuated by a sincere desire to bo of service to his country, fully appreciates all the delicate responsibilities and peculiar associations of the slaveowner, and pledges himself to you to do all in his power to protect your interests and ameliorate the condition of the slaves while undergoing the necessary hardships and exposures of this service, lie trusts he will be met by a sacrificing spirit of patriotism.
