WHEREAS the two Acts of Conscription * * passed by Congress have designated for Confederate service all from eighteen up to forty-five, and the President has, under taese Acts actually called' for all up to forty; and whereas he has agreed to accept, for temporary service on our coast, eight of the Regiments formed from our First Corps of State Reserves, and by thus accepting them has, for the period 'of ninety days, exempted all in those Regiments who were liable to conscription; and whereas this has deranged our whole organization of reserve State forces, and it is therefore necessary that there shall be a further and immediate organization made for the internal defence and police of the States: Now, know ye, that 1, FRANCIS W.PICKENS, Governor and Commander-in-Chief in and over the State of South Carolina, do hereby call upon all officers and good citizens to obey and enforce the resolutions of this date hereunto annexed. Gen. Beauregard has made an urgent appeal that the eight Regiments of Reserves recently ordered out shall be sent forward at as early a day as possible, and I do hereby call upon the officers who command those Regiments to bring them forward, as the defence of their State and country requirers that they should report for duty at the earliest possible moment to the Confederate Generals in command. Our State is threatened, and our honor requires that every man shall do his duty. All personal feelings must be lost sight of and forgotten in the present emergency. Let there be no delay. In relation to the police and Internal safety of the State, I trust that every man will be forthwith prepared to guard and protect the helpless and innocent from any of the dreadful consequonces which our brutal enemies seem determined to inaugurate on or before the first of January next. With this view, I urge all between the ages of sixteen and sixty-five to enroll themselves according to the resolutions hereunto attached. All persons who may be taken in any attempts to produce disturbance amongst our slaves or resistance to their masters, whether under commission or by orders from United States authority or not, shall be, if arrested by any State troops or State police, handed over to the authorities of the State alone, to be dealt with as felons. I do not expect anything serious t from the infamous measures alluded to, but we e owe it to our families and to the country to be f active and guarded, bor the next three months < let no citizen of South Carolina be careless or :i unprepared. Let ,i there be a universal feeling of safety consequent upon strict organization and thorough \ preparation. In these perilous times, let thore i be no dissension or complaint at any tern- < porary inconvenience or at any orders that ] may appear, at first, unnecessary. Let the men 1 of age and worth step forward and set exam- i pies that all will feel and respect. The strength j of the community consists in strict obedience e to-orders and to discipline. And the commanding officer of each beat shall sause to be summond to such parade every person in his beat so liable, except such as may bo certified by the Surgeon of tne regiment to be physically unable to be present at such parade, such commanding officer having the discretion to excuse from drill any person attending on the ground, whom he may judge to be physically unable to undergo the fatigue of the day. 3. That the commanding officer of each beat shall keep a roll of all persons so liable to ?ertrice in his company, which- roll shall be called it each parade, and all defaulters noted; and it mall further be his duty to report immediately ifter each parade to the commanding officer of the regiments the names of such defaulters, that they may be held to answer therefor before a court-martial. And the commanding officer of each beat fchall have power to grant leaves of absence from such parades to such persons as may be called away from the beat :>n business, and to physicians, millers, ferrymen, overseers, and owners in charge as overseers, where the public interest requires that they should not be withdrawn from their duties to attend the company parades. 4. That the commanding officer of each beat iball keep an additional and separate roll of all infective men in bis company who are between the niroH of 40 and 50 vaara. tha aama to r>nn ititute a reserve force for the defenco of the i State, and be subject to the call of the Commander-in-Chief, for service in any part of the State. That nothing contained in the foregoing resolutions shall apply to the Fourth Brigade of the South Carolina Militia, nor shall be construed to appear to the constitutional and legal right of tne Governor and Commanderin-Chief of the State to call into service such portion of the militia of this State for the public defence as in his judgment he may deem expedient.
